The Mayor Karla Cockerham and Council met in regular session on January 06, 2025 at 6:00 P.M. with members in attendance: Floyd Temple Jr., Martha Jinks, Linda Williams, and Tina Murphrey-Tullos. Absent: Alderwoman Amanda Welch. Guest and Staff present were Police Chief Scott Cockerham, Fire Safety Officer Ray Lofton, David Vercher (Vercher Group), Town Engineer Jim Verzwyvelt (Pan American Engineers), Caleb Black (JCP Management), Reagan Franklin, Deanna Langley, and Tim Lasiter (Police Juror).
Chief of Police Scott Cockerham led prayer and Pledge of Allegiance.

Linda Williams motioned to accept January 06, 2025 agenda, seconded by Matha Jinks, and favored by all.
Floyd Temple motioned to approve December 02, 2024 minutes, seconded by Linda Williams, and favored by all.
Chief of Police Scott Cockerham presented police report.
Tim Lasiter gave police jury report.
Fire safety Officer Ray Lofton presented fire report.
Caleb Black with JCP Management presented the water and wastewater report.
Jim Verzwyvelt with Pan American Engineers presented the TownÕs Engineer report.
NEW BUSINESS
Tina Murphrey-Tullos motioned to accept resignation of Teri Ann Humphries from position of Tullos Town clerk, seconded by Linda Williams, and favored by all present.
Tina Murphrey-Tullos motioned to accept new full-time employee Deanna Langley as Full-time position as Tullos Town clerk at the rate of $17.00 an hour, seconded by Martha Jinks, and favored by all present.
Martha Jinks motioned to remove previous clerk Teri Ann Humphries from all Tullos bank accounts, seconded by Linda Williams, and favored by all present.
Linda Williams motioned to add new clerk Deanna Langley to all Tullos bank accounts, seconded by Martha Jinks, and favored by all present.
Martha Jinks motioned to remove previous clerk Teri Ann Humphries as Tullos Ex Officio, seconded by Tina Murphrey-Tullos, and favored by all present.
Tina Murphrey-Tullos motioned to add new clerk Deanna Langley as Tullos Ex Officio for the Town of Tullos, seconded by Linda Williams, and favored by all present.
Linda Williams motioned to remove previous town clerk Teri Ann Humphries as Tullos Tax Collector, seconded by Tina Murphrey-Tullos, and favored by all present.
Tina Murphrey-Tullos motioned to appoint new town clerk Deanna Langley as Tullos Tax Collector, seconded by Martha Jinks, and favored by all present.
David Vercher, CPA with Vercher Group, submitted the Tullos Town Audit. Available for viewing at Tullos Town Hall.
Martha Jinks motioned to accept quote $53,579.79 for the Tullos Police unit vehicle from CHIEFÕS PURSUIT SURPLUS with the option of extended warranty to be added, seconded by Linda Williams, and favored by all present. Grants to be applied in the amount of $38,512.00 toward the purchase of the police unit.
Tina Murphrey-Tullos, motioned to approve resignation of part-time Tullos police officer Tony Bettevy, seconded by Linda Williams, and favored by all present.
Linda Williams motioned to amend Tullos Town Hall hours of operation to Monday through Thursday 8:00 A.M. till 3:30 P.M. and Friday 8:00 A.M. till 12:00 P.M. and closed Monday through Thursday 12:00 P.M. till 1:00 P.M. for lunch, seconded by Tina Murphrey-Tullos, favored by all present.

MAYORÕS COMMENTS:
Mayor Cockerham thanked all who donated funding, time, decorations, and food to the Senior CitizenÕs Christmas Dinner and all who came. Mayor Cockeram updated Council on insurance claim on Tullos Police Unit which was rear ended when Officer Amyra Allen was attending training in Jena, La, in October 2024. Mayor Cockerham updated that the Police report was finally obtained and on the report officer noted expired insurance card was given to officer of the driver who rear ended police unit. Chief Cockerham contacted the driverÕs insurance to submit a claim for repair of patrol unit. Insurance Representative contacted Chief Cockerham back by phone days later to inform the insurance policy was not current at date of accident and even if policy would have been active the name of the driver was listed as EXCLUDED on the policy and not a covered driver. Mayor Cockerham notified Council Police Chief has notified me of attempting repairs himself so Tullos will not have to file a claim on Tullos insurance due to driver responsible for damages having no insurance coverage. Mayor Cockerham also notified Council repairs are not significant enough to file a civil suit due to cost would be more in legal fees and court cost than it would to repair patrol unit which has minor damage.
Tina Murphrey-Tullos motioned to approve bills, seconded by Martha Jinks, and favored by all present.
