The Police Jury of the Parish of Winn, State of Louisiana, met in Regular Session at its meeting place, the Police Jury Meeting Room of the Parish Courthouse, 119 West Main Street, Winnfield, Louisiana, on Monday, December 16, 2024 at 5:00 p.m. (CST), pursuant to the provisions of a written notice given each and every member thereof, and duly posted in the manner required by law. (Note: President does not vote unless a tie)
There were present: Mr. Frank McLaren-President, Vice President Deionne Carpenter, Mr. Phillip Evans, Mr. Darrell Franks, Mr. Stanley Garrett, Mr. Author Robinson and Mr. Kyle Potts.
There were absent: None.
Legal Counsel: Mr. Chris Nevils.
President Frank McLaren called the meeting to order at 5:01 p.m.
Invocation was delivered by Mr. Author Robinson. The Pledge was led by Mrs. Deionne Carpenter.
Additions or deletions:
Mr. Author Robinson moves to add to the agenda a Motion to change the Regular meeting time of the Jury to 5:30 p.m. in lieu of 5:00 p.m. Second by Mr. Kyle Potts. Vote taken: 6 yeas. 0 nays. 0 absent. 1 abstained. Motion carried and will be added to the agenda.
Motion by Mr. Phillip Evans to adopt the agenda, as amended. Second by Mr. Kyle Potts. No discussion. Vote taken: 6 yeas. 0 nays. 0 absent. 1 abstained. Motion carried.
Motion by Mr. Author Robinson to adopt the minutes of November 18, 2024-Regular Meeting and November 18, 2024-Budget Committee Meeting. Second by Mrs. Deionne Carpenter. No discussion. Vote taken: 6 yeas. 0 nays. 0 absent. 1 abstained. Motion carried.
ANNOUNCEMENTS & COMMENTS:
Mr. Henry Shuler of Shuler Consulting is present and addresses the Jury. He states that he appreciates the Jury greatly. He gives a recap of Capital Outlay projects, noting that all Capital Roads have been resubmitted. Cole Road is partially finished, Frank White is almost complete, Brownville Road is complete, Aunt Marie Road is bidding soon, the amendment on Eugene Garrett is hoping to move from one end to the other, Old Alexandria from Hwy. 34 to intersection passed Mimosa, tail end of Lum Fox is in design and should be in Spring/Summer, L. Sullivan is done and submitted to the State. The sewer work on Thomas Mill Road has been awarded and work will begin soon. Mr. Shuler gives an update on Port de Luce project. 11 landowners could be potentially impacted by this reservoir if it stays in the 300 acre range but he doesn’t think it will be that large. Even if all the boxes are checked, he doesn’t think the State will give that much money for that size area. He is thinking around 150 acres, but even a smaller area will still be a nice recreational lake. Weyerhaeuser should be issuing a permit for survey and wetlands delineation. He has concerns on the wetlands delineation and the cost. He states that we are working through the process. We have a call on Thursday to give updates. Each landowner will have to give consent to even get on their property. If the site is smaller, then could only impact about 5 landowners.
Mr. Perry Holmes, Road Superintendent is present this evening. It is noted that each Juror has a Road Maintenance Report along with a Road Miscellaneous Report and Vehicle/Equipment Repair and Cost Log in their packets. Mr. Holmes states that the Resolution previously passed to assist the Village of Calvin is complete. Streets were pot hole patched and signs were put up. Speed limit signs were put up on T. Wells Road. Mr. Holmes states he is meeting with an Engineering Tech with the forestry service in the morning about RAC money in the amount of $296,000. He will be asking for $150,000 on the south end of Gum Springs and the rest will be split within the Districts that have forestry land in them. He adds that the Jury will need to decide in January what they want to do with the bridge on Coochie Brake as the bridge is in need of about $30,000 in repairs. It is hard to justify spending that kind of money when the majority of the land is owned by Weyerhaeuser.

Motion by Mrs. Deionne Carpenter to renew the mowing contract beween the Jury and J.T.’s Lawn Care for the 2025 Calendar. Second by Mr.Kyle Potts. Discussion was had about the fine job that Mr. Thompson does. Vote taken: 6 yeas. 0 nays. 0 absent. 1 abstained. Motion carried.

Motion by Mr. Darrell Franks to renew the contract between the Winn Parish Police Jury and Cindy Tilton, OEP Director for year 2025. Second by Mr. Author Robinson. Discussion was had by the Jury. President McLaren states that Mrs. Tilton has supplied a recap for 2024 and what she is getting ready for in 2025. One of the new things is the mobile app between the Winn Parish Sheriff’s Office and Winn Parish Operation of Emergency Preparedness. Vote taken: 6 yeas. 0 nays. 0 absent. 1 abstained. Motion carried.
Motion by Mr. Author Robinson to award the bid to Amethyst Construction, LLC in the amount of $192,593.00 on Capital Outlay project Old Alexandria Road. Second by Mrs. Deionne Carpenter. Vote taken: 6 yeas. 0 nays. 0 absent. 1 abstained. Motion carried.
Motion by Mr. Kyle Potts to renew the Worker’s Comp Insurance for 2025 through A.J. Gallagher & Company in the amount of $24,964.71 (Bridgefield Casualty Insurance Company is the insurance company). Second by Mr. Phillip Evans. Vote taken: 6 yeas. 0 nays. 0 absent. 1 abstained. Motion carried.

ADDITIONAL ANNOUNCEMENTS & COMMENTS:
The Jury calls for special prayers for Mr. Dewayne Sanders, a former Police Juror and current Justice of the Peace as he is on hospice and for his family, Mr. Jack McLaren, President McLaren’s brother as he is in critical condition and for Road Superintendent Mr. Perry Holmes for the recent loss of his brother.
Vice President Carpenter blesses the food that the Jury and staff prepared and wishes everyone a Merry Christmas.
