RESOLUTION NO. 191 OF 2024
A RESOLUTION RECOGNIZING THE BICENTENNIAL OF CENTENARY COLLEGE OF LOUISIANA, AND OTHERWISE PROVIDING WITH RESPECT THERETO.

WHEREAS, the College of Louisiana was established in 1825, by the state legislature in Jackson, Louisiana, quickly establishing itself as one of the nations leading colleges; and WHEREAS in 1841, Centenary College opened in Brandon Springs, Mississippi, the merger of these two institutions created Centenary College of Louisiana in 1845, which is today the oldest institution of higher learning in the state; and WHEREAS, Centenary College faced challenges during the Civil War but was revived in the early 20th century with a move to Shreveport in 1908; and WHEREAS, throughout its history in Northwest Louisiana, Centenary College has been a leading educator in its region, establishing itself as Shreveport-Bossiers college, exceling in providing a premier liberal arts education and preparing students to become global citizens to lead productive lives of vitality and purpose; and WHEREAS, Centenary College generates significant economic benefit for the Northwest Louisiana region, and enriches the local population with its cultural, intellectual, and athletics activities available to the public; and WHEREAS, Centenary College has shown significant growth in enrollment, academic programming, and extracurricular offerings in its last decade and is committed to continued growth and excellence as it enters its third century in 2025. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Shreveport in due regular and legal session convened, that the City Council joins in celebrating the upcoming Bicentennial of Centenary College, officially starting on January 8, 2025, and recognizes its longstanding contributions to higher education, the State of Louisiana, and the Northwest Louisiana community. BE IT FURTHER RESOLVED that if any provision of this resolution or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this resolution which can be given effect without the invalid provisions, items, or applications and to this end the provisions of this resolution are hereby declared severable. RESOLUTION NO. 195 OF 2024
A RESOLUTION TO ADOPT THE CADDO PARISH HAZARD MITIGATION PLAN UPDATE AND OTHERWISE PROVIDING WITH RESPECT THERETO.
WHEREAS, the City of Shreveport has participated in the preparation a multi-hazard mitigation plan hereby known as the Caddo Parish Hazard Mitigation Plan Update 2023/2024 in accordance with the Disaster Mitigation Act (DMA) of 2000; and, WHEREAS, the City of Shreveport has participated in the process to prepare a DMA compliant Hazard Mitigation Plan based in the FEMA guidance available in the How to Guides; and, WHEREAS, the City of Shreveport is participating in the Hazard Mitigation Plan prepared by the Caddo Parish Government under the oversight of a Steering Committee comprised of Parish-Wide representatives; and, WHEREAS, Caddo Parish and local city representatives and governments have participated in the mitigation planning process; and, WHEREAS, appropriate opportunity for input by public and community officials has been provided through meeting notices, open meetings and availability of draft documents; and, WHEREAS, the updated Plan has been recommended for adoption by the steering committee; and, WHEREAS, adoption of the updated Plan is required prior to further consideration for FEMA funding under the Pre-Disaster Mitigation Program, the Hazard Mitigation Grant Program, and the Flood Mitigation Assistance Program. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shreveport in due, legal and regular session convened, that the attached Caddo Hazard Mitigation Plan Update, dated 2023/2024, is hereby adopted. BE IT FURTHER RESOLVED that the Mayor be authorized to sign any documents necessary, proper or incidental to the adoption of the updated Plan. BE IT FURTHER RESOLVED that if any provision or item of this resolution or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this resolution which can be given effect without the invalid provisions, items or applications; and to this end, the provisions of this resolution are hereby declared severable. RESOLUTION NO. 196 OF 2024
A RESOLUTION TO ALLOCATE FUNDS TO SPECIFIC NOT-FOR-PROFIT ORGANIZATIONS FROM FUNDS BUDGETED IN OTHER CHARGES IN THE 2025 RIVERFRONT DEVELOPMENT SPECIAL REVENUE FUND AND TO OTHERWISE PROVIDE WITH RESPECT THERETO
WHEREAS, special appropriations are made each year by the City of Shreveport and then allocated to certain not-for-profit organizations which serve an overriding public purpose; and WHEREAS, funds have been budgeted in Other Charges in the 2025 Riverfront Development Special Revenue Fund for projects and programs of the not-for-profit organizations, and this resolution authorizes the payment of funds to specific organizations. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Shreveport in due, legal and regular session convened that in addition to previously allocated funds, funds budgeted in the Other Charges character level of the Riverfront Development Special Revenue Fund for the Civic Appropriation sub-object shall be allocated as follows: Organizations Amount Art Heals $20,000 Caddo Council on Aging $15,000 CoHabitat Foundation, Inc $10,000 Fit For Life Ministries $20,000 Food Bank of Northwest Louisiana $15,000 Goodwill Industries of North Louisiana $10,000 MLK Community Development Corp. $15,000 Northwest LA Youth Golf & Education Foundation Inc. $15,000 Oasis of Hope $15,000 Volunteers for Youth Justice $15,000 Total: $155,000 BE IT FURTHER RESOLVED that if any provision or item of this resolution or the application thereof is held invalid, such invalidity shall not affect other provisions, items or applications of this resolution which can be given effect without the invalid provisions, items or application, and to this end, the provisions of this resolution are hereby declared severable. RESOLUTION NO. 197 OF 2024
A RESOLUTION TO RECOGNIZE DR. REGINA WEBB ON BECOMING THE FIRST FEMALE AND AFRICAN AMERICAN CADDO PARISH TAX ASSESSOR AND TO OTHERWISE PROVIDE WITH RESPECT THERETO

WHEREAS, Dr. Regina Webb elected as Caddo Parish Tax Assessor, was a historical moment; and WHEREAS, Caddo Parish has never had a female nor African American Tax Assessor, which makes this victory barrier breaking; and WHEREAS, Dr. Webb is a 1983 graduate of Booker T. Washington High School. She received her Bachelor of Science Degree in Accounting from Grambling State University; her Master of Administration Degree from Central Michigan University and her Ph.D. in Higher Education from Jackson State University; and WHEREAS, Dr. Webb has been previously employed with the City of Shreveports Community Development Department. She also worked with the Caddo Parish School System and LSU Hospital; and WHEREAS, Dr. Webb is currently an Associate Professor with Southern University Shreveport and also a small business owner and founder of Micro Accounting Service; and WHEREAS, Dr. Webb is a member of the Evergreen Baptist Church, Delta Sigma Theta Sorority, Inc., the National Association of University Women, Inc., and a Board Member of the Northwest Louisiana Youth Golf and Education Foundation, Inc. NOW THEREFORE BE IT RESOLVED, by the City Council for the City of Shreveport, in due, legal and regular session convened, that the Shreveport City Council recognizes Dr. Regina Webb on becoming the first female and African American Caddo Parish Tax Assessor. A RESOLUTION TO AMEND RESOLUTION NO 169 OF 2024 WHICH ESTABLISHED A CHARTER REVIEW COMMITTEE, AND TO OTHERWISE PROVIDE WITH RESPECT THERETO

WHEREAS, on October 22, 2024, the City Council of the City of Shreveport adopted Resolution 169 of 2024, which authorized the Chair to establish a Charter Review Committee; and WHEREAS, the purpose of the Charter Review Committee authorized by Resolution 169 of 2024 is to review the Charter and to prepare proposed amendments, if needed, in the form of an ordinance and providing for submission to the citizens at a special election; and WHEREAS, Resolution 169 of 2024 resolved that the Charter Review Committee shall cease to exist on December 31, 2024, unless extended by Council; and WHEREAS, in order to determine whether proposed amendments should be submitted to the voters at a special election, the Committee requires additional time. NOW THEREFORE BE IT RESOLVED by the City Council of the City of Shreveport in due, regular, and legal session convened that the Chater Review Committee shall cease to exist on or before March 10, 2025, unless extended by the City Council.
