MEETING
NOVEMBER 11, 2024
The Allen Parish School Board met in regular session at the Allen Parish School Board Office in Oberlin, Louisiana, on Monday, November 11, 2024, at 5:00p.m. with the following members present:
Karen Reed, President; Gregory Monceaux, Vice-President; Pete Cavenah; Carleen Mahaffey; Cathy Farris; Carolyn Manuel; and Kristina LaBuff.
Absent: Sally Moreaux
The meeting began with the invocation given by Carolyn Manuel.
Motion by Gregory Monceaux, seconded by Pete Cavenah, unanimously carried to approve the minutes of the October 14, 2024, regular meeting.
Motion by Cathy Farris, seconded by Gregory Monceaux, unanimously carried to approve the payment of bills authorized by the Finance Committee.
General Fund financial statement for the month ending August 31, 2024 was presented to the board.
Motion by Kristina LaBuff, seconded by Cathy Farris, unanimously carried to approve the amended 2025-2025 Salary Schedule.
Motion by Carleen Mahaffey, seconded by Gregory Monceaux, unanimously carried to approve the following policy revisions:
a. CBD - Employment of Superintendent
b. OAK- Personnel Records
c. GAMK- Use of Pronouns and Given Names (new policyÕ
d. GBC -Recruitment
e. IDBA- Sex Education
f. IDDF- Education of Students with Exceptionalities
g. JGC - Student Health Services
Motion by Carolyn Manuel, seconded by Carleen Mahaffey, unanimously carried to adopt the following resolution:
RESOLUTION
WHEREAS, the Allen Parish School Board is receiving monies from a 1% sales tax approved in March 2022 dedicated specifically to salaries and benefits for school board employees,
AND WHEREAS, the finance committee annually reviews the status of this revenue and associated salary and benefit expenditures to determine any accumulated surplus,
AND WHEREAS, it has been determined that a surplus did exist at June 30, 2024 sufficient enough to grant a salary supplement in the form of an additional check in conjunction with the 2024-2025 State Stipend to the employees of the Allen Parish School Board for services rendered in the fiscal year 2024-2025, and is to be paid in December, 2024, on a date to be determined by the Superintendent of the Allen Parish School Board,
AND WHEREAS, an employee is defined as an individual working full-time or part-time in their respective position and employed by the Allen Parish School Board on December 2, 2024, and worked at least 1 day from July 1, 2024 to December 2, 2024, (excludes Board members, substitute labor is not considered to be part-time employees). An employee that is considered a half day employee will receive half of the supplement amount and an employee on sabbatical leave will receive 65% of the supplement amount,
AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2024-2025 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated by the Superintendent and surrendering any portion not earned,
THEREFORE BE IT RESOLVED that all degreed professionals shall be paid a gross supplement of $1,500 and all other personnel shall be paid a gross supplement of $1,500 and that any exceptions to the preceding definitions and rules will be resolved by the Superintendent and that said supplement is to be paid on a date to be determined by the Superintendent of the Allen Parish School Board after December 2, 2024, but not later than December 20, 2024.
This resolution having been submitted to a vote, the vote thereon was as follows:

ABSENT: 1
And the resolution was declared adopted on this, the 11th day of November 2024.

WHEREAS, based on the fiscal year 2024 closing, it has been determined that a surplus will exist in the General Fund at June 30, 2024 sufficient enough to grant a salary supplement in the form of an additional check to the employees of the Allen Parish School Board for services rendered in the fiscal year 2024-2025, and is to be paid in January, 2025, on a date to be determined by the Superintendent of the Allen Parish School Board,
AND WHEREAS, an employee is defined as an individual working full-time or part-time in their respective position and employed by the Allen Parish School Board on January 6, 2025, and worked at least 1 day from July 1, 2024 to January 6, 2025, (excludes Board members, substitute labor is not considered to be part-time employees). An employee that is considered a half day employee will receive half of the supplement amount and an employee on sabbatical leave will receive 65% of the supplement amount,
AND WHEREAS, this supplement is being provided conditioned on employees completing their respective scheduled days to be worked for the 2024-2025 fiscal year and any employee not fulfilling this requirement is subject to having the supplement prorated by the Superintendent and surrendering any portion not earned,
THEREFORE BE IT RESOLVED that all degreed professionals and the parish-wide maintenance supervisor shall be paid a gross supplement of $1,500 and all other personnel shall be paid a gross supplement of $500 and that any exceptions to the preceding definitions and rules will be resolved by the Superintendent and that said supplement is to be paid on a date to be determined by the Superintendent of the Allen Parish School Board after January 6, 2025, but not later than January 31, 2025.

Motion by Carleen Mahaffey, seconded by Cathy Farris, unanimously carried to accept bid for E-Rate proposal for Internet and Wide Area Network through the E-Rate program from Conterra Networks. A 36 month contract, total contract value of $1,014,260.40, E-Rate cost is $912,834.36, and APSB cost is $101,426.04.
Motion by Carolyn Manuel, seconded by Carleen Mahaffey, unanimously carried to accept bid for E-Rate proposal for Category 2 products and services through the E-Rate program from iConvergence. Ethernet Switches, Access Points and MIBS.
Motion by Cathy Farris, seconded by Kristina LaBuff, unanimously carried to accept bid for E-Rate proposal for Category 2 products and services through the E-Rate program from Detel Computer for cabling.
Motion by Gregory Monceaux, seconded by Pete Cavenah, unanimously carried to approve an out-of-state trip for district leaders to attend the ÒGet Your Teach On L.E.A.D On ConferenceÓ in Las Vegas, Nevada, January 18-20,2025.
Motion by Carleen Mahaffey, seconded by Carolyn Manuel, unanimously carried to approve an out-of-state trip for Elizabeth Faulk, Coordinator of Data and Technology, to attend the TCEA Convention and Exposition in Austin, Texas, January 31, 2025 through February 6, 2025.
Superintendent Soileau included the following items in his report to the board:
¥ Attended the VeteranÕs Day program at Oberlin Elementary this morning. It was a great turnout and program.
¥ Thanksgiving break will be November 25th-29th. 12 month employees will work Monday and Tuesday.
¥ Oakdale High School sustained flooding from the recent torrential rains. A company from Church Point was hired to help with the clean-up. Many members from the community and staff members were there to help and school resumed on Monday.
¥ School Performance Scores for schools and parish should release this month. The results will be based off the old formula. Changes will be made to the formula for next year.
¥ The Virtual/Parent/Teacher Conference day that took place on October 25th was a success. 788 families signed in either in person or by phone. 253 families completed the postconference survey with 100% positive responses.
¥ LSBA Conference will take place February 25-27, 2025 at the Golden Nugget in Lake Charles, La.
¥ Our finance committee meetings for the remaining of the year will take place November 20th, December 4th, and December 18th.
¥ Our next board meeting will take place on December 9th at 11:00. We will have a Christmas meal immediately following.
¥ Kenny Courville, Supervisor of Child Welfare & Attendance, Transportation and Special Services, gave an update on New Pathways. The second part of the expansion is near completion. The new addition will allow for short term K-4 students. New Pathways currently houses 5th-12th grade students. The new teacher and paraprofessional who will be housed at New Pathways have been working in schools through-out the district in preparation for the opening.
¥ Marla Sanders, Supervisor of Instructional Support, gave an update on CLEP testing. Testing will take place on November 12th and November 14th. 44 students will be testing. The Dibels testing schedule was presented to the board. Our IT Department has been working hard to make sure that all upcoming testing goes smoothly. An update on the recent New Teacher Fellowship was given. The teachers were trained on Google Drive, Go Guardian, J Campus, Kami and email.
¥ Dr. Scott Lejeune, Supervisor of Special Education & Pupil Appraisal Services, announced that the Sped Law Workshop will take place November 18-19, 2024. Members of his staff, himself, three board members will be attending. The Special Education Community meeting will take place on November 21,2024, it will begin at 5:30pm and will be held in the APSB board room. The 2024-2025 Special Education Advisory Committee was also announced.
¥ Stacy Weldon, Literacy Coordinator, gave an update on the recent Dyslexia Conference she attended. Highlights of the conference were evaluations and data, 10 rules for data usage, and communication.
