Minutes of a Gravity Drainage District No. 2 Board of Commissioners regular meeting held at the Vermilion Parish Library, Abbeville Branch, 405 E. St. Victor St., Abbeville, La. on Tuesday, November 12, 2024 at 5:00 P.M.

President Michael Sagrera presiding, called the meeting to order

Also in attendance: Supervisor Ricky Gaspard & Clerk Denise LeBlanc

Guests: Joey LeMaire - employee

By motion of Mr. Gilliam Meaux, seconded by Mr. Chris Hebert, and unanimously carried, the Board adopted the minutes of the October 8, 2024 regular meeting as mailed out.

Treasurer’s Report:

Clerk Denise LeBlanc presented a treasurer’s report of $247,592.11 in the maintenance fund and $365,894.23 in the money market checking account. By motion of Mr. Chris Hebert, seconded by Mr. Ted Nolan, and unanimously carried, the Board accepted the clerk’s treasurer’s report.

The clerk provided the Board with a list of certificates of deposit, along with inception dates and values.

By motion of Mr. Michael Meaux, seconded by Mr. Gilliam Meaux, and unanimously carried, the Board authorized the purchase of a certificate of deposit in the amount of $100,000.00 for a 12-month term at a local bank with the best interest rates available in the month of December. Signers on the certificate of deposit are to be Mr. Michael Sagrera and Mr. Gilliam Meaux.

Supervisor’s Report:

Supervisor Ricky Gaspard provided the hours on the equipment: New Holland T5060 – 4595, T6030 – 8473 & Case – 1170. He informed the Board he needs to purchase a screen for the excavator.

The Board discussed hiring a new employee. By motion of Mr. Gilliam Meaux, seconded by Mr. Michael Meaux, and unanimously carried, the Board implemented the starting salary at $2,000.00 per month.

John Marceaux on Eaton Dr. was added to the improvement list.

Clerk’s Report:

Clerk, Denise LeBlanc provided all the board members with a copy of the 2025 proposed budget. After a thorough review and discussion, by motion of Mr. Gilliam Meaux, seconded by Mr. Ted Nolan, and unanimously carried, the Board approved the 2025 proposed budget.

The clerk provided all board members with information on the ethics seminar and sexual harassment seminar and advised them to provide her with a copy of their certificates once completed.
