PUBLIC NOTICE
PROCEEDINGS OF THE BOARD OF WATERWORKS COMMISSIONERS OF WATERWORKS DISTRICT NO. 3 (COTEAU) OF THE PARISH OF IBERIA, STATE OF LOUISIANA, (THE DISTRICT), TAKEN AT THE MONTHLY MEETING HELD ON MONDAY, NOVEMBER 18, 2024 AT THE WATERWORKS DISTRICT #3 OFFICE, 4104 COTEAU ROAD, NEW IBERIA, LOUISIANA 70560.
Thereupon, President Paul Trahan called the meeting to order at 6:00 p.m.
Attendance of the Board was as follows:

Allen Douet, Jr., Board Member Present
James Sprague, Board Member Present
Also present at the start of the meeting were Jeremy Fontenot, Engineer with McBade Engineering; Brad Cradeur, Director of Iberia Parish Sewage District #1 and Waterworks District #3 (Coteau); Timothy Henry with Statewide Electrical Services and Carolyn L. Romero, Recording Secretary. The meeting was opened with the Pledge of Allegiance. Roll call: Board members present at the start of the meeting were Paul Trahan, Ray Gary, Barrett Hebert, Allen Douet, Jr. and James Sprague.No member was absent. It was determined that a quorum was had. It was motioned by Barrett Hebert and seconded by Ray Gary to accept the minutes of the Monthly Meeting of Monday, October 14, 2024 as published. Motion carried by unanimous vote. PUBLIC COMMENTS: No Public Comments. PERSONS TO ADDRESS THE BOARD: No one was present to address the board.
ITEM #1 DISCUSS ENGINEERING SERVICES FOR PROPOSED RESIDENTIAL DEVELOPMENT ON HWY. 88 NEAR THE INTERSECTION OF HWY. 182 Brad Cradeur addressed the board regarding proposed residential development Ravenwood Subdivision on the north side of Highway 88 near the intersection of Highway 182 consisting of about 192 lots. Ray Gary informed the board that Iberia Parish Fire District #1 has purchased property located on the south side of Highway 88 across from the proposed Ravenwood Subdivision for a proposed Fire Station and Fire Department Training Facility to be located at this site. Brad Cradeur outlined the possibilities of funding for engineering and installing of an 8-inch water line to provide water to the proposed Ravenwood Subdivision. Lengthy discussion was had regarding 4-inch, 6-inch and 8-inch water lines on Highway 88, water pressure and funds for running an 8-inch water line to supply the proposed subdivision. Brad Cradeur informed the board that his presentation was for informational purposes at this time.
ITEM #2 REPORT FROM BRAD CRADEUR (EXECUTIVE DIRECTOR) Brad Cradeur gave the Executive Directors Report and advised that he has e-mailed the board to update on the new generator; we are still working on the final stuff for Contract #3 for the Water Sector Grant. Brad Cradeur stated that we had a pretty steady, routine and easy month.
ITEM #3 REPORT FROM MCBADE ENGINEERING (DALE LEBLANC & JEREMY FONTENOT) Jeremy Fontenot gave the Engineers Report and advised the board that Contract #1, Water Well #5 is going back and forth with the geologist and we should have some recommendation on which way to move with it sometime this week; the contractor for Water Well #5 is prepared to mobilize as soon as we give him the go ahead for the next test well. Jeremy Fontenot advised that Contract #2, Ground Storage Tank contractor is 70% complete; the electrical contractor was there today to do electrical work. He stated that they have been meeting internally regarding the Water Treatment Plant on finalizing the plans and specs for that contract and evaluating where we are with overall costs on the project; Dale LeBlanc completed specs and contract documents last week and he is finalizing construction drawings now and the goal is to advertise and take bids for the project the second week of January. Lengthy discussion was had regarding the test well.
ITEM #4 STATEWIDE ELECTRICAL SERVICES (TIMOTHY HENRY) Using his personal notes, Tim Henry gave the Statewide Electrical Services Report and advised the board that on Tuesday, October 29, 2024 our Emergency Generator had a bad battery charger and it was replaced the same day; on Friday, November 8, 2024 we had a little incident with the water well being air locked causing the water level to drop, when the air release valve was opened water came pouring back into the plant. Discussion was had regarding this matter. There was no report from Brenda Romero, Office Manager, because she was on vacation this week.
ANNOUNCEMENT: Paul Trahan stated that the next board meeting would be held on Monday, December 16, 2024 and agenda items would be due by Wednesday, December 11, 2024. It was motioned by James Sprague and second by Allen Douet, Jr. that the meeting be adjourned. Motion carried by unanimous vote. There being no further business, the meeting was adjourned at 6:24 p.m. Minutes were taken from notes and Tascam Recorder and transcribed by Carolyn L. Romero.
