REGULAR MEETING November 12, 2024 The Regular Meeting of the Jennings City Council was convened on the 12th day of November, 2024 at 5:30 p.m. in the Jennings City Council Chambers, 154 N. Main Street, Jennings, Louisiana with President Stephen VanHook and a quorum present. Jennings City Council Members present: Johnny Armentor, District B; Clifton LeJeune, District C; Anthony LeBlanc, District D; Stephen VanHook, District E Jennings City Council Members Absent: Carolyn Simon, District A The Prayer was led by Mr. LeJeune and Pledge of Allegiance was led by Mr. Armentor. It was moved by Mr. Armentor, seconded by Mr. LeBlanc and carried by unanimous yeas of voice vote of those in attendance to APPROVE the Minutes of the October 8, 2024 Regular Meeting. Ordinance No. 1814 – an ordinance to amend section 4.1 regulations of the comprehensive zoning ordinance of the City of Jennings, Louisiana to ad thereto and repealing all ordinances or parts of ordinances in conflict therewith. It was motioned by Mr. Armentor and seconded by Mr. LeBlanc to introduce Ordinance No. 1814. Mayor Henry Guinn stated that this would require that the entrances to commercial parking lots be concrete, asphalt, or LADOTD approved decorative paving. Mayor Guinn explained that this is not retroactive. After a few questions and comments, it was carried by unanimous yeas of roll call voice vote of those in attendance to INTRODUCE Ordinance No. 1814. It was motioned by Mr. LeJeune and seconded by Mr. Armentor to authorize the mayor to accept the lowest responsible bidder for the Historic District Signs Project. Bids were opened on October 25, 2024 at 10:00 a.m. Darran Construction Company, Inc. had the lowest responsible bid of $559,146. Mayor Henry Guinn explained that the bid from Traffic Commander, LLC had to be rejected due to the lack of addendum acknowledgment. After a few public questions and comments, it was carried by unanimous yeas of voice vote of those in attendance to AUTHORIZE the mayor to accept the lowest responsible bidder for the Historic District Signs Project. It was motioned by Mr. Armentor and seconded by Mr. LeBlanc to authorize the mayor to accept the lowest responsible bidder for the Water Works Administrative Building Project. Bids were opened on November 12, 2024 at 2:00 p.m. L. K. Breaux & Associates had the low base bid of $1,247,800. There were also two alternates. The mayor explained that a new water works administrative building will need to be built since the old building will be demolished for the water plant expansion. After a few comments, it was carried by unanimous yeas of voice vote of those in attendance to AUTHORIZE the mayor to accept the base bid of the lowest responsible bidder for the Water Works Administrative Building Project. Mr. VanHook stated that the next item on the agenda was to discuss/update on the property located at 403 W. D. Rochelle belonging to Dale Hughes II. Mayor Guinn stated that he was informed prior to the meeting that Mr. Hughes was unable to attend. The council requested that this item be moved to the December 10, 2024 meeting. City Inspector, Phil Arceneaux gave an update to the Council regarding several properties in the City. No action was taken. It was motioned by Mr. Armentor, seconded by Mr. LeBlanc and carried by unanimous yeas of voice vote of those in attendance to go into executive session for discussion regarding New Cingular Wireless P C S LLC v. City of Jennings, LA, et al., Case No. 2:23-CV-01769, United States District Court for the Western District of Louisiana. City Council President, Stephen VanHook stated that there was no action to be taken as a result of the executive session. Resolution No. 1805C is ON HOLD.
