Notice of Scoping Meetings and Request for Scoping Comments for the Project Cypress Direct Air Capture (DAC) Hub Environmental Impact Statement Regulations.gov Docket Number: DOE-HQ-2024-0080
The U.S. Department of Energy (DOE) announces its intent to prepare an
environmental impact statement (EIS) to assess the potential environmental impacts for the proposed action of providing financial assistance to Battelle Memorial Institute (Battelle) to facilitate the design, construction, operation, and maintenance of a portion
of the Project Cypress Direct Air Capture Hub (Project Cypress). Project Cypress would demonstrate the processing, delivery, secure geologic storage, and/or conversion of, carbon dioxide (CO 2 ) captured from the atmosphere through the utilization of contrasting Direct Air Capture (DAC) technologies developed independently by Climeworks
Corporation (Climeworks) and Heirloom Carbon Technologies (Heirloom), the subrecipients of the financial assistance agreement with Battelle. Project Cypress would be comprised of Cypress Southwest, demonstrating Climeworks DAC technology, and Cypress Northwest, demonstrating Heirlooms DAC technology. Cypress Southwest would be located in Calcasieu Parish, LA. Cypress Northwest would be located in Caddo Parish, LA.
The environmental impact statement (DOE/EIS-0567) will evaluate the potential impacts to the human environment associated with the proposed Project Cypress. Portions of Project Cypress may affect areas designated as floodplains or wetlands. This legal notice, therefore, also serves as notice of a proposed floodplain or wetland action in accordance with DOE/EIS-0567 DOEs floodplain and wetland environmental review requirements (10 CFR part 1022). The Project Cypress EIS will include a floodplain and wetland assessment. EIS Scoping Process:
The scoping process identifies issues and potential alternatives for consideration and evaluation in the EIS. Throughout the scoping process, Federal, State, Tribal, and local agencies and governments, and the public are invited to help DOE identify significant resources and issues, reasonable alternatives, mitigation measures, and other pertinent information that DOE should consider in the EIS. The scoping process allows the public
and interested parties to shape the EIS impact analysis, focusing on the areas of greatest importance and identifying areas requiring less attention.
There will be two in-person scoping meetings that offer the public an opportunity to submit comments on the scope of the EIS. Meeting dates, locations, and times are as follows:

Both meetings are open to the public and free to attend. The meetings will be open-house style, and the public is welcome to come and go at any point throughout the 3-hour meetings. Representatives from DOE, DOEs third-party NEPA contractor, and Project Cypress will be present to provide information on the EIS and the proposed project. The public is invited to provide oral and written comments at the meetings.
Comments may be broad in nature or restricted to specific areas of concern, but they should be directly relevant to the NEPA process or potential environmental impacts.
DOE will consider the comments received on the scope of the EIS during the 45-day scoping period as it prepares the draft EIS. Oral or written comments may be provided at the scoping meetings.

The scoping period will close on December 16, 2024. All mailed comments should be post marked no later than December 16, 2024. Comments will be accepted and considered at any time during the EIS process. However, commenters should be aware
that their comments should be timely for them to be fully considered.
