The Claiborne Parish Police Jury met in regular session in the Jury Chambers of the Claiborne Parish Police Jury Complex, located at 507 West Main Street in Homer, LA at 10:00 a.m. on the 9th of October 2024. On being called to order by President Scott Davidson, the following Jurors were present:
Larry Ford, Mark Furlow, Kevin Gray, Mary McDaniel, Paul Cook, Joseph Merritt, Jr., Malcolm Cooper and Gil Dowies.
District 10 Juror Rev. Willie Young was absent due to eye surgery.
There were over 17 others in attendance which included Secretary-Treasurer Dwayne R. Woodard, Road Superintendents Brant Cupp & Chad Verdin, District Attorney Danny Newell, Claiborne Parish Director of Libraries Mrs. Pam Suggs, Claiborne Director of OEP/Homeland Security Dennis Butcher, Honorable Judge Walter May of the 2nd Judicial District Court, Claiborne Registrar of Voters Tracy Lowrey, DART Director Rosalind Penigar, Claiborne Parish 4H/LSU AgCenter agent John Monzingo, David Green of Republic Services, Town of Haynesville Mayor Roderick Hampton, Ronald Day of CPFPD #4, CMMC CEO Tina Haynes, Ms. Tonya Salter Johnson and Ms. Michelle Foreman of Dysautonomia Louisiana, Inc., and Jack Hightower with the La Legends Festival.
There was a Public Hearing held at 9:00 am on Proposed Ordinances No. 804 and No. 805 in the Police Jury Conference Room – no public comment was made either for or against the proposed ordinances.
There was a Road Committee Meeting held at 9:10 a.m., immediately following the Public Hearing on Proposed Ordinances No. 804 and No. 805 in the Police Jury Conference Room.
President Scott Davidson called the meeting to order.
The meeting was opened with a word of Prayer led by Joseph Merritt, followed by the Pledge of Allegiance led by Paul Cook.
Upon motion by Joseph Merritt duly seconded by Paul Cook, the Jury unanimously voted to adopt the Regular Agenda as presented.
Upon motion by Kevin Gray, duly seconded by Mark Furlow, the Jury unanimously approved the following consent agenda:
Consent Agenda
1. Approval of the September 11, 2024, regular meeting minutes as published in the Official Journal.
2. Payment of the September 2024 bills as approved by the Claims Committee.
3. Request from the First Baptist Church of Haynesville, in an email received on September 16, 2024, requesting permission to use Lowe Road at 5:00 p.m. on Sunday, October 20, 2024, for a “Glow Run” fundraiser for the youth department.
4. Request from the Claiborne Parish School Board, in a letter received on September 16, 2024, requesting help with the school bus turnaround located on Macedonia Road across from the cemetery. The work will be performed on a reimbursement basis.
5. Request from the Claiborne Parish School Board, in a letter received on September 20, 2024, requesting help with the school bus turnaround located on Burns Road. The work will be performed on a reimbursement basis.
6. Request from the Claiborne Parish School Board, in a letter received on October 1, 2024, requesting help with the driveway at the school bus shop at the old trade school. The work will be performed on a reimbursement basis.
Regular Agenda
President Scott Davidson read aloud a notice that all Parish Employees are required to complete one (1) hour of ethics training by December 31, 2024.
President Scott Davidson reminded everyone that one (1) hour of Preventing Sexual Harassment Training is required to be completed by December 31, 2024, by all Parish Employees – Department Heads and Jury Officers have a two (2) hour training requirement.
President Scott Davidson read aloud a NOTICE OF SPECIAL ELECTION- NOTICE IS HEREBY GIVEN that a Special Election will be held within the Parish on Saturday, December 7, 2024, to authorize to continue the levy and collect a sales and use tax of 0.5% for a period of 10 years. (Renewal of the ½ sales tax in support of CMMC)
President Scott Davidson read aloud a Notice- Natchitoches Parish is hosting the Region IV PJAL Meeting that will be held on Wednesday, October 23, 2024, at 6:00 pm at the Natchitoches Events Center. Please see Leigh Ann to RSVP.
At this time, Honorable Judge Walter May thanked the Police Jury for the updated door security system at the Courthouse. He stated that our Courthouse has gone from the most unsecure Courthouse in the state to a very secure place to work. He expressed his appreciation to the Jury for listening to their needs at the Courthouse and addressing them.
At this time Claiborne Parish Registrar of Voters Tracy Lowrey addressed the Jury on the upcoming election. She thanked the Police Jury for the purchase of the Privacy Dividers for the early voting machines located in her office. Ms. Lowrey reminded the Jury that this was one of the first things that she promised to address as the new Registrar - the privacy of each voter. Thanks to the Police Jury, our early voters will have privacy on all sides while casting their vote. She also thanked the Parish Hwy Dept. employees for assisting her in assembling the dividing screens.
Upon motion by Gil Dowies, duly seconded by Paul Cook, the Jury unanimously voted to table until the February 2025 meeting, the request from Doug Efferson, Executive Director of the NWLHSD, in a letter dated June 3, 2024, reminding the Jury to appoint a representative to replace Don Pledger on the Hospital Service District Board. This item has been tabled numerous times do to the inability to find a volunteer to serve as the replacement.
Upon motion by Kevin Gray, duly seconded by Larry Ford, the Jury unanimously adopted Resolution 2024 – 020 – A Resolution for the Off-System Bridges for the Fiscal Year 2023/2024.

RESOLUTION FOR OFF-SYSTEM BRIDGES FOR FISCAL YEAR 2023/2024
ANNUALCERTIFICATION OF COMPLIANCE WITH STATE OF LOUISIANA OFF SYSTEM BRIDGE REPLACEMENT PROGRAM
WHEREAS the Code of Federal Regulations as enacted by the United States Congress mandates that all structures defined as bridges located on all public roads shall be inspected, rated for safe load capacity and posted in accordance with the National Bridge Inspection Standards and that an inventory of these bridges be maintained by each State, and
WHEREAS the responsibility to inspect, rate and load post these bridges under the authority of Claiborne Parish in accordance with those standards is delegated by the Louisiana Department of Transportation and Development to Claiborne Parish.
NOW, THEREFORE BE IT RESOLVED, by the governing authority of Claiborne Parish, Louisiana (herein referred to as the Parish) convened in Regular Session on the 9th day of October 2024, that it does hereby certify to the Louisiana Department of Transportation and Development (herein referred to as the DOTD) that for the period beginning October 1, 2023, and ending September 30, 2024.
The Parish has performed and will continue to perform all interim inspections on all Parish owned or maintained bridges in accordance with the National Bridge Inspection Standards.
All bridges owned or maintained by the Parish have been structurally analyzed and rated by the Parish as to the safe load capacity in accordance with AASHTO Manual for Maintenance Inspection of Bridges. The load posting information that has been determined by the LA DOTD for all bridges where the maximum legal load under Louisiana State law exceeds the load permitted under the operating rating as determined above has been critically reviewed by the Parish. Load posting information has been updated by the Parish to reflect all structural changes, and obsolete structural ratings or any missing structural ratings.
All Parish owned or maintained bridges which require load posting or closings are load posted or closed in accordance with the table in the DOTD Engineering Directives and Standards Manual Directive No. 1118. All DOTD supplies load posting information concerning a bridge has been critically reviewed by the Parish Road Superintendent Prior to load posting.
All bridges owned or maintained by the Parish are shown on the attached list in the format specified by the DOTD. Corrections to data supplies to the Parish by the LA DOTD are noted.
These stipulations are prerequisites to participation by the Parish in the Off-System Bridge Replacement Program.

The following ordinance was presented for review on this the 11th day of September 2024. Upon a motion by Gil Dowies seconded by Paul Cook, the proposed ordinance began its period of review for public comment and consideration. A Public Hearing will be held on Wednesday, October 9, 2024, at 9:00 a.m. to hear comments concerning Claiborne Parish Ordinance No. 804.
The following Ordinance was offered by Gil Dowies, who moved for its adoption:

AN ORDINANCE TO AUTHORIZE AN ACT OF SALE BY THE PARISH OF CLAIBORNE TO SELL CERTAIN ADJUDICATED PROPERTIES (PARCEL 9730147800) BY PUBLIC AUCTION; AND, FURTHER PROVIDING WITH RESPECT THERETO.
WHEREAS, the immovable properties described below were adjudicated to the Parish of Claiborne for nonpayment of taxes; and purchased at a public auction by high bidder:
1. PARCEL# 9730147800: LOT NO .7 OF THE HARDY D. HARRIS SUBDIVISION NO. 1 TO THE TOWN OF HOMER, CLAIBORNE PARISH, LOUISIANA, AS PER PLAT AND SURVEY OF SAID SUBDIVISION ON RECORD IN THE OFFICE OF THE CLERK OF COURT, CLAIBORNE PARISH, LOUISIANA, TOGETHER WITH ALL IMPROVEMENTS; MUNICIPAL ADDRESS: 231 SCOTT STREET, HOMER, LA; ADJUDICATED TO THE PARISH ON 5/17/2018

WHEREAS, the redemption period provided by Art. 7, §25 of the Louisiana Constitution has elapsed, established by Parish Ordinance and the owner of record has failed to redeem the adjudicated property; and
WHEREAS LA R.S. 47: 2202 et seq. provides that the Parish may sell adjudicated property in accordance with law after the expiration of the period for redemption; and

1) The properties shall be sold in accordance with LS-R.S. 47:2201 et. seq., without any warranty, from either the Parish or Management Company, whatsoever, even as to the return of the purchase price.
2) The sale shall be on a form approved by the Parish Attorney and the sales price is paid by certified funds at or near the time of the sale.
3) The sale shall include a reservation of all mineral rights to the Parish but shall convey all surface rights.
4) The following shall be completed prior to closing of sale:
a, E&P Consulting Services, LLC shall certify in writing to the Parish Attorney that they have examined the mortgage records, conveyance records, probate and civil suit records of the Parish of Claiborne and that attached to this certification will be a written list of names and last known addresses of all owners, mortgagees, and any other person who may have a vested or contingent interest in the property, or who has filed a request for notice as provided in the former provisions LS-R.S. 33:4720.17(B), as indicated in those records.
b. E&P Consulting Services, LLC has provided notice to those persons identified in accordance with LS-R.S. 47:2201 et. seq. Proof of said notice will be filed in the records of Claiborne Parish immediately after the Act of Sale.
c. At the time of closing, the E&P Consulting, LLC will certify in writing to Parish Attorney and Clerk of Court that the number of days mandated by LS-R.S. 47:2201 et. seq. has elapsed since the above required notice was made or attempted and that the property has not been redeemed by the payment of the taxes owed.
BE IT FURTHER ORDAINED, by the Claiborne Parish Police Jury, that the President is hereby authorized to execute a Cash Sale of the above-described adjudicated properties to the highest acceptable bidder as named. The Cash Sale shall contain all of the above conditions and requirements and shall be executed within the timelines specified. A RESOLUTION AUTHORIZING THE PRESIDENT SIGN DOCUMENTS ON BEHALF OF CLAIBORNE PARISH CONCERNING THE SALE/DISPOSTION OF PARCEL No. 9730147800 LOCATED AT 231 SCOTT STREET, HOMER LA
WHEREAS, the Claiborne Parish Police Jury has declared Parcel No. 9730147800 to be surplus; and
WHEREAS, LATONYA D. SHELTON of 913 Coleman Street, Homer LA was the high bidder in the amount of Two Thousand Seven Hundred Ninety Dollars and Fifty Seven Cents ($2,790.57) cash; and
WHEREAS, the Seller sells, without any warranty of title whatsoever, either expressed or implied, even as to the return or reduction of the purchase price, except for the warranty against eviction resulting from a prior alienation by the political subdivision, but with full substitution and subrogation in and to all the rights and actions of warranty which the Seller may have;
BE IT HEREBY RESOLVED that the Claiborne Parish Police Jury AUTHRORIZES the President, Scott Davidson, to sign and execute all documents on behalf of the Claiborne Parish Police Jury relating to the sale/disposition of the said property to Latonya D. Shelton.

RESOLUTION 2024-022
A RESOLUTION RECOGNIZING OCTOBER AS DYSAUTONOMIA AWARENESS MONTH
IN CLAIBORNE PARISH
Dysautonomia is a group of medical conditions that result in a malfunction of the autonomic nervous system, which is responsible for “automatic” bodily functions such as, but not limited to: respiration, heart rate, blood pressure, digestion, bone marrow production, and temperature control.
WHEREAS Dysautonomia affects people of any age, gender, race or background, negatively impacting over 70 million people around the world, including many individuals living right here in our wonderful state of Louisiana. There are 15 different forms of dysautonomia.  These include Neuropathy, Vasovagal Syncope, Pure Autonomic Failure, and Postural Orthostatic Tachycardia Syndrome (commonly known as POTS), just to list a few. People who have been diagnosed with some form of dysautonomia often have secondary conditions such as: Lupus, Multiple Sclerosis (MS), Parkinson’s disease, Sjogren’s syndrome or Diabetes.
WHEREAS Dysautonomia can be very disabling and is a life changing diagnosis; this chronic illness can result in the inability to work or attend school, may cause social isolation, depression and /or anxiety. It’s not just physically affecting people, it’s an emotionally and financially draining ailment as well. It’s extremely stressful for the families of those impacted.
Dysautonomia Louisiana Inc. is a 501c3 non-profit organization that advocates on behalf of patients living with dysautonomia and those individuals suffering from its symptoms and still struggling for a diagnosis. Our goal is to bring much needed awareness to the community and information to the medical professionals across Louisiana.  Increased awareness about dysautonomia will help patients obtain an earlier diagnosis and treatment plan, save lives, and foster support for individuals and families already coping with dysautonomia in our community.
NOW, THEREFORE, I, Scott Davidson, President of the Claiborne Parish Police Jury, do hereby proclaim the month of October as, DYSAUTONOMIA AWARENESS month throughout Claiborne Parish, Louisiana.
THEREFORE, we are encouraging communities to celebrate Dysautonomia Awareness Month each October in the state of Louisiana. —

Upon motion by Kevin Gray, duly seconded by Paul Cook, the Jury unanimously set the date for a Road Committee Meeting on the morning of Thursday, October 10, 2024, at 9:00 am in the Conference Room of the Claiborne Parish Police Jury, 507 West Main Street, Homer, LA. This meeting is to discuss the high-speed internet project meet with Conexon and their contractors along with representative of the rural water systems located in the South end of the parish to discuss the expectations of all parties during the construction phase.
Upon motion by Gil Dowies, duly seconded by Kevin Gray, the Jury unanimously approved the Parish’s 3 year Transportation Plan as required per the Parish Transportation Act.

2025 – Hebron Road spreading hot mix and grinding approximately 0.9 tenths of a mile of the road surface and soil cementing and chip-sealing with 3-shot for the 0.9 tenths of the grinded area - approximate cost $190,000.
2025 — Chip Seal Program - $450,000 – Roads to be named later
2026 — Harris Road widening of the roadway approximately one foot on both sides oft the road in certain areas – approximate cost $90,000
2026 — Chip Seal Program - $400,000 – Roads to be named later
2027 — Columbia Road soil cement the section of the Columbia Road from the railroad tracks to the injection well for approximately 1 mile due to heavy truck traffic – approximate cost $75,000
2027 — Chip Seal Program - $450,000 – Roads to be named later
Note: all projects are subject to budgeted funds availability and road conditions at that time of projection.

Upon motion by Kevin Gray, duly seconded by Malcolm Cooper, the Jury unanimously approved the request from Road Superintendents Brant Cupp and Chad Verdin to return to their regular (8) eight-hour workday schedule on Monday, October 14, 2024.
Upon motion by Kevin Gray, duly seconded by Mary McDaniel, the Jury unanimously disapproved the request from the Village of Athens, in a letter dated July 31, 2024, requesting the annexation of certain parts of Abercrombie Road, LA Hwy 518, and LA 154 into the corporate limits of the Village of Athens. This was tabled in the September 2024 meeting to be discussed in the October 2024 meeting. The Jury also stated that they are not in favor of any entity annexing any areas of the unincorporated areas of the Parish from this point forward.
At this time, President Scott Davidson presented the one recommendation from the Road Committee
Upon motion by Kevin Gray, duly seconded by Mark Furlow, the Jury unanimously approved a quote from Loksafe Services & Door Hardware, Inc. for installation of security monitoring station in the Parole Office at the Courthouse with an estimated cost of $2,800.
Parish Coroner Dr. Mark Haynes was absent and will present the October report at the November 20204 meeting.

Additional Public Comments:
Claiborne DART Representative Rosalind Sturgess Penagar gave an update from the Claiborne Dart Office. She invited everyone to the Claiborne Parish DART Prayer Vigil on October 28, 2024. Mrs. Penigar stated the Silhouettes will arrive on the morning of October 28 and should be displayed on the Courthouse Lawn for approximately one week.
Claiborne Parish 4-H Agent John Monzingo gave an update from the Claiborne Parish Fair. He stated that the Livestock and Swine show begins at 6:00 pm tonight, followed by the Buyer’s Supper on Thursday Night at 6:00 pm. Open enrollment has begun for the 4-H Clubs and so far there have been over 240 students enrolled for this year.
Louisiana Legends Fest Director Jack Hightower invited everyone to the 4th Annual Louisiana Legends Festival on October 19th. He thanked ROV Tracy Lowery, Claiborne Parish Sheriff Sam Dowies, and the Police Jury in assisting him to make this the best festival ever. This year, the festival will begin with a Treasure Hunt leading up to the main event followed by a full day of fun activities including a 5K Run, a Fishing Tournament on Lake Claiborne, Art Show, Car Show and of course Great Music.
