Minutes of a regular meeting of the Vermilion Parish Police Jury held on October 16, 2024, with President Mark Poche’ presiding.
The meeting was called to order by President Mark Poche’, who asked Mr. Errol Domingues to lead the group in the Pledge of Allegiance. Following the pledge, the President asked Mr. Ronald Darby for a moment of prayer or reflection. The President then reminded all present to turn all cell phones, pagers, etc. off or set to silent mode for the duration of the Police Jury Meeting.

President Poche’ recognized Reading or Approval of the minutes of the previous meeting- Regular Meeting of September 18, 2024.
Upon motion by Mr. Chad Vallo, duly seconded by Mr. Errol Domingues, and unanimously carried, the Police Jury approved to dispense and approve the minutes from the Regular Meeting of September 18, 2024.
President Poche’ recognized to consider action to amend the agenda to discuss and consider actions on any new items presented by Engineering and Architectural reports.
Upon motion by Mr. Ronald Darby, duly seconded by Ms. Liz Touchet, and unanimously carried, the Police Jury approved to amend the agenda to discuss and consider actions on any new items presented by Engineering and Architectural reports.

Upon motion by Mr. Ronald Darby, duly seconded by Mr. Shane Meaux, and unanimously carried, the Police Jury authorized Sellers & Associates, Inc. to receive quotes for the Landfill work on Bella Road.
Mr. Todd Vincent, Sellers & Associates, Inc., presented the following:
Upon motion by Mr. Chad Vallo, duly seconded by Mr. Ronald Menard, and unanimously carried, the Police Jury approved Pond Permit No. 9632-09, Steve & Julie Monceaux (38301 Monceaux Rd, Gueydan), ED14.
Upon motion by Mr. Brent Landry, duly seconded by Mr. Shane Meaux, and unanimously carried, the Police Jury approved Borrow Pit Permit Application, Glenn Lege Construction, LLC (South of Hwy 82, in the 1400 BLK of Chemin Agreable, Youngsville), ED3.
Upon motion by Mr. Errol Domingues, duly seconded by Mr. Brent Landry, and unanimously carried, the Police Jury approved Partial Payment No. 2, Glenn Lege Construction, LLC – 2023 Road Improvements: Phase III, in the amount of $755,913.61.
Upon motion by Mr. Errol Domingues, duly seconded by Mr. Chad Lege, and unanimously carried, the Police Jury approved Partial Payment No. 6, Patriot Construction & Industrial, LLC – North Vermilion Bay Shoreline Protection Project (TV-0077), in the amount of $1,276,015.91.
Upon motion by Mr. Errol Domingues, duly seconded by Mr. Chad Lege, and unanimously carried, the Police Jury approved to use the extra $57,000 of contingency funds to finish the last 130 feet of the North Vermilion Bay Shoreline Protection Project (TV-0077), plus $7,000.00 out of the GOMESA Surplus Funds.
Upon motion by Mr. Ronald Menard, duly seconded by Mr. Chad Lege, and unanimously carried, the Police Jury approved to adopt a resolution authorizing the President to sign the CEA with CPRA in regard to the North Vermilion Bay Shoreline Protection Project (TV-0077).
President Poche’ recognized Report of Standing Committees, Coastal Protection/Restoration Committee.
Upon motion by Mr. Errol Domingues, duly second by Mr. Ronald Menard, and unanimously carried, the Police Jury approved to accept the Coastal Protection/Restoration Committee recommendations and authorize the appropriate officials to carry out the recommendations.
COASTAL PROTECTION & RESTORATION COMMITTEE
OCTOBER 02, 2024
ABBEVILLE, LOUISIANA
AS A RESULT OF A COASTAL PROTECTION & RESTORATION COMMITTEE MEETING HELD ON OCTOBER 02, 2024, THE FOLLOWING ITEMS ARE RESPECTFULLY SUBMITTED FOR THE JURY’S CONSIDERATION:
• It is recommended the Police Jury approve to continue placing rocks on the existing rocks on the eastside of the Boston Canal for the North Vermilion Bay Shoreline Protection Project (TV-0077).
• It is recommended the Police Jury approve to reach out to the drainage board encompassing the Schooner Bayou Rehabilitation Project (ME-0039) and request they operate and maintain the structure.
• It is recommended the Police Jury approve to move forward with the Vermilion River Bridge Debris Barrier System if there are additional funds available through LWI/OCD to fund the shortfall.
• It is recommended the Police Jury approve to get CPRA to come for the next Coastal Meeting and if need be, make it a special meeting. The request will be made by the President.
• It is recommended the Police Jury authorize Ms. Shannon Neveaux, Mr. John Trahan, Mr. Troy Dubois and Judge Edwards to speak on behalf of the committee at the CWPRAA meeting to discuss the Vermilion River 4 Mile Cut Project and the Boston and Oaks Canals Hydrologic Restoration and Shore Protection.
• It is recommended the Police Jury authorize Ms. Shannon Neveaux to make a presentation of the parish master plan to the Cheniere Plain Board.

AS A RESULT OF A PUBLIC WORKS COMMITTEE MEETING HELD ON OCTOBER 02, 2024, THE FOLLOWING ITEMS ARE RESPECTFULLY SUBMITTED FOR THE JURY’S CONSIDERATION:
• It is recommended the Police Jury authorize Legal Counsel to send a letter to the farmer, who is farming the new borrow pit property and negotiate a price for the current crop on the 7.49 acres we need for dirt. - Amended
• It is recommended the Police Jury approve to close the existing borrow pit per the initial agreement with the school board.
• It is recommended the Police Jury approve to get bids for constructing an asphalt road on the new borrow pit road.
• It is recommended the Police Jury approve Partial Payment No. 6, Vermilion Shell & Limestone – Contract 6: Hauling of Borrow Material for the Solid Waste Facility Borrow Pit Project, in the amount of $10,672.20.
• It is recommended the Police Jury authorize Sellers & Associates to prepare the Request for Proposal package for the Collection, Transportation and Disposal of Residential/Commercial Solid Waste Contract.
• It is recommended the Police Jury approve to adopt the new Lease Agreement for the Little Chapel Volunteer Fire Department for an increased yearly rental of $100.00 per year, lease to expire September 30, 2024. Along, with authorizing the President to sign the lease agreement.
• It is recommended the Police Jury approve payment of Invoice No. INVLA24-0385, Delta Fire and Safety – International Tanker (Abbeville Fire Department) replace primer with air primer, dated September 24, 2024, in the amount of $3,570.22.
• It is recommended the Police Jury approve the usage of two (2) dumpsters for the Delta Waterfowl Fundraising Banquet, October 29, 2024, located at QSA, Erath.
• It is recommended the Police Jury approve the usage of two (2) dumpsters for the St. Joseph Catholic Church Bar B Q Fundraiser, November 2, 2024, located at St. Joseph Catholic Church, Maurice.
• It is recommended the Police Jury approve the usage of two (2) dumpsters for the Giant Omelette Celebration, November 2, 2024, located at Magdalen Square, Abbeville.
• It is recommended the Police Jury approve to amend the Blighted Property Ordinance to state - this ordinance only applies to recognize subdivisions and the complainant must live or own property on the street or own property adjacent to the blighted property to file a complaint.
• It is recommended the Police Jury approve the request from the LeLeux VFD for the material to improve the access road for the dry hydrant location adjacent to Mr. Douglas LeBeouf (which is off of Lonnie Road) with the nearest intersection being LA Hwy 13, ED14.

AS A RESULT OF A PARISH ROAD COMMITTEE MEETING HELD ON OCTOBER 02, 2024, THE FOLLOWING ITEMS ARE RESPECTFULLY SUBMITTED FOR THE JURY’S CONSIDERATION:
• It is recommended the Police Jury authorize Sellers & Associates to get with Legal Counsel and the Permit Specialist to create regulations for the RV Parks coming up in the Parish.
• It is recommended the Police Jury approve to award the lowest bidder, L&R Construction Co Inc of Kaplan (Basie Bid + Alternate I: $639,618.10), for the 2022 Bridge Improvement Project, Phase III: Andrus, Hilton, Scanlon, Wright and Aaron Roads.
• It is recommended the Police Jury approve Partial Payment No. 2, L&R Construction – Weill St Bridge, in the amount of $6,881.90.

Upon motion by Mr. Errol Domingues, duly seconded by Mr. Chad Lege, and unanimously carried, the Police Jury approved the Administrative Cost reimbursement from various funds to the General Fund for the year 2024.
President Poche’ stated to consider action to amend the agenda to discuss and consider actions on any new items presented by the Parish Administrator.
Upon motion by Mr. Chad Vallo, duly seconded by Mr. Brent Landry, and unanimously carried, the Police Jury approved to amend the agenda to discuss and consider actions on any new items by the Parish Administrator.
Mr. Keith Roy, Parish Administrator, presented the following:
• Provided to the Police Jurors is the Statement of Operations prior monthly budget-to-actual comparisons for all of the major funds of the Vermilion Parish Police Jury.
Upon motion by Mr. Chad Vallo, duly seconded by Mr. Ronald Menard, and unanimously carried, the Police Jury approved to close the VPPJ Offices for the November 5th, 2024 Election.
Upon motion by Mr. Errol Domingues, duly seconded by Mr. Chad Lege, and unanimously carried, the Police Jury approved to adopt a resolution authorizing the filing of an application with the Louisiana Department of Transportation and Development for a grant under any of the following FTA programs managed through LA DOTD:
• 49 CFR 5311, Formula Grant for Rural Areas
Upon motion by Mr. Dane Hebert, duly seconded by Mr. Shane Meaux, and unanimously carried, the Police Jury approved the usage of one (1) dumpster for the Knight of Columbus Council 8843 – Fall Jambalaya Fundraiser, October 20, 2024, located at 12995 LA Hwy 699, Maurice.
Upon motion by Mr. Ronald Menard, duly seconded by Mr. Chad Vallo, and unanimously carried, the Police Jury approved the St. Mary Community Action Agency 5311 Report for the month of September 2024.

Upon motion by Mr. Brent Landry, duly seconded by Ms. Liz Touchet, and unanimously carried, the Police Jury approved payment of Invoice No. 36-40987, Louisiana Testing & Inspection Inc – 2023 Road improvements Phase III, dated September 30, 2024, in the amount of $4,408.30.
President Poche’ recognized New Business, Legal Counsel, Mr. Paul Moresi, III.
Mr. Paul Moresi, III, Legal Counsel, presented the following:
Upon motion by Mr. Dane Hebert, duly seconded by Mr. Shane Meaux, and unanimously carried, the Police Jury authorized the Administrator to sign the two lien applications and to have them filed in the Mortgage Records: 9606 Tenock Rd, Abbeville ($9,600.00 + $100.00 Administrative Fee) and 5729 & 5799 Kennel Rd, Maurice ($46,800.00 + $100.00 Administrative Fee).
Upon motion by Mr. Chad Lege, duly seconded by Mr. Ronald Menard, and unanimously carried, the Police Jury approved to give a thirty (30) day extension to the Blighted Property located at 14911 Bridge Street, Perry.
Upon motion by Mr. Errol Domingues, duly seconded by Mr. Brent Landry, and unanimously carried, the Police Jury approved to pay the farmers their loss crop at the established rate.
Upon motion by Mr. Errol Domingues, duly seconded by Mr. Chad Lege, and unanimously carried, the Police Jury approved to amend the agenda to allow Mr. David Trahan speak.
Upon motion by Mr. Chad Lege, duly seconded by Mr. Errol Domingues, and unanimously carried, the Police Jury approved to grant a variance for a set-back for Mr. David Trahan off of Mack Switch Road, Erath, if the Permit Specialist is finished with the report.
Upon motion by Mr. Errol Domingues, duly seconded by Mr. Chad Lege, and unanimously carried, the Police Jury approved to enter into Executive Session.
Upon motion by Mr. Chad Vallo, duly seconded by Mr. Errol Domingues, and unanimously carried, the Police Jury approved to return to Regular Session.
President Poche’ recognizes Police Juror President Business.
Upon motion by Mr. Brent Landry, duly seconded by Mr. Brian Hollier, and unanimously carried, the Police Jury approved to amend the agenda to discuss and vote on vacating the Governmental Complex Building.
Upon motion by Mr. Ronald Darby, duly seconded by Mr. Errol Domingues, and unanimously carried, the Police Jury approved to give tenants at the Governmental Complex six (6) months to get out of the building and to offer the Sheriff Department the Old Health Unit to be negotiated at a later date if they are interested. Along, with notifying the Clerk of Court and the Registrar of Voters Office.

Upon motion by Mr. Ronald Darby, duly seconded by Mr. Ronald Menard, and unanimously carried, the Police Jury approved to black top handicap spots at the voting Masonic Lodge.
Upon motion by Mr. Brian Hollier, duly seconded by Mr. Ronald Menard, and unanimously carried, there being no further business to be presented, the meeting was duly adjourned.
