Noble Village Hall
Present: Mayor Richard Wead, Sr., Alderwoman Claire Lopez, Alderwoman Shannon Cox, Alderman Paul Campbell, Clerk Mindy Garcie, Guests: Orland Anderson, Jerrie Davidson, Geri Anderson

Approval of Agenda & September Minutes
Paul Campbell motioned to accept minutes; Claire Lopez seconded. Motion Carried.
Mayor's Report: Mayor R. Wead
Adopt 2024 Millage - C. Lopez made a motion and the council voted to adopt millage of 4.520% for 2024.
Yearly Budget - R. Wead mentioned the budget might be set based on last year's budget. C. Lopez mentioned 2025 Budget was needed by the CPA by December 2024.
Council discussed the water violation and steps taken to address the issue.
Street and Water Report: Alderman P. Campbell
Water Meter Reader Updates - P. Campbell makes motion to hire Mark Rivers as interim meter reader until Jody Ebarb (new meter reader) returns from leave. R. Wead seconded. Mark will receive October payment on behalf of Jody Ebarb. Council discussed meter leaks at the Kezerle residence - found to be on resident's side and Hwy 171/J. Leone leak - customer stated he wants a meter there. P. Cambell motions for the purchase of a water pump for the water department to aide in leaks. C. Lopez seconds. Motion carried. Pump will be purchased with remaining funds from American Rescue grant.
P. Campbell said Noble will be first on the list for the culvert to be installed by the Police Jury.
P. Campbell motions for the purchase of a dead-end sign for Cindy Lane. Shannon seconded. Motion carried. P. Campbell said he spoke with DOTD, who will replace the RR culvert with a 30" culvert rather than the existing 24" culvert. P. Campbell also spoke to Johnny Duncan of KCS concerning a culvert near the Williams residence that often floods. He will meet with them within 2 weeks to discuss new installation.
P. Campbell presented a request for the Police Jury to aid the village with roadway trimming twice a year. He will send a letter to the Police Jury for this request.
Street light discussion about the town turning off extra street lights: residents can choose to have them moved to their private residence and pay the charges via their personal bills.
Grants Report: Alderwoman C. Lopez
CPA/LA Legislative Auditor -C. Lopez discussed the Lawrason Act and the proper conduct of meetings and procedure in handling of financials.
Grants Procurement Process, Meyer & Associates/Engineer - C. Lopez discussed the need for an engineer to replace old waterlines. The village is going through a Procurement Process with the help of LAMATS/Paul Holmes for future water sector projects. The council voted to grant access to the ECORTS Program for Meyer and Associates to complete the 2025/2026 Capital outlay package on behalf of the Village of Noble.
C. Lopez spoke with Janice Walker of the Office of Community Development regarding the LGAP 2324 Grant. Ms. Walker stated the Village was approved for a $17,000 grant for building renovations.
Workman's Comp was called because of staff changes, and insurance assured C. Lopez that they did not need name changes, only salary changes.
5:55 p.m. Financial Report: C. Lopez
Account Transactions -C. Lopez and M. Garcie presented the financial report stating checking account balances as of October 8, 2024. Council discussed the approaching maturity date of the CD. Shannon Cox motioned for the CD to remain with Hancock Whitney for the next 6 months. R. Wead seconded the motion. Motion carried. P. Campbell will call the bank to request the best rate available.
Council reviewed financial reports and account reconciliations from the first three quarters of 2024 and no issues were found.
6:15 p.m. Clerk Report: M. Garcie
Mindy Garcie reported that water revenue as of date October 8 was $4255.57 and bill payments - Bills for October, including those coming in after the meeting date are approved for payment by the council unanimously.
