SEALED BIDS for the SEAWALL REHABILITATION AT RED OAK AND BISHOP POINT will be

received by the Red River Waterway Commission (Issuing Office) at 5941 Hwy 1 By-

Pass, Natchitoches, LA 71458, mailing address: P.O. Box 776, Natchitoches, LA

71458, Phone: 318-352-7446, until 1:00 P.M. Thursday, November 7, 2024. Any bid

received after the specified time and date will not be considered.

Contract Documents, Drawings, and Specifications may be examined at the

The Scope of Work includes but is not limited to the removal of existing timber

seawall cap, construction of new concrete seawall cap, construction of concrete

sidewalk, and miscellaneous improvements at two (2) boat launch sites in

Coushatta, LA (Red Oak) and Caspiana, LA (Bishop Point).

Bidding Documents on a USB flash drive may be obtained from the office of the

Owner: Red River Waterway Commission Office at 5941 Hwy 1 By-Pass, Natchitoches,

LA 71458. Bidding documents will be available on or about Thursday, October

10, 2024. Prime Bidders must obtain Bidding Documents from the Owner. Bids

received from Contractors utilizing any other bidding document source will be

returned unopened.

NOTE: LOUISIANA LICENSED CONTRACTOR REQUIRED FOR THIS

PROJECT WITH A MAJOR CLASSIFICATION OF HIGHWAY, STREET, and BRIDGE CONSTRUCTION,

HEAVY CONSTRUCTION, OR BUILDING

CONSTRUCTION.

Pursuant to L.R.S. 38:2212.E.(1), bidders have the option to submit their bids

and bid bonds electronically. To view bids, download, and receive bid notices

by email, your company/agency will need to register with BidSync at BidSync.com.

9339 (M-F) 8 a.m. to 7 p.m. (CST). Bidders must register as bidder with Red

River Waterway Commission.

BID SECURITY equal to five percent (5%) of the Total Bid shall be in the form of

a bid bond, certified check or cashier's check as prescribed by LA RS 38:2218

must be attached to and made a part of the bid. If a bid bond is provided it

shall be on the provided form and only on the provided form. Bid bonds must be

written by a qualified company licensed to do business in Louisiana.

The successful bidder will be required to furnish a Performance Bond and Payment

Bond written by a company licensed to do business in Louisiana in an amount

equal to one hundred percent (100%) of the contract amount pursuant to the

requirements noted in L.R.S. 38:2219 A. (1)(a), (b), and (c).

For this project, Liquidated Damages will apply in the amount of Five Hundred

($500) per day for each consecutive working day which the work is not completed,

beginning with the first day beyond the established completion date of 150

calendar days from Contract Commencement.

No bid may be withdrawn for a period of forty-five (45) days after actual date

of the opening thereof.

The Owner reserves the right to reject any and all bids in accordance with Title

38 of the L.R.S.

In accordance with L.R.S. 38:2212.B(1), the provisions and requirements stated

in the Bidding Documents shall not be considered as informalities and shall not

be waived.

A NON-MANDATORY PRE-BID CONFERENCE will be held on Monday, October 21, 2024 at

10:00 a.m. at the Red River Waterway Commission office at 5941 Hwy 1 By-Pass,

Natchitoches, LA 71458.
