NOTICE TO BIDDERS
The Sabine Parish Police Jury is accepting sealed bids for the supply and
installation of a GPS Assisted Compaction System to enhance efficiency and
maximize airspace utilization at the Sabine Parish Landfill.
OPENING DATE-SEALED BIDS-HAND DELIVERED OR CERTIFIED MAIL
Sealed bids will be received in the Police Jury Office, in the Sabine Parish
Courthouse, 400 S. Capitol Street, Room 101, Many, Louisiana 71449 until 10:00
a.m. on October 4, 2024, at which time they will be opened and publicly read
aloud. The bids will be reviewed and will be awarded at the next scheduled
meeting of the Police Jury.
SEALED BIDS-HAND DELIVERED OR CERTIFIED MAIL
Sealed bids must be either hand delivered for a receipt or mailed as certified mail,
with a return receipt requested. Bids may also be electronically submitted
through Central Bidding from Central Auction House at:

BID FORM-BID ENVELOPE
Bidder should bid on bidder's letterhead, with bid signed by bidder's
representative. The sealed bid envelope should be plainly marked "Sealed Bid"
showing the bidder's name, bid opening date and time and "GPS Assisted
Compaction System" noted.
GENERAL
The specifications herein state the minimum requirements of the Sabine Parish
Police Jury. All bids must be regular in every respect. Unauthorized conditions,
limitations, or provisions shall be cause for rejection. The Sabine Parish Police
Jury may consider as "irregular" or "non-responsive", any bid not prepared and
submitted in accordance with the bid documents and specification, or any bid
lacking sufficient technical literature to enable the Sabine Parish Police Jury to
make a reasonable determination of compliance to the specification. It shall be
the bidder's responsibility to carefully examine each item of the specification.
Failure to offer a completed bid or failure to respond to each section of the
technical specification will cause the proposal to be rejected, without review, as
"non-responsive". All variances, exceptions, and/or deviations shall be fully
described in the appropriate section; deceit in responding to the specification will
be cause for rejection.
TERM OF BID
All bid prices are to be honored through December 31, 2024, unless otherwise
specifically noted in the bid document.
REJECTION OF BIDS
Any bid received after the bid closing time will be returned unopened. The Police
Jury reserves the right to reject any and/or all bids.
PURCHASE ORDER REQUIRED
Once the bid is awarded, the Police Jury must issue a Purchase Order to bind the
Police Jury.
PAYMENT TERMS
Payments will be net 30 days after delivery and after approval by the Finance
Committee.
INTERPRETATIONS
In order to be fair to all bidders no oral interpretations will be given to any bidder
as to the meaning of the specifications documents or any part thereof. Every
request for consideration shall be made in writing to the Sabine Parish Police
Jury. Based on written inquiry the Sabine Parish Police Jury may choose to issue
an Addendum in accordance with Local Public Contract Laws.
BID SPECIFICATIONS
The specifications are a minimum for a GPS Assisted Compaction System and are
used only to denote the quality standard of the product desired and do not
restrict bidders to a specific brand, make, manufacturer, or specification named;
said specifications are being used only to set forth and convey to prospective
bidders the general style, type, character, and quality of the product desired.
Equivalent products are acceptable.
The GPS Assisted Compaction System shall meet the following specifications:
SPECIFICATIONS
System Software
Control grade and show compaction patterns as color-coded tracks to indicate
path of travel and surface deflection
Surface deflection, as illustrated with color change in mapping software to
illustrate the changes in compaction when driven over
The software shall allow the operator to easily create lifts and slopes and create
custom labels to identify each design change
The system shall display design information with real time graphical and
elevation data information on the working screen simultaneously
The system shall graphically display the current surface and the design surface on
screen to scale and show the machine's position in reference to the design
The software shall be able to store and easily recall previously created slopes and
lifts within the operator interface
The system shall allow the operators to create custom labels and assign these
labels to any location they wish to track through the operators' interface
The main working screen shall display current elevation, distance to plan and
distance to layer in real time
The software shall display clearly defined tracks that change color based on layer
thickness pass to pass. The interface will only display compaction changes where
the compactor's wheels have contacted the surface
The software system shall automatically update the true terrain model of the
existing grades at the end of each day. The software system shall be capable of
computing daily cover material needed, marking special waste, compiling data to
generate a report that will indicate the daily machine activity, calculating
available air space and the daily compacted volume of trash
Machine Display
Shall be Android based compatible with reporting software
Shall be 10" screen and easily readable by the operator
Shall be rated for shock, vibration, and acceleration
Site Positioning
Controller shall have 7" Screen with Keypad
Controller shall have Windows10 operating system
Controller shall be IP68 rated for dust and moisture
Controller shall have removable internal battery with the ability to hot-swap
batteries
Controller shall have wireless connection to the networked components
Controller shall have remote management capability for technical support
Shall have IMU-based tilt compensation for measurement and stakeout
GPS Receiver Hardware
The GPS receiver shall be capable of reading and generating the following
correction format: CMRx for maximum interoperability with hardware from
other vendors
Shall simultaneously track GPS, GLONASS, Galileo and BeiDou satellites
Shall have capability that provides backup corrections via satellite when RTK or
VRS signal sources are interrupted.?(This can happen due to signal disruptions or
loss of radio connectivity).?This correction improves field productivity by
reducing downtime while waiting for RTK corrections to be re-established.?
Cellular Modem Specifications
The system shall include a physically independent cellular modem, with router,
gateway, and access point functionality
All systems shall be fully cellular and communicate on the LTE and 3G cellular
network or via Wi-Fi
In the event of a connectivity failure, the modem shall be capable of failover to
another interface, either wired or wireless
Warranty
Shall include a five (5) year warranty on all serialized hardware to include
manufacturers' warranty, software and firmware updates and accidental damage
caused by operation or employee
Service and Support
Employees of the dealer shall install the GPS system within 30 days of bid award
and be available to provide technical support after system installation
The Vendor shall provide two days of training on the equipment to the Agency
operators and managers
Training shall take place immediately after the equipment has been installed and
is fully functional on the Agency's heavy equipment
The Vendor shall have ready access to manufacturer's technical resources for
problems beyond their ability
All cost for this training program shall be included in the bid
Dealers shall provide ongoing onsite, remote and phone support for technical
assistance
Rental items shall be available for items shipped in for repair/replacement and
shall be available for next day pickup or delivery
Reporting
The system shall be capable of creating fully interactive 3D map renderings
showing:
1. Remaining airspace
2. Cut and Fill information
The system shall produce reports containing:
1. Density calculations
2. Fill volume
3. Remaining airspace
The system reports shall contain machine tracking information that includes:
1. Machine speed
2. Idle/active time
3. Days worked
The system shall be able to produce a report on special points
The system shall have the ability to export the up-to-date surface map at the end
of each working day
The Police Jury reserves the right to waive any informalities in the bidding.
