The Evangeline Parish School Board members met this day at 3:00p.m. in a policy committee meeting at the Evangeline Parish School District Media Center, Ville Platte, LA 70586.
Board members present were Chairlady Fannie Soileau, Ms. Sheila Joseph, Jr., Mr. Nick Chaumont, and Mr. Calvin Leday, Jr. Board President Bobby Hamlin, Jr. was present, also.
Committee members absent were Ms. Karen Vidrine and Mr. Nick Chaumont.
Superintendent Darwan Lazard, Secondary Supervisor Elizabeth Chatelain, Child Welfare and Attendance Supervisor Philip Buller, and the Media were also in attendance.
Chairlady Fannie Soileau declared a quorum and ordered members to proceed with the business of the day at 3:05 p.m.
Item#1A-Superintendent Darwan Lazard recommended the following policies for review. He indicated that it was very important for everyone to be on the same page for the start of school year as far as policies are concerned. Mr. Lazard said that he reminded the principals repeatedly that he as the superintendent does not have the authority to wave the board’s policies. He also shared that there are consequences if we do not follow the board’s policies. Superintendent Lazard said that he was hopeful that balance and consistency happens in this committee meeting. He also shared that he had a session with Secondary Supervisor Elizabeth Chatelain and the high school principals and assistants at the end of the day on Wednesday about the policy concerning electronic devices.
BHS Principal Anthony Bertrand spoke on behalf of the high school principals and assistant principals about the current policy JDA CE-Student Use of Personal Electronic Devices and the direction that would benefit our district the most moving forward that were discussed during their two days meeting preparing for the 2024-25 school session. He shared that the current policy states the consequences as follows when students are caught with a cell phone at school: (I) First Offense- One Day Suspension; (2) Second Offense-Three Days Suspension and school officials are to keep the phone until the end of the school year.
Principal Bertrand said that the new state law states that student use of electronic devise on school campuses are now banned during the instructional day. However, students, by law, are allowed to have phones properly locked away, not in their possession, until the end of the school day, only forbidden from using them. Mr. Bertrand said that the principals fully supports the new law if students can lock their phones and have them turned off’in lockers as book bags that are already mandated to locked in the lockers and not brought in the classrooms or restrooms, as some of our schools.
Mr. Bertrand emphasized that we are not living in the world that we grew up in as kids. It has become a safety issue for young students to have communication with their parents after school as they walk home alone. With the new law, students would have their electronic devices for after school curriculum and activities.
Principal Bertrand stated that if the current policy remain as is, the consequences needed to be addressed. He noted that students’ electronic devices that costs over $1,000.00 should not be held until the end of the school year and suspension on the first offense is not appropriate. Mr. Bertrand proposed the following consequences: (I) First Offense-Detention/Clinic, (2) Second Offense-Suspension, (3) Third Offense-Three Days Suspension, (4) All Offenses-Parent/Guardian pick up the electronic devices at school, sign referrals and the district’s electronic device contract. At a bare minimum, if nothing else takes place, principals would like seized electronic devices returned to parents/guardians by the end of the day or as soon as possible.
There was an extensive discussion with warnings, concerns, questions, and suggestions among the board members, Superintendent Lazard, and members in the audience. The audience consist of principals, assistant principals, and supervisors as mentioned above. Superintendent Lazard recommended that electronic devices should not be used on buses. ERA Principal Alice LeJeune was concerned about that a three-day suspension with the four-day week maybe put up for expulsion. She suggested the following: (1) First Offense-PBIS Recover & Warn, (2) Second Offense-Clinic, & (3) Third Offense-Suspension (Suspension depends if the electronic devices are being used or just possession). Superintendent Lazard asked Ms. LeJeune to repeat her suggestions with clarification of whether the device is in possession or being used.
Ms. Sheila Joseph made a motion, seconded by Mr. Calvin Leday, Jr., and recommended by Superintendent Darwan Lazard that the following consequences be added at a minimum to the current JDACE-Student Use of Personal Electronic Devices offenses: For Possession (1) First Offense-PBIS Restoration & Warrant, (2) Second Offense-ln School Clinic, (3) Third Offense-One-day Suspension (In-school for possession), (4) Fourth Offense-Two-day Suspension, (5) Fifth Offense-Recommendation for Expulsion; Also, Electronic Devices cannot be used on buses to and from school. Parent/Guardian pick up the electronic devices at school, sign referrals and the district’s electronic device contract. The principals have the discretion of 1 to 9 days to make judgements about situations that comes before them as far as discipline is concerned. Therefore, they will determine whether the suspension will be one day or more days if the electronic device is being used.
Voting for the motion were Chairlady Fannie Soileau, Ms. Sheila Joseph, and Mr. Calvin Leday, Jr.
The motion passed unanimously.
Item#lB-In the policy BCBl, Public Participation in School Board Meetings, Superintendent Darwan Lazard recommended that the request for items to be placed on the agenda shall be submitted no later than noon on Thursday prior to the meeting date because of the four-day work week.
He also mentioned that for public comments, each person may speak for not more than (3) three minutes and a group of three or more people, one person will represent the group.

Item#2A- Ms. Fannie Soileau made a motion, seconded by Mr. Lonnie Sonnier, and recommended by Superintendent Darwan Lazard, to approve the minutes of the Policy Committee Meeting dated July 25, 2024.

Item#2B-Policy Meeting-BHS Principal Anthony Bertrand signed up to speak on behalf of the high school principals and assistants about the current policy JDACE-Student use of the electronic devices, the new state law that now band the use of electronic devices on campus during instructional day, and their recommendation of the student use of electronic devices.
There were questions and concerns from the board members, which were answered accordingly.

• Item#1B-Mr. Nick Chaumont made a motion, seconded by Mr. Lonnie Sonnier to the recommendation changes of Policy BCBl, Public Participation in School Board Meetings, as presented.
Ms. Wanda Skinner made a substitute motion to keep policy BCBl as is concerning a person who sign up to speak, 5 minutes for the first and 3 minutes for others following. There were no second, the substitute motion failed.

recommendation changes of Policy BCBD, Agenda Preparation and Dissemination, as presented.
Ms. Wanda Skinner made a motion to remove the Superintendent’s authority to decide which items should be on the agenda. There were no second, the motion failed.

Item#3-Informational/Correction: Board President Bobby Hamlin, Jr. made the correction of EPSB
Sales Tax Distribution to EPSB Budget to Actual Expenditures as of July 31, 2024, presented as follows by CFO Amy Lafleur:
Item#5-Architect Marcus Williams presented bids for the installation and foundation work for the James Stephens Montessori Modular Building project. He also explained the bidding process requirements. The board members had questions and concerns, which Mr. Williams answered. Architect Williams informed the Board that it would likely be sued if it approved a bid that did not meet specifications.
Ms. Wanda Skinner made a motion, seconded by Mr. Donald Anderson, and recommended by Darwan Lazard, to approve the low bid from Build Commercial Construction, LLC for installation and foundation work in the amount of $249,800.00 for the James Stephens Montessori Modular Building Project using the Parishwide Maintenance. Superintendent Lazard reminded the Board that this project was over budget by $249,800.00, since funding was received for building costs, but not for installation and setup.
Voting for the motion were President Bobby Hamlin, Jr., Vice President Sheila Joseph, Ms. Wanda Skinner, Mr. Donald Anderson, Mr. Lonnie Sonnier, Mr. Nick Chaumont, Ms. Fannie Soileau, Ms. Karen Vidrine, and Mr. Calvin Leday, Jr. The motion passed unanimously.
Item#6-Architect Marcus Williams presented the bid from GeoSurfaces, Inc. in the amount of $774,000.00 for the VPHS New 6-lane Track. There were questions and concerns among the board members, which were answered directly. Superintendent Darwan Lazard reminded the Board that this project is over budget by $138,882.46
Mr. Donald Anderson made a motion, seconded by Mr. Calvin Leday, Jr., and recommended by Darwan Lazard. to approve the low bid from GeoSurfaces. Inc. in the amount of $774,000.00, for the VPHS New 6-Lane Track using the Parishwide Maintenance and Campus Improvement Fund.

Item#9-Superintendent Darwan Lazard’s comments were as follows:
• He referred to information in the board members’ packets regarding the JSM Gym Project’s Value Engineering related to what was voted on at the last meeting. It indicates what is being proposed by the Architect and the contractor, who had the low bid that will be reduced by a deductive changed order. He also included the Attorney General’s opinions, allowing deductive change orders.
• He announced as a reminder that school starts tomorrow, Thursday, for students. He also mentioned that the principals reported that things have been running smoothly, in preparation for our students to return to school.
• He also said that the employees had professional development on Monday, Tuesday, and Wednesday at the different grade levels.
• He shared that he was grateful for the Supervisory Staff, principals, and all who were involved in making sure that our teachers were ready for this new school year.
• Superintendent Lazard mentioned that he attended the Ville Platte Rotary Club Tuesday and introduced the new administration at VPHS and the new French Immersion French Teachers. He reminded the audience that French Immersion is offered up to 8th grade at MES, MHS, VPES, & ERA.
• He announced the following meetings: Policy Committee Meeting, Wednesday, August 14, 2024, at 3:00 PM, to be held at the Media Center, and Executive Committee Meeting. August 22, 2024, at 2:30 PM, to be held at the Media Center.
Adjournment: Mr. Donald Anderson made a motion, seconded by Mr. Lonnie Sonnier, recommended by Superintendent La/ard to adjourn the meeting at 6:51 PM.
Voting for the motion were President Bobby 1 Iamlin, Jr.. Vice President Sheila Joseph, Ms. Wanda Skinner, Mr. Donald Anderson, Mr. Lonnie Sonnier, Mr. Nick Chaumont, Ms. Fannie Soileau, Ms. Karen Vidrine, and Mr. Calvin Leday, Jr. The motion passed unanimously.
