A regular public meeting of the Bayou Lafourche Fresh Water District was held on Monday, July 15, 2024 at 5:00p.m. at the Water District office, 1016 St. Mary Street, Thibodaux, LA
Present were:

Chairman Hugh Caffery began the meeting at 5:00 pm.
Mr. Caffery asked if we had a quorum, and we did.
Mr. Caffery stated that public comments can be made at any time in the meeting prior to action on any agenda item upon which a vote is to be taken.
Moved by Commissioner Ernie Blanchard, seconded by Commissioner Dale Dennis to approve the minutes of May 20, 2024. Motion carried unanimously.
Moved by Commissioner Barry Soudelier, seconded by Commissioner Francis Richard to approve the accounts payable report. Motion carried unanimously.
Moved by Commissioner Dale Dennis, seconded by Commissioner Francis Richard to approve the finance report. Motion carried unanimously.
Mr. Rabalais reported that all 4 pumps are up and running.
Mr. Rabalais reported that the Bayou operations are normal.
Mr. Rabalais reported the updates to the Pump Capacity Improvements Project (PCIP).
Mr. Rabalais discussed Change Order No. 4 for the PCIP.
Moved by Commissioner Ernie Blanchard, seconded by Commissioner Dale Dennis to approve Change Order No. 4 for the PCIP. Motion carried unanimously.
Mr. Rabalais gave an update on the Phase 3 Permitting.
Mr. Rabalais discussed a motion to accept the final pay application #6 on the Melodia Boat Launch.
Moved by Commissioner Francis Richard, seconded by Commissioner Joe Boudreaux to approve the final pay application #6 on the Melodia Boat Launch. Motion carried unanimously.
Mr. Rabalais discussed a motion to accept the clear lien certificate and release retainage funds.

Mr. Rabalais discussed a motion to award the Engineering and Design contract for Melodia Phase 2 to High Tide Consultants, pending legal review.
Moved by Commissioner Barry Soudelier, seconded by Commissioner Joe Boudreaux to award the Engineering and Design contract for Melodia Phase 2 to High Tide Consultants, pending legal review, as discussed. Motion carried unanimously.
Mr. Rabalais discussed a motion to enter into an IGA with FOBL for the reimbursement of engineering and design fees associated with Melodia Phase 2 project.
Moved by Commissioner Ernie Blanchard, seconded by Commissioner Dale Dennis to enter into an IGA with FOBL for the reimbursement of engineering and design fees associated with Melodia Phase 2 project. Motion carried unanimously.
Mr. Rabalais discussed a motion to donate 2005 Chevrolet Passenger Van to Fletcher Community College pending legal review.
Moved by Commissioner Chris Domangue, seconded by Commissioner Dale Dennis to approve the motion to donate 2005 Chevrolet Passenger Van to Fletcher Community College pending legal review. Motion carried unanimously.
Mr. Rabalais discussed a motion to select Intracoastal Consultants for the engineering and design of the Louisiana Watershed Initiative Bayou Lafourche Pump Project located in Donaldsonville and commence with contract negotiations.
Moved by Commissioner Dale Dennis, seconded by Commissioner Ernie Blanchard to approve motion to select Intracoastal Consultants for the engineering and design of the Louisiana Watershed Initiative Bayou Lafourche Pump Project located in Donaldsonville and commence with contract negotiations. Motion carried unanimously.
Mrs. Amy Hebert gave an update on the Friends of Bayou Lafourche.
Mr. Rabalais gave his Executive Directors report.
Chairman Hugh Caffery asked for any public comments.
Moved by Commissioner Francis Richard, seconded by Commissioner Ernie Blanchard to enter into executive session at 6:20pm. Motion carried unanimously.
Moved by Commissioner Ernie Blanchard, seconded by Commissioner Francis Richard and unanimously approved to return to regular session at 6:52pm. Motion carried unanimously.
