Separate sealed bids for the HUFFMAN CREEK PUMP STATION AND OUTFALL (REBID), will be received by the City of Pineville at the at the office of Pan American Engineers, LLC, 1717 Jackson Street, Alexandria, Louisiana 71301 until 10:00 A.M. (Central Time) on Wednesday, September 25, 2024 and then at said office publicly opened and read aloud. Any bid received after the specified time and date will not be considered.
The Instructions to Bidders, Bid Form, Agreement Between Owner and Contractor, Forms of Bid Bond, Performance and Payment Bonds, Drawings and Specifications, and other Contract Documents may be examined at the following location:

The work to be performed is as follows:
The project includes the demolition of two obsolete drainage pump stations; the construction of a drainage pump station with an enlarged pump sump to accommodate two (2) new mixed axial flow drainage pumps, each with a capacity of 50,000 gpm. The pump station will have auxiliary power for control systems; installation of two (2) parallel steel discharge penstocks (48 diameter) over the levee. The pump station will be constructed in close proximity to an existing pump house that is to remain in service housing two (2) 50,000 gpm hydraulic drainage pumps. The project will also include the construction of a 1.2 acre storm water detention pond located upstream of the Cottingham Expressway near Jones Street.
Construction funding cost totals $8,300,000.
Copies of the bidding documents shall be obtained at the office of Pan American Engineers, LLC upon deposit of $150.00 for each set of documents; or from the electronic bid submittal option as noted in the advertisement. The deposit on the first set of documents furnished to bonafide prime bidders will be fully refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids. On other sets of documents furnished to bidders, the deposit less actual cost of reproduction will be refunded upon return of the documents, in good condition, no later than ten (10) days after receipt of bids.
Pursuant to L.R.S. 38:2212.E.(1) Bidders, have the option to submit bids and bid bonds electronically. Electronic bids for this project may be submitted through Central Bidding at www.CentralAuctionHouse.com. The OWNER reserves the right to reject any or all bids for just cause. Such actions will be in accordance with Title 38 of the Louisiana Revised Statutes (LRS).
In accordance with L.R.S. 38:2212.B.(1), the provisions and requirements stated in the bidding documents shall not be considered as informalities and shall not be waived.
Each Bidder must deposit with the bid, security in the amount of at least five percent (5%) of the total bid price, as described in the Instructions to Bidders. Bid bonds shall be written by a surety or insurance company meeting the requirements noted in L.R.S. 38:2218; with the exception that sureties used for obtaining bonds on federally funded projects must appear as acceptable on the U.S. Department of Treasury Circular 570.
The successful Bidder shall be required to furnish a Performance Bond and Payment Bond, in an amount equal to 100% of the Contract amount, written by a surety or insurance company meeting the requirements noted in L.R.S. 38:2219 A. (1)(a), (b) and (c); with the exception that sureties used for obtaining bonds on federally funded projects must appear as acceptable on the U.S. Department of Treasury Circular 570.
Attention of Bidders is called particularly to the requirements for conditions of employment to be observed and minimum wage rates to be paid under the Contract (Davis-Bacon Act), Section 3 (Low Income Resident Participation) of the Housing and Urban Development Act of 1968, Section 109 (Non-Discrimination) of the Housing and Community Development Act of 1974, Section 503 (Non-Discrimination Against Employees with Disabilities) and Section 504 (Non-Discrimination Against Individuals with Disabilities) of the Rehabilitation Act of 1973, Segregated Facilities, Executive Order 11246, and all applicable laws and regulations of the Federal government and State of Louisiana and bonding and insurance requirements.
