REGULAR MEETING
JUNE 18, 2024
Public Hearing:
The Governing Body of the Village of Turkey Creek met on Tuesday, June 18, 2024 at 5:20 p.m. for a Public Hearing. The Public Hearing was called to order. Mayor Campbell stated if anyone had any comments on the adoption of the Ordinance #1-2024 (2023-2024 Amended Budgets) Ordinance #2-2024 (2024-2025 Proposed Budgets.)
Public Comments:
No comments.
Motion by Council Member Johnson and seconded by Council Member King to close the Public Hearing. All in favor, motion carried.
Public Meeting:
Mayor Campbell called the regular meeting to order at 5:30 p.m.
Mayor Campbell led the Pledge of Allegiance.
Mayor Campbell requested a moment of silence and Mr. Dillard Fontenot gave prayer.
Public Comment Period:
Amy Hebert replied I want to know why for sixty years it has been okay to travel on that street. Mayor Campbell stated it still is okay, but the law is the law. There was an ordinance that said 15 tons was the weight limit for the street. Dusty Hebert stated nobody has ever pinpointed somebody over it. Mayor Campbell replied the streets are not built for anymore weight than that. Dusty Hebert stated the point is all fingers are being pointed on me. It’s five generations of trucking companies that has been down that road. They must ship and receive. My business is registered and licensed with the State of Louisiana. It makes no sense. Mayor Campbell replied it has always been that way. Dusty Hebert stated he has papers, and he is well under what he needs to be. Mr. Donnie Cloud stated Pine Street has soiled cement under the asphalt and it’s built for the trucks. Chief Brittany Hebert requested to speak. She stated that she and her officers are not DOTD certified and does not have a weighing scale or necessary equipment therefore legally she can not issue a citation on weight limits on the streets. We legally can not stop their business of shipping and receiving with them having LLC’s and their address of business is on Pine Street. Amy Hebert stated when Dusty was hauling logs he parked at the station. We respect the roads and the town we knew better. We do not want to tear up our roads we live here and travel every day.
Roll Call:
The following members were present: Mayor Bert K. Campbell, Council Member Jessie Johnson, and Council Member Neal King. Chief of Police Brittany Hebert was also present. Village Attorney Allison Vidrine and Council Member Eric Chapelle were absent.
Old Business:
Motion by Council Member Johnson and seconded by Council Member King to approve the May 21, 2024 minutes as read. Motion carried.
Village Clerk Melissa Ferguson read the Financial and Comparison of Collections Reports.
Mayor Campbell and the Council Members reviewed Financial Statements including Budget to Actual Comparison, Monthly Expenditures, Sales Tax Revenue and Utility Adjustment Reports.
Motion by Council Member King and seconded by Council Member Johnson to approve Mayor Campbell and Melissa Ferguson’s mileage for payment. Motion carried.
Motion by Council Member Johnosn and seconded by Council Member King to adopt Ordinance #1-2024 the “Amended 2023-2024 Proprietary, General and Sales Tax Fund Budgets. Motion carried. A copy of the budget is available for viewing during normal business hours.
Motion by Council Member King and seconded by Council Member Johnson to adopt Ordinance #2-2024 the 2024-2025 Proprietary, General and Sales Tax Fund Budgets. Motion carried. A copy of the budget is available for viewing during normal business hours.
New Business:
Motion by Council Member Johnson and seconded by Council Member King to propose Ordinance #3-2024 “Weight Limit on Village Streets”. Motion carried. A copy of the Ordinance is available for viewing during normal business hours.
Motion by Council Member King and seconded by Council Member Johnson to set a public hearing for Ordinance #3-2024 at the regular meeting scheduled for July 16, 2024 at 5:20 PM. Motion carried.
Motion by Council Member King and seconded by Council Member Johnson to propose Ordinance #4-2024 “Speed Limit on Village Streets”. Motion carried. A copy of the Ordinance is available for viewing during normal business hours.
Motion by Council Member Johnson and seconded by Council Member King to set a public hearing on Ordinance #4-2024 at the regular meeting scheduled for July 16, 2024 at 5:25 PM. Motion carried.
Motion by Council Member King and seconded by Council Member Johnson to adjourn the meeting. Motion carried.
