The Administrative Conference of the City Council of the City of Shreveport, State of Louisiana, was called to order by Chairman Jackson, at 3:00 p.m., Monday, July 8, 2024, in the Government Chamber of Government Plaza, 505 Travis Street, Shreveport, Louisiana. Invocation was given by Councilman Green and the Pledge of Allegiance was led by Councilwoman Taylor. On roll call, the following members were present: Councilwoman Tabatha Taylor, Councilmen Gary Brooks, Jim Taliaferro, Grayson Boucher (arrived at 3:03 p.m.), Alan Jackson and James Green. 6. 106 To enter into a cooperative endeavor agreement with the Shreveport Implementation and Redevelopment Authority to donate funds to acquire the Lake Life Development Center and to otherwise provide with respect thereto.
107 Authorizing the Mayor to enter into a lease agreement with SWEPCO for Shreveport Police Department to occupy premises of 430 Travis Street, and otherwise providing with respect thereto.
108 Authorizing BRF Properties, LLC at 808 Stewart Drive to make a connection to the City of Shreveports water and/or sewer system and to otherwise provide with respect thereto.

Councilman Jackson: Councilman Boucher, I think the law is in effect now, the stipulation wasthere had to be an approved cup and I dont think that has been established, yet. To chief, myconcern is, and I kind of want you to state for the record and City Attorney Edwards, may needyour assistance. Theres a rule a law that says anywhere alcohol is being sold that youre notsupposed to be able to bring a firearm. So, we know open carry and concealed carry is now legal.
Can you speak to that, that if alcohol is being sold on the streets by different vendors, are patriotsstill allowed to bring weapons in that particular area.
Chief Smith: It should not be permissible, but as you well know as I know people are going to dowhat they want to do regardless of what the law is, but it should not be permissible.

111 Authoring a contract between the City of Shreveport and the Krewe of Centaur relative to Mardi Gras parades and to otherwise provide with respect thereto.
112 Authoring a contract between the City of Shreveport and the Krewe of Gemini relative to Mardi Gras parades and to otherwise provide with respect thereto.
113 Authorizing the submission of the 2024-2028 Consolidated Plan and 2024 Annual Action Plan to the United States Department of Housing and Urban Development (HUD) and otherwise provide with respect thereto.
114 Authorizing the Mayor to execute a Cooperative Endeavor Agreement between the City of Shreveport and Caddo Parish School Board, and to otherwise provide with respect thereto.

75 Zoning Case No. 24-68-C: An ordinance to amend the official zoning map of the City of Shreveport Unified Development code, by rezoning property located West side of Linwood Avenue, approximately 445' North of Mount Zion, Shreveport, Caddo Parish, Louisiana., from C-1 Neighborhood Commercial Zoning district to C-4 Heavy Commercial Zoning district, and to otherwise provide with respect thereto.
