The Assumption Parish School Board met in Regular Session on Wednesday, July 10, 2024 at 6:00 p.m. at Assumption Parish Media Center, Napoleonville, LA with Vice President, Andrea Barras, presiding.
PRESENT: Honoray Lewis (Ward 1), Andrea Barras (Ward 3), Electa Fletcher Mickens (Ward 4), Joshua Hebert (Ward 5), Daniel Washington (Ward 6), Bambi Hood (Ward 7), Jessica Ourso (Ward 8) & Doris Dugas (Ward 9)
ABSENT: Lee Meyer, Jr. (Ward 2)
The meeting was opened in prayer led by Andrea Barras., Board Vice President, followed by the Pledge of Allegiance led by Bambi Hood, Board Member (Ward 7).
Adoption of Agenda
On motion of Ms. Ourso / seconded by Mr. Washington and unanimously carried - the Board adopted the agenda.
Consent Agenda
a) Approve minutes of June 19, 2024 School Board Meeting;
b) The following Notice of Public Meeting was read into the record:
Notice is hereby given that at its meeting to be held on Wednesday, August 7, 2024 at 6:00 p.m. at its regular meeting place, the Assumption Parish Media Center, 4895 Hwy. 308, Napoleonville, Louisiana, the Parish School Board of the Parish of Assumption, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held in School District Number One of the Parish of Assumption, Louisiana, to authorize the renewal or continuation of ad valorem taxes therein.
c) Approve addendum items.
On motion of Mr. Lewis / seconded by Mr. Washington and unanimously carried - the Board adopted the consent agenda.
Reports and Recognition
a) The Board received the Administrative Personnel Report.
b) Katherine Aucoin, Director of Curriculum and Instruction, provided the Board with an update on the Assumption Parish Schools Strategic Plan.
Ms. Barras recognized Louisiana Senator Robert Allain.
c) The Board received a progress update on the system evaluation(reorganization) from Mr. Warren Drake with CSRS.
Policy and Procedure
a) The Board received information on New Policy JGCF-Behavioral Health Support for Students and Recoded Policy JGCFA-Behavioral Health Services for Students with approval to be requested at the July 24, 2024 board meeting.
b) The Board received information on proposed job description revisions to Form 37 Principal, Form 04 Assistant Principal, Form 05 Associate Assistant Principal, Form 12 Classroom Teacher, and Instructional/Non-instructional District Staff with approval to be requested at the July 24, 2024 board meeting.
Budget
a) The Board received information on the 2024-2025 Salary Schedule with approval to be requested at the July 24, 2024 board meeting.
b) On motion of Mr. Hebert / seconded by Ms. Hood and unanimously carried – the Board approved the contract with Curriculum Associates for i-Ready.
c) On motion of Ms. Dugas / seconded by Mr. Lewis and unanimously carried – the Board approved the 2024 Revised Budget and the 2025 Proposed Budget.
d) On motion of Mr. Lewis / seconded by Mr. Hebert and unanimously carried – the Board approved the student accident insurance renewal with Health Special Risk, Inc.
e) The Board received information on the quote/contract by and between Great Minds PBC and the Assumption Parish School Board with approval to be requested at the July 24, 2024 board meeting.
f) The Board received information on the proposal from Amplify with approval to be requested at the July 24, 2024 board meeting.
g) On motion of Ms. Ourso / seconded by Ms. Hood and unanimously carried – the Board authorized the Superintendent to solicit request for proposals for external auditing services.
h) The Board received the June 2024 Sales Tax Report. Total returns processed are 2,090; 1,266 monthly, 71 quarterly, 731 irregular, and 22 semi-annuals. Total number of online filers are 1,878. Total receipts of the June 2024 collections are $1,416,286.93; a 1% increase of $19,165.65. The school board received $704,442.96; 1% increase of $9,153.64. The 92 Bond Issue Fund received $140,886.83, a 1% increase of $1,828.68. The delinquent rate for the month of June 2024 is 6%. Audit revenues for the month of June 2024 are $0.00 comparable to $50,000.00 for June 2023. Auto sales for the month of June 2024 are $294,728.86 comparable to $274,724.18 for June 2023.
i) The Board received an update on transportation for School Choice.
j) A motion was made by Mr. Lewis / seconded by Mr. Washington to authorize the Superintendent to add two bus drivers for School Choice. Motion passed unanimously.
Facilities and Grounds
a) On motion of Ms. Dugas / seconded by Ms. Ourso and unanimously carried - the Board approved Change Order No. 1 for the project known as Assumption High School Gymnasium Seating Upgrade in the amount of $23,394.00.
b) On motion of Mr. Hebert / seconded by Ms. Hood and unanimously carried – the Board approved Change Order No. 1 for the project known as Assumption High School Synthetic Football Field and Track Surface in the amount of $58,026.70.
c) On motion of Ms. Ourso / seconded by Ms. Dugas and unanimously carried – the Board approved the Certificate of Substantial Completion for the project known as Renovations to Building A at Assumption High School.
d) On motion of Mr. Lewis / seconded Ms. Fletcher Mickens and unanimously carried – the Board approved the Certificate of Substantial Completion for the project known as Labadieville Primary School A/C Replacement.
e) On motion of Mr. Lewis / seconded by Mr. Washington and unanimously carried – the Board authorized the Superintendent to enter into task orders for security projects for Bayou L’Ourse Primary, Belle Rose Primary, Labadieville Primary, and Pierre Part Elementary.
f) On motion of Ms. Hood / seconded by Mr. Hebert and unanimously carried – the Board authorized the Superintendent to enter into task orders for HVAC projects at Assumption High School “B” building and Labadieville Primary School “B” hall.
Comments and Announcements
Superintendent Barthelemy introduced Mr. Donnie Love, Interim Director of Student Services.
Mr. Hebert expressed appreciation for the overwhelming support received for the Sugarland Music & Arts Festival that will take place on August 3, 2024 at the Assumption Community Center.
Ms. Dugas expressed appreciation to community members for attending the meeting.
