Plaquemines Parish Engineering and Public Works (herein referred to as the “Owner”) by virtue and in conformity with the provisions of Act 70 of the 1946 Regular Session of the Louisiana Revised Statutes of 1950, as amended, and other applicable laws, sealed bids marked “Sealed Bid – Parish of Plaquemines – Basin 2 Sea Level Rise Mitigation & Resilience Improvements – Parish Project NO. 24-05-01” will be received by the Owner for the construction of the project described as follows:

The proposed work includes removal, handling, hauling, and disposal, by the CONTRACTOR, of material, (including but not limited to soils, trees, debris, and construction materials) in the work area as indicated in the Contract Documents. B. The WORK also includes, but is not limited to, demolition, excavation, grading and associated erosion control, the installation of sheet piling, the construction of a bridge, the construction of a bar screen, the relocation and modification of a floating boom, the relocation of a water pipeline, and the relocation of an area light.

Proposals shall be addressed to the Parish of Plaquemines, and delivered to the office of the Department of Engineering located at 333 F. Edward Hebert Blvd. Building 500, Belle Chasse, LA 70037 not later than 10:00 a.m. Central Time, on the 6th day of August, 2024. “Sealed Bid – Parish of Plaquemines – Joint Emergency Coordination Center – Parish Project No. 24-05-02”. Any bid received after the specified time and date will not be considered. The sealed bids will be publicly opened and read aloud at 10 a.m. on the 6th day of August, 2024, in the Conference Room at the Plaquemines Parish Government Office of Engineering and Public Works located at 333 F. Edward Hebert Blvd. Building 500, Belle Chasse, Louisiana 70037.

The proposed work provides for furnishing all labor, materials, equipment, supervision, and performing all work as indicated, and all in accordance with, the Contract Documents. The drawings and specifications are on file and open for inspection at the office of the Engineer of Record for the project, Stuart Consulting Group, Inc., located at 1018 Central Avenue, Suite 200, Metairie, Louisiana. Electronic copies of the drawings and specifications can be obtained via a flash drive from the Engineer’s office listed above for a deposit of $20, or from BidSync. Printed copies are not available from the Engineer but arrangements can be made to obtain them through most reprographic firms and plan rooms. Bids for this project may be submitted online at BidSync.

Pursuant to Louisiana Revised Statutes 38:2212 (A)(1)(F) and 38:2212.1(B)(4) vendors/contractors now have the option to submit their bids and bid bonds, electronically. Contractors submitting bids shall be licensed under LA License R.S. 37:2150-2164, Municipal and Public Works Construction and/or Building Construction. Other license classifications may, at the option of the Owner, be considered based upon a thorough review of the Contractor’s past experience. The bidder shall show their license number on the bid and on the sealed envelope submitting the bid.

The Owner reserves the right to reject any and all bids for just cause; such actions will be in accordance with Title 38 of the Louisiana Revised Statutes.

In accordance with R.S. 38:2212 (A)(1)(b), the provisions and requirements stated in the Advertisement for Bids and those required on the Bid Form shall not be considered as informalities and shall not be waived. In accordance with LA R.S. 38:2214.C, bidders may withdraw bids prior to bids being opened.

Each Bidder must deposit with his/her bid, security in the amount of at least five percent (5%) of the total bid price, provided on the specified form and subject to the conditions provided in the Information for Bidders. Sureties used for obtaining bonds must appear as acceptable on the U. S. Department of Treasury Circular 570.

No bidder may withdraw their bid within forty-five (45) days after the actual date of the opening thereof.

All questions must be emailed to chrisb@stuartconsultinggroup.com no later than 4:00 p.m. on the 30th day of July 2024. Responses will be uploaded to BIDSYNC and will be provided directly to all interested parties via email or addendum.

This project is being funded by the U. S. Department of Defense, Office of Local Defense Community Cooperation (OLDCC) under its FY2023 Defense Community Infrastructure Program (DCIP). Accordingly, attention of bidders is called particularly to the required federal contract provisions to be observed.

Any person with disabilities requiring special accommodations must contact the Parish of Plaquemines no later than seven (7) days prior to bid opening.

Prospective bidders, subcontractors, suppliers, etc. are encouraged to attend a Pre-Bid Conference that will be held at Parish Public Works Office (333 F. Edward Hebert Blvd. Building 500, Belle Chasse, LA 70037) at 10:00 AM Central Time on the 25th day of July, 2024. Attendance at the pre-bid meeting is not mandatory.
