Pursuant to provisions of the laws of the State of Louisiana and particularly Title 30 of the Louisiana Revised Statutes of 1950 as amended, and provisions of Statewide Order No. 29-M (LAC 43:XVII, Subpart 5), notice is hereby given that the Injection & Mining Division has prepared a Draft Permit (Order) for the application referenced below and that the Commissioner of Conservation will conduct a public hearing to solicit comments on the Draft Permit. The hearing will be held in the Ward 7 Recreation Gym and Community Center, 1615 Horridge Street, Vinton, Louisiana, 70668 at 6:00 pm on July 25, 2024.
At such hearing, the commissioner or his designated representative will give any interested person the opportunity to present testimony, facts, or oral or written comments relative to the Draft Permit concerning an area-wide application prepared in response to an application by:

Westlake US 2, LLC has applied to the Office of Conservation, Injection and Mining Division to construct and operate one new Class III Brine Extraction (Solution-Mining) well and to amend the boundaries of an area-wide permit at its Starks Salt Dome Facility located in Section 19, Township 9 South, Range 12 W, of Calcasieu Parish. These applications were previously announced in the The Advocate on September 2, 2023, and The Lake Charles American Press on September 5, 2023. The proposed well will be identified as Westlake Brine Well No. 026. Solution mining is proposed to occur initially at an approximate depth of 7,500 feet below ground level. The base of the lowermost underground source of drinking water (USDW) at this location occurs at an approximate depth of 800 feet BGL.

The Draft Permit and Fact sheet are also available for inspection between 8:00 A.M. and 4:30 P.M., Monday through Friday in the Injection & Mining Division Office, Rm. 817, of the LaSalle Building, 617 North 3rd Street, Baton Rouge, LA 70802. In addition, the application package is available on the Louisiana Department of Energy and Natural Resources, Injection & Mining Division website.
Interested parties may also submit written comments at any time prior to or during the public hearing. Written comments concerning the application must be received by the Office of Conservation no later than 4:30 P.M., July 26, 2024.
