The Assumption Parish School Board met in Regular Session on Wednesday, June 5, 2024 at 6:00 p.m. at Assumption Parish Media Center, Napoleonville, LA with President, Lee Meyer, Jr., presiding.

PRESENT: Lee Meyer, Jr. (Ward 2), Andrea Barras (Ward 3), Electa Fletcher Mickens (Ward 4), Joshua Hebert (Ward 5), Daniel Washington (Ward 6), Bambi Hood (Ward 7), Jessica Ourso (Ward 8) & Doris Dugas (Ward 9)

ABSENT: Honoray Lewis (Ward 1)

The meeting was opened in prayer led by Daniel Washington, Board Member (Ward 6), followed by the Pledge of Allegiance led by Andrea Barras, Board Vice-President (Ward 3).

Adoption of Agenda

On motion of Ms. Dugas / seconded by Ms. Hood and unanimously carried - the Board adopted the agenda.

Consent Agenda

a) Approve minutes of May 15, 2024 School Board Meeting;

b) Approve addendum items.

On motion of Ms. Barras / seconded by Ms. Ourso and unanimously carried - the Board adopted the consent agenda.

Reports and Recognition

a) The Board received the Administrative Personnel Report.

b) The Board recognized and honored the following Assumption High School Bass Club Members participating in national competition on Lake Chickamauga in Dayton, Tennessee August 1-3, 2024: DJ Aucoin/Alex Landry/Ridge Mabile/Evan Aucoin

c) Superintendent Barthelemy provided the Board with a final update on school choice.

d) Brandee Gros, Human Resources Director, and Jessica Thibodeaux, Supervisor of Curriculum and Instruction, provided an end of the year report on the “Growing Our Own” program.

Policy and Procedure

a) A motion was made by Ms. Barras / seconded by Ms. Fletcher Mickens to approve the 2024-2025 Student Code of Conduct.

The motion failed with the following roll call vote taken:

YEAS: Barras, Fletcher Mickens

NAYS: Meyer, Hebert, Washington, Hood, Ourso, Dugas

ABSENT: Lewis

ABSTAIN: None

An alternate motion was made by Mr. Hebert / seconded by Ms. Hood to send the entire 2024-2025 Code of Conduct back to the committee to review the Uniform Policy (Clear/Mesh bags) and make a recommendation to the Board for adoption.

The motion passed with the following roll call vote taken:

YEAS: Meyer, Barras, Hebert, Washington, Hood, Ourso, Dugas

NAYS: Fletcher Mickens

ABSENT: Lewis

ABSTAIN: None

b) On motion of Ms. Ourso / seconded by Ms. Dugas and unanimously carried - the Board named The Bayou Pioneer as the official journal for the fiscal year 2024-2025.

Budget

a) On motion of Mr. Hebert / seconded by Ms. Hood and unanimously carried - the Board authorized the Superintendent to begin the process of rolling forward the millages / to the maximum authorized millage.

b) The Board received information on the contract by and between National Institute for Excellence in Teaching (NIET) and the Assumption Parish School Board with approval to be requested at the June 19, 2024 board meeting.

c) The Board received information on the agreement by and between Assumption Parish Schools and Attuned Education Partners, LLC with approval to be requested at the June 19, 2024 board meeting.

d) The Board received information on the amendment to the services agreement with LASARD with approval to be requested at the June 19, 2024 board meeting.

e) The Board received information on the rental agreement with Xerox Financial Services LLC.

f) The Board received information on the license agreement with EDgear of America, Inc.

g) The Board received information on the Leader in Me agreement by and between Franklin Covey Client Sales, Inc. and Assumption Parish Schools with approval to be requested at the June 19, 2024 board meeting.

h) On motion of Ms. Dugas / seconded by Mr. Hebert and unanimously carried - the Board renewed the Intergovernmental Agreement with the Assumption Parish Police Jury for sales tax collections for 2024-2025.

i) On motion of Mr. Washington / seconded by Ms. Barras and unanimously carried - the Board renewed the Intergovernmental Agreement with the Village of Napoleonville for sales tax collections for 2024-2025.

j) On motion of Ms. Barras / seconded by Ms. Ourso and unanimously carried - the Board authorized the Superintendent to re-advertise for bids for the Assumption High School Two Story Building “A” Rehabilitation Project.

k) The Board received information on the request for assistance in funding the 2024 operation of the District Attorney’s Office with approval to be requested at the June 19, 2024 board meeting.

l) A motion was made by Ms. Barras / seconded by Mr. Hebert to convert this agenda item to an action item, approve the insurance renewals through A J Gallagher Insurance for the 2024-2025 fiscal year and to authorize the Superintendent to sign the rejection of uninsured motorist coverage. A public comment period was held and one public comment was heard (and addressed by Mr. Tommy Landry). Following this public comment period, the motion was unanimously carried.

Facilities and Grounds

a) The Board received a maintenance and facilities update from Dwayne Aucoin, Maintenance Supervisor.

Comments and Announcements

Rachel Dugas, Supervisor of Elementary, announced that there will be an Early Childhood Day on June 18, 2024 from 9:00 a.m. until 12:00 p.m. at the Assumption Community Center.

By unanimous consent the Board adjourned at 7:54 p.m.
