AN ORDINANCETO BAN THE SALE OF" Za Za" TIANEPTINE IN THE PARISH OF CATAHOULA, LOUISIANA
WHEREAS, Tianeptine, an unapproved atypical antidepressant with opioid activity at higher doses, being sold in gas stations and convenience stores across the US. Referred to colloquially as "gas station heroin," Tianeptine has been encountered in various forms, including bulk powder and counterfeit pills mimicking hydrocodone and oxycodone.
WHEREAS, Over the past weekend, staff members in our drug chemistry division acquired capsules in Ruston area that have revealed the presence of Tianeptine, particularly sold un the name "Za Za" Tianeptine at various gas stations.
WHEREAS, Analysis conducted earlier this week confirmed the drug's presence within capsules. Additionally, a submission of brown powder from Ouachita Parish detected tianeptine, quetiapine, and fentanyl.
NOW, THEREFORE, BE IT ORDAINED by the Catahoula Parish Police Jury, pursuant to its police powers, it declares and determines that all reasonable steps should and must be taken to prohibit the sale of "Za Za" Tianeptine in Catahoula Parish.
BE IT FURTHER ORDAINED, it shall be illegal for any person to sell "Za Za" Tianeptine in the Parish of Catahoula, Louisiana. Whoever violates the provision of this section shall be fined not more than five hundred dollars ($500.00} or imprisoned for not more than six (6) months or both. Whoever violates the provision of this section for a second offense shall be fined one thousand dollars ($1000.00} or imprisoned for not more than six (6) months, or both. Whoever violates the provision of this section for a third or subsequent offense shall be fined one thousand five hundred dollars ($1500.00} or imprisoned for not more than six (6) months, or both. Further, if the offender is a vendor, seller or retailer licensed to do business in Catahoula Parish, it shall forfeit and/or have all business licenses revoked by the Parish of Catahoula in addition to the above stated penalties.
