The board of Terrebonne Parish Recreation District No. 1 met in public meeting at its meeting place, Oakshire Gym, 5457 Vicari St. Houma, LA 70364, on Monday,March 25, 2024, evening, at 6:00 P.M.

Chairman Mark Amedee read the Notice to the Public statement then called the meeting to order. The Invocation and Pledge of Allegiance was done by Chairman Mark Amedee.
The Board of Terrebonne Parish Recreation District No. 1 was duly convened as the governing authority of said District by Mr. Mark Amedee, Chairman, who then stated the Board was ready for the transaction of business.
Chairman Mark Amedee called for a motion to accept the minutes of the February 26, 2024, Public Meeting as written. On a motion by Peter Verret III seconded by Timothy Ward a motion carried with all others present in favor to adopt the minutes as presented.

Financial Report
A financial status report was delivered to the Board by the accountant in printed format. The reports consisted of income statements, balance sheet, account balances, as well as check registers/deposit detail since the last Board meeting. Other items presented were:
1. Journal entries with backup for the entries, bank reconciliations, as well as deposits and
transfers were available for review upon request.
2. Current cash availability in the checking/investment accounts.
3. Income and expenses were provided.

Old Business
Chairman Mark Amedee opened the floor for an update of the Coteau Bayou Blue Park.
We have added two swings under the pavilion and the dredging of the pond has started. Half of the pond is dredged and one of the fountains has been installed in the water. The parish has been contacted due to alligators in the area. Traps have been set to remove the gators. The dog park features, and waste stations have been installed and the dog park is now open. We have fully stocked Coke machines on site located in front of the concession stand and in the putt-putt hut. Due to drainage issues in the putt-putt, the top layer of grass will have to be removed and replaced with river rocks. The grass removed will be relocated to the low spots in the playground area. The sand has been placed in the planters and we are awaiting topsoil before planting begins. The garbage dumpsters will be coming soon.
Chairman Mark Amedee called for a motion to add on to discuss the rental pricing at Coteau Bayou Blue Park. On a motion by Christine Parr-Vitter seconded by Peter Verret III, carried with all others present in favor to add on to discuss rental prices.

Chairman Mark Amedee opened the floor for discussion of the rental prices at Coteau-Bayou Blue Park. It was discussed that the rental prices would be as follows: $150 large pavilion, $75 small pavilion, $75 concession stand (if not leased). On a motion by Peter Verret III seconded by Justin Ward, carried with all others present in favor of the Coteau-Bayou Blue Park rental prices.

Chairman Mark Amedee opened the floor for discussion of FEMA. The accountant gave the FEMA update. We had our closeout meeting on Wednesday, February 28, 2024, at 1pm to close out all our projects with Hurricane Ida. They have moved to the final step which is GOSHEP.
Chairman Mark Amedee opened the floor for discussion on the Card System for Coteau- Bayou Blue Park. The board discussed the Square previously used by the district. On a motion by Shaun Meche seconded by Christine Parr-Vitter, carried with all others present in favor of using the Square Card System.

Chairman Mark Amedee opened the floor for discussion of a fence around the sewer system / main breaker system at Coteau-Bayou Blue Park. The board discussed putting a fence around the sewer/breaker system to secure the unit from being shut down. Estimates were obtained and the board voted to accept the estimate from Home Depot. On a motion by Shaun Meche seconded by Justin Ward, carried with all others present to accept the fencing estimate from Home Depot.

New Business
Chairman Mark Amedee opened the floor for discussion on the final payment for Coteau-Bayou Blue Park. There is a section of the playground fence which was left open for installation of the playground equipment. Due to miscommunication by the Architect / Contractor, neither party wants to reinstall the fence. A quote of $250 was obtained to have the fence reinstalled. The board has decided to deduct $250 from Capitol Constructions final invoice, Pay App #14, resulting in the final payment totaling $36,752.50. On a motion by Peter Verret III seconded by Shaun Meche, carried with all others present in favor of deducting $250 from Capitol Constructions final payment for Coteau-Bayou Blue Park.

Chairman Mark Amedee opened the floor for discussion to move all Recreation District #1s board meetings to one location. The board discussed holding all meetings moving forward starting May 20, 2024, at the Oakshire Gym located at 5457 Vicari St. Houma, LA 70364. On a motion by Justin Ward seconded by Christine Parr-Vitter carried with all others present in favor to hold all future board meetings at the Oakshire Gym.

Managers Report
The Maintenance Manager gave the managers report. The rain had caused delays, but all our grass cutting is caught up. We changed the boards out on our black utility trailer and replaced the back drop down door on the covered trailer.
