The Harry Tompson Center Redevelopment Project
Advertisement for Bids
Sealed bids will be received by The Harry Tompson Center, Inc until 2:00 PM on May 2, 2024, at the GCHP OFFICE at 1626 ORETHA CASTLE HALVEY BLVD SUITE B, NEW ORLEANS, LA 70113, at which time bids for The Harry Tompson Center Redevelopment Project will be opened and publicly read aloud. The Contract Documents have been prepared by Practis Architecture + Design, 3450 Magazine St New Orleans, LA 70115, Tracie Ashe, tracie@practis.design, 504-593-9074. Bids received after the above time will not be accepted. Any person requiring special accommodations shall notify The Harry Tompson Center, Inc, through their Project Manager Gulf Coast Housing Partnership, Inc, Project Manager, 1626 Oretha Castle Haley Blvd. Suite A. New Orleans, LA 70113, 504-525-2505 x 201, of the types of accommodations required not less than seven (7) days before the bid opening.
All bids shall be submitted in a sealed opaque envelope containing only one bid form and the required documents as described in the Instructions to Bidders which is applicable for this project, and bearing legibly on the exterior the following:
1. Job name and address
2. LA Contractor's license number
Complete Bid Documents for this project are available in electronic form. Electronic Documents can be downloaded at no cost ($0.00) from City Blueprint at https://www.cityblueprintplans.com/
Printed copies are not available from the Designer, but arrangements can be made to obtain them through most reprographic firms. Plan holders are responsible for their own reproduction costs. Questions about this procedure shall be directed to the GCHP Project Manager at:

Bidders who choose to submit their bids electronically shall be through City Blueprint & Supply Company at https://www.cityblueprintplans.com/
GCHP requires the Bidders to attach a certified check, cashier's check, or bid bond, issued in favor of The Harry Tompson Center, Inc, for not more than five percent of the contract price of work to be done, as evidence of good faith of the Bidder. If a bid bond is used, it shall be written by a surety or insurance company currently on the U.S. Department of the Treasury Financial Management Service list of approved bonding companies which is published annually in the Federal Register, or by a Louisiana domiciled insurance company with at least an A- rating in the latest printing of the A.M. Best's Key Rating Guide to write individual bonds up to ten percent of policyholders' surplus as shown in the A.M. Best's Key Rating Guide or by an insurance company in good standing licensed to write bid bonds which is either domiciled in Louisiana or owned by Louisiana residents.
Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2164 for the classification of the Work specified herein. Bidder is required to comply with provisions and requirements of LA R.S.38:2212 (A)(1)(c). No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of LA. R.S. 38:2214.
The Owner reserves the right to reject any and all bids for cause. In accordance with La. R.S. 38:2212 (A) (1)(b), the provisions and requirements of this Section, those stated in the Advertisement for Bids, and those required on the bid form shall not be considered as informalities and shall not be waived.
The successful bidder shall be required to furnish the Owner with a performance bond for 100% of the contract amount prior to the issuance of a contract to perform the work.
A Mandatory Pre-bid Conference will be held on Tuesday, April 2, 2024, at 2:00 PM at the HARRY TOMPSON CENTER located at 1803 GRAVIER STREET NEW ORLEANS, LA 70112. Because the Pre-bid Conference is mandatory, any bids submitted by a bidder not in attendance at the Pre-bid Conference will be rejected without being opened.
The Instructions to Bidders contained in the bidding documents and all requirements contained therein are incorporated into this Advertisement for Bids as if herein completely set forth.
