The Administrative Conference of the City Council of the City of Shreveport, State of Louisiana, was called to order by Chairman Jackson at 3:00 p.m., Monday, February 26, 2024, in the Government Chamber of Government Plaza, 505 Travis Street, Shreveport, Louisiana. Invocation was given by Mayor Arceneaux and the Pledge of Allegiance was led by Councilman Taliaferro. On roll call, the following members were present: Councilwoman Tabatha Taylor, Councilmen Gary Brooks, Jim Taliaferro, Alan Jackson, James Green and Councilwoman Ursula Bowman. 6. 18 Authorizing the City of Shreveport, Louisiana, Purchasing Agent to reject all bids received for Riverview Park Fountain Repairs Bid IFB #23-054 and to otherwise provide with respect thereto.
19 Adopting the system survey and compliance questionnaire required by the Legislative Auditors office of the State of Louisiana and to provide with respect thereto.
20 Authorizing the mayor to execute a cooperative endeavor agreement between the City of Shreveport and the State of Louisiana Department of the Treasury and to otherwise provide with respect thereto. (Project Swim)

24 Authorizing the mayor to enter into a cooperative endeavor agreement with and accept a donation from the Downtown Development Authority, and to otherwise provide with respect thereto.
25 Authorizing an agreement between the City of Shreveport and Overton Brooks VA Medical Center relative to a temporary construction servitude and a permanent servitude on city-owned property, and to otherwise provide with respect thereto.
26 Authorizing a request to be made to the Louisiana Department of Natural Resources, Louisiana State Mineral and Energy Board, to seek public bids for an oil, gas and mineral lease involving the property located in District F and described herein and to execute the lease for certain mineral interests owned by the City of Shreveport; and to authorize the mayor to execute any and all documents related to the intent of this resolution; and to otherwise provide with respect thereto.

Councilman Green: So, just for the record. I am not against the bond proposal. But the way
in which things are done are sometimes more important than the thing itself. Thank you.

District Court Caddo Parish, Louisiana
Motion by Councilman Green, seconded by Councilwoman Bowman, to go into executive
session. Motion approved by the following vote: Ayes: Councilwoman Taylor, Councilmen
Brooks, Taliaferro, Jackson, Green and Councilwoman Bowman. 6. Nays: 0. Out of the

The Council went into executive session at 5:26 p.m. The Executive Session ended at 5:46 p.m.
