LOCAL COMMUNITY NOTIFICATION
NSAEB 603, LLC, a local real estate development company, intends to develop the NSA East Bank Apartments, located at 4400 Dauphine Street, formerly the U.S. Naval Repair Base in the Bywater Neighborhood. Lat/Long (29.961590, -90.032780). GPS Coordinates 29 57' 41.724'' N90 1' 58.008'' W. The project site was listed on the National Register of Historic Places on February 1, 2016. The nature of the project is adaptive reuse of the existing structures. The first phase of the overall development plan consists of the development of Building 603 and Building 602 as 294 units of affordable workforce housing. Building 603 will contain 294 affordable units, 37,745 square feet ground floor retail, and 239 commercial surface parking spaces. 784 covered parking spaces will be located on the 3rd through 6th floors of Building 602 for use by multi-family tenants. The 1st and 2nd floors of Building 602 will be finished as part of Phase II. The development design is pursuing a disaster resilient green building and will include a 1st floor community facility space. Support services for residents are expected to include, but are not limited to, after-school programs, job training seminars, computer access, financial and budgeting seminars, 24-hour video surveillance, and other on-site services. Sources of funds for the project include the following: The development partnership is applying for a HUD 220 loan in the amount of $28,248,800, 4% Low Income Housing Tax Credits in the amount of $48,384,600, State and Federal Historic Tax Credits totaling $53,923,640, City of New Orleans OHCD sources of $8,500,000, and State of Louisiana CDBG-DR PRIME3 NOFA Sources of $20,000,000.
