NATCHITOCHES PARISH LIBRARY BOARD OF CONTROL MEETING MINUTES December 18, 2023

Board Members Present: Thomas Roque, Juliette Moffett, Tracy Brown, Gloria Davis, Karen Terrell, Rene' Lewis, and Library Director Mona Bamburg

Board Members Absent: Dr. Frank Fuller

Guests: Natchitoches Times Editor Nora Drenner, Alan Niette, and Director of Library Operations Vallery Washington.

President Roque called the meeting to order at 12: 10pm.

Invocation was said by Mrs. Rene' Lewis.

Public Comments:

None Minutes:

Motion to approve the minutes as presented of the September 18, 2023, regular meeting was made by Mr. Tracy Brown. Ms. Gloria Davis seconded. Motion carried.

OLD BUSINESS:

Mrs. Bamburg reminded the board members of the last day to complete Ethics and Sexual Harassment Training was 12/3112023.

Mrs. Bamburg gave an update on the proposed branches at Natchez and Robeline. She requested permission to send letters to landowners, who have expressed a willingness to sell, to determine an asking price. Permission granted.

NEW BUSINESS

Motion to accept the resignation of Ms. Carmella Parker from the Natchitoches Parish Library Board of Control was made by Mrs. Karen Terrell. Mr. Tracy Brown seconded. Motion Carried.

Motion was made by Mrs. Karen Terrell to accept the appointment of Mrs. Rene' Lewis to the Natchitoches Parish Library Board of Control replacing Ms. Carmella Parker. Mrs. Juliette Moffet seconded. Motion carried.

Motion was made by Mrs. Juliette Moffett, seconded by Ms. Gloria Davis, to elect Mr. Thomas Roque as President and Dr. Frank Fuller as Vice-President of the Natchitoches Parish Library Board of Control. Motion carried.

Motion was made by Mrs. Rene' Lewis to adopt the Natchitoches Parish Library Open Meeting Disability Accommodation Policy to comply with Act 393. Mr. Tracy Brown seconded. Motion carried.

Motion was made by Mr. Tracy Brown to adopt the additions to the Natchitoches Parish Library Circulation Development Policy to comply with Act 436. Mrs. Karen Terrell seconded. Motion carried

Motion was made by Mr. Tracy Brown to change the mjnimum age of driving a library vehicle to 21years old. Mrs. Juliette Moffett seconded. Motion carried.

Surplus Items:

Motion to declare 1,388 items (Sept-Nov 2023) from collection as surplus was made by Mrs. Karen Terrell and seconded by Mrs. Rene' Lewis. Motion carried.

Reports:

Reports for all departments were distributed and discussed. No action necessary.

The next Library Board of Control meeting will be held on Monday, March 18,2024, at 12:00PM, at the Main Branch of the Natchitoches Parish Library.

With there being no other business, the Library Board of Control meeting was adjourned at 1:26 PM.
