The Police Jury of the Parish of Winn, State of Louisiana, met in Regular Session at its meeting place, the Police Jury Meeting Room of the Parish Courthouse, 119 West Main Street, Winnfield, Louisiana, on Monday, November 20, 2023 at 5:00 p.m. (CST), pursuant to the provisions of a written notice given each and every member thereof, and duly posted in the manner required by law. (Note: President does not vote unless a tie)
There were present: Mr. Joshua McAllister-President, Mr. Kirk Miles-Vice President, Mr. Author Robinson, Mr. Phillip Evans, Mr. Frank McLaren, Mrs. Tammy Griffin and Mrs. Deionne Carpenter.
There were absent: None.
Legal Counsel: None.
President Joshua McAllister called the meeting to order at 5:02 p.m.
Mrs. Tammy Griffin delivered the invocation. Mr. Kirk Miles led the pledge to the flag.

Motion by Mr. Author Robinson to adopt the agenda. Second by Mrs. Deionne Carpenter. Vote taken: 6 yeas. 0 nays. 0 absent. 1 abstained. Motion carried.
Motion by Mr. Phillip Evans to adopt the minutes of October 16, 2023-Regular Meeting and November 8, 2023-Bid Committee Meeting. Second by Mr. Frank McLaren. No discussion. Vote taken: 6 yeas. 0 nays. 0 absent. 1 abstained. Motion carried.
ANNOUNCEMENTS & COMMENTS:
Mrs. Tammy Griffin addresses the Jury. Mrs. Griffin thanks all the Jury members for the time she has spent with each of them, adding it has been a pleasure and a joy. She thanks the Jury for the job they have done. She adds that people do not realize the work that goes on around this table and the hard decisions that are made. Each Juror takes a lot of heat and pressure. She adds that she appreciates and loves each of them. President McAllister states that Mrs. Griffin has done a great job for the people of her district.
President McAllister gives the following announcement. Notice is hereby given that at its meeting to be held on Monday, January 8, 2024 at 5:00 p.m. at its regular meeting place, the Police Jury Room of the Courthouse, 119 W. Main Street, Winnfield, Louisiana, the Police Jury of the Parish of Winn, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held in the Parish of Winn, State of Louisiana to authorize the renewal of a sales and use tax therein.
President McAllister adds that the new Jury will be sworn in on January 8, 2024 and the Regular meeting of the Jury will be held after that on the same day.
Mr. Perry Holmes, Road Superintendent is present this evening. It is noted that a road maintenance and miscellaneous report is filed and in each Jurors folder. He states that he received a letter from the State of Louisiana concerning the off system bridge manager. Every two years, we have an off system bridge program that the Jury can get money from, unfortunately Winn Parish balance is -$933,167. We will not be able to participate in the bridge program just as we havenÕt for several years now. When the new cycle of money come in, that money is paid on this debt. He notes that the interim inspections are done and turned into the State and he is waiting on the final approval for those. As to the Village of Sikes Resolution passed last month, grading on Grady Simmons has been completed but he does not have culverts to replace culverts. He adds that he has had trouble getting rock but has been able to get some today and is starting back on fema projects and some complaints. The road crew is almost finished with fema roads that we have received the money on and will start on other fema roads as that requested money comes in. Mr. Holmes notes that they are still cutting grass at this time. He states that he would like to invite the Jurors to the Louisiana Parish Engineers Association (LPESA) Christmas meeting to be held November 30, 2023 at 11:00 a.m. at the Political Museum. Mr. Holmes is currently the President of this association. He adds there will be Board members from all over the State to showcase our town.
GUESTS:
Mrs. Shirley Tubbs Hall, Justice of Peace Ward 7 is present to discuss the Winn Parish Livestock Ordinance. She addresses the Jury about an ongoing problem with cattle farmers that wonÕt keep their cattle inside their fences. She notes several instances that have occurred, such as vehicles being torn up from hitting a cow on the road, cows tearing up neighborÕs yards and gardens, pooping on carports etc., bulls getting in her pasture that is leased. She is asking the Jury to update and amend the Livestock Ordinance to include private property. President McAllister thanks Mrs. Hall for coming out in this weather to address the Jury on this matter. The matter will be referred to Committee.

Motion by Mr. Kirk Miles to approve the monthly/weekly invoices.

Second by Mrs. Deionne Carpenter. Report includes budget to actual comparison in all major funds. No funds are in the deficit. Report is signed by the Bill Approval Committee, Mr. Kirk Miles, Mrs. Deionne Carpenter and Mr. Joshua McAllister. Vote taken: 6 yeas. 0 nays. 0 absent. 1 abstained. Motion carried.
Motion by Mr. Kirk Miles to adopt a Resolution to assist the Village of Sikes by repairing pot holes to 1st, 2nd and 5th Streets, also repairs to turn in on 2nd Street and McMurray and end of Caney Street where school bus turns (pending School Board approval). Second by Mrs. Deionne Carpenter. Vote taken: 6 yeas. 0 nay. 0 absent. 1 abstained. Motion carried.

Motion by Mr. Kirk Miles to engage the firm of Kolder, Slaven and Company, LLC. to perform the audit of the Winn Parish Police Jury for the calendar years, 2023, 2024 and 2025. Second by Mr. Author Robinson. Vote taken: 6 yeas. 0 nays. 0 absent. 1 abstained. Motion carried.
Motion by Mr. Author Robinson to engage Mrs. Shanna Jones, CPA to review the draft audit report of the Winn Parish Police Jury for calendar year 2023.. Second by Mr. Kirk Miles. Vote taken: 6 yeas. 0 nays. 0 absent. 1 abstained. Motion carried.
