The New Orleans Aviation Board (NOAB) proposes to improve the East Concourse at Louis Armstrong New Orleans International Airport, which consists of the expansion of the Main Terminal building, the customs baggage inspection system (CBIS), the adjacent terminal apron, as well as the construction of a new Taxiway H (Proposed Project). The Proposed Project would provide five additional gates by expanding the eastern end of the Main Terminal building and reconfiguring the existing Concourse C gate layout to meet forecasted growth. Grading and building limits of the expansion would affect the current location of Gates C4 and C6 and require the decommissioning of Gate C2. The northern portion of the existing Terminal Apron east of Concourse C is showing aging distresses. The Terminal Apron would be partially reconstructed and expanded to accommodate the additional gates in addition to the construction of Taxiway H which would provide access to the gates. The Proposed Project would also include stormwater, electrical, lighting, and hydrant fuel line upgrades within the Project Area.
The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by FAA Order 1050.1F. Per Executive Order 11988, Floodplain Management, NOAB and FAA have determined the proposed project components are located within the 100-year floodplain. NOAB and FAA are presently identifying and evaluating the potential impacts, if any, on the floodplain. The Proposed Projects impact on the floodplain is anticipated to be negligible and would not result in an adverse impact on the floodplains natural and beneficial floodplain values. The encroachment would not affect existing infrastructure, would not have adverse impacts to the floodplains natural and beneficial values, would not have a high probability of loss of human life, would not affect safe airport operations, and would not interrupt aircraft services.
