5808246 August 1, 2023 CPSB Building, Grounds, and Security Committee Members present - Chair Barry Rachal, Jasmine Green, Christine Tharpe, Mary Trammel, and Steve Umling. Also present were board members Dr. Terence Vinson, Don Little, Dr. Bonita Douzart, Darrin Dixon and Superintendent Lamar Goree, and Attorney Reggie Abrams Mr. Rachal called the meeting to order at approximately 2:00 p.m., and he led the Invocation and the Pledge of Allegiance. Athletic Facilities Update. Chief Operations Officer, Patrick Greer, presented updates on the Asphalt Tracks located at Huntington, Southwood, and Woodlawn, along with the turf field updates at Northwood High School and Booker T. Washington High School. Mr. Greer shared the progress pictures at Lee Hedges Stadium. He gave the status of the long-term lease request of the Byrd Baseball Field at LSU-S and explained the entry/exit modification to the complex. Mr. Greer stated that the City of Shreveport proposed to CPSB a Cooperative Endeavor Agreement to use Valencia Park for the home softball field of Caddo Magnet High School. General Information. Mr. Greer explained the relevant history of the property owned by CPSB in the Hosston, LA, area and how it relates to the location of Paradise Baptist Church, specifically the one-acre tract adjacent to the church. Listing Agent's Report. Laurel Brightwell, Caddo's listing agent, reported a purchase offer for the Barret Paideia site in the amount of $425,000.00 and said she had inquiries about Stoner Hill Elementary and Northside Elementary, as well as interest in the 79th Street (land) property. Ms. Brightwell recommended that the district accept the offer for the Barret Paideia site and order an appraisal for the Stoner Hill Elementary site. She also recommended price reductions for the 79th Street (land) and the Oil City Elementary/Middle School site. Staff Recommendations. Mr. Greer recommended that the Building, Grounds, and Security Committee recommend to the Board approval to accept the terms of the purchase offer by MGM Development, LLC to purchase the Barret Paideia site for $425,000.00. He noted a community meeting scheduled for Stoner Hill on August 14th at 6:00 p.m. at the Valencia Park Community Center and recommended that an appraisal be ordered for this property. Mr. Greer added that a community meeting for Northside Elementary School would be held on August 17th at 6:00 p.m. at Green Oaks Performing Arts Academy. Mr. Greer explained that in alignment with Ms. Brightwell, staff recommends a price reduction for 79th Street (land) from $42,525.00 to $39,690.00 (70% appraised value of $56,700.00) and a price reduction for the Oil City site from $663.000.00 (appraised value) to $464,000.00 (70% appraised value). Additionally, Mr. Greer stated that there are three options for the one-acre tract adjacent to Paradise Baptist Church 1) Order the Church to be moved off of CPSB Property, 2) List the one-acre tract for sale at a percentage of the appraised value of $12,350.00, 3) List for sale the portion of the tract occupied by the Church, plus an additional 25 feet around that area. After discussion, Ms. Trammel moved, seconded by Ms. Green, to recommend to the Board to continue negotiating terms for the purchase offer for Barrett Paideia Academy in the amount of $425,000.00 from MGM Development, LLC. The vote on the motion carried unanimously. Ms. Trammel moved, seconded by Mrs. Tharpe, to recommend to the Board to reduce the 79th Street (land) property from $42,525.00 to $39,690.00. The vote on the motion carried, with Mr. Umling opposed. Mr. Umling moved, seconded by Ms. Green, to recommend to the Board to reduce the Oil City Elementary/Middle School site from $663,000.00 to $464,000.00. The vote on the motion carried unanimously. Ms. Tharpe moved, seconded by Ms. Trammel, to list the one-acre tract of land owned by CPSB in Hosston, LA, at the appraised value. The vote on the motion carried, with Ms. Green opposed. Adjourn.
