Vinton, LA August 19, 2023
The Nibletts Bluff Park Commission, Ward 7, Calcasieu Parish, Louisiana met in regular session at the regular meeting place of said Commission, 3409 Nibletts Bluff Road, Vinton, LA 70668 on August 16, 2023, at 6:00 PM.

President Shull called the meeting to order.
Commissioner McCaughey made a motion to accept the minutes from the last meeting. Commissioner Courville seconded motion and motion carried.
The clerk presented the profit and loss, bank reconciliation and financials. Commissioner McCaughey made a motion to accept the financials, second by Commissioner Freeman and motion carried.
Commissioner Courville made a motion to pay the bills. Commissioner Freeman seconded motion and motion carried.
President Shull set public hearing date of September 20, 2023, at regular meeting to accept nomination for expiring terms of two commissioners.
Commissioner McCaughey informed the Commission that several trees needed to be removed again. He has received one quote and has contacted two other companies for quotes. He is also going to contact Wilkinson Tree Farm about a meeting for tree replacement in the Park. He had Entergy come out to the Park and check the electrical situation coming into the Park. It was noted that one transformer will be changed to a larger one but everything else was in order according to Entergy. Commissioner McCaughey presented two quotes for road repairs on the 2-year-old road done by RC Paving that is not holding and out of warranty by one year. RC Paving quoted $95, 676.00 and Emulsified Asphalt, Inc. quoted $51,876.00 for repairs to existing road. Commissioner Courville made a motion to hire Emulsified Paving to do the repair work. The clerk informed the Commission that part-time employees cannot work over 31 hrs. weekly. Parttime employees will be part time and not seasonal parttime so therefore no seasonal hours were set. She informed the Commission that a new form from LAWC must be filed quarterly with each employee wage information along with a new hire report also to be filed.
Commissioner Jowers made a motion to give President Shull the authority to move the CD at First Horizon Bank to First Federal Bank. Commissioner Hubert seconded motion and motion carried.
Commissioner Courville made a motion to give Commissioner McCaughey authority to apply for three credit cards in the names of Brett McCaughey with $10,000.00 limit, Linda Keeling and Brandon Boudreaux each with a $5,000.00 limit through First Federal Bank of Louisiana. Commissioner Jowers seconded motion and motion carried. Clerk asked if card could run from first of month to end of month for bookkeeping purposes.
Commissioner McCaughey will meet with Commissioner Harbert on the allowing of golf carts in the Park. They will establish the rules and give them to the office. The allowance of golf cart was done by motion in 2022.
There being no other items on the agenda listed, a motion to adjourn was made by Commissioner Freeman seconded by Commissioner Courville and carried.
