A REGULAR MEETING OF THE LAFOURCHE PARISH COUNCIL, PARISH OF LAFOURCHE, STATE OF LOUISIANA, WAS SCHEDULED FOR TUESDAY, JULY 11, 2023 AT 5:00 P.M., HELD AT THE MATHEWS GOVERNMENT COMPLEX, 4876 HIGHWAY 1, MATHEWS, LOUISIANA AND LIVE-STREAMED ON LAFOURCHE PARISH GOVERNMENTS FACEBOOK PAGE.
The Lafourche Parish Council was duly convened as the Governing Authority of said Parish by Mr. Armand Noonie Autin, Chairman, who then stated that the Lafourche Parish Council was ready for the transaction of business at 5:00 p.m.
Proceedings of the meeting were called to order with the following:

Chairman Autin announced that the invocation would be led by Mr. James Jim Wendell. The Council then recited the Pledge of Allegiance led by Mr. Aaron Bo Melvin.
APPROVAL OF MINUTES
The first item (1) on the agenda was a motion to accept the minutes of the June 13, 2023 Regular Session meeting. (Deferred from the 06/27/2023 LPC Meeting)
A motion was offered by Mr. Melvin, seconded by Mr. Arabie, and carried by a vote of (8) yeas, (0) nays, and (1) absent Mr. Gros.
The next item (2) on the agenda was a motion to accept the minutes of the June 27, 2023 Regular Session meeting.
A motion was offered by Mr. Jones, seconded by Mr. Adams to defer the June 27, 2023 Regular Session minutes, and carried by a vote of (8) yeas, (0) nays, and (1) absent Mr. Gros.

CERTIFICATE OF RECOGNITION
The next item (3) on the agenda was Parish President, Archie Chaisson, to present a Certificate of Recognition to Mr. Herb Theriot for his years of volunteer service to the first responders and citizens of Lafourche Parish.

PRESENTATIONS AND/OR UPDATES
The next item (4) on the agenda was the Parish President to recognize LPG Employee of the Month and/or WOW Employee(s) for the month of June, 2023.
Ms. Kristy Chiasson, who works in the Human Resources Department, was recognized as the Lafourche Parish Government Employee for the month of June, 2023. Kristy is always smiling and willing to help others as much as possible. She is a great team player and goes above and beyond for her team, even being readily available while on vacations. Also, she has been an instrumental help with executing innovative projects and strategies. Lafourche Parish Government is very fortunate to have such a reliable, dedicated, and knowledgeable employee.
There was no one recognized as the Lafourche Parish Government WOW Employee for the month of June, 2023.
LEGAL ADVISOR REPORT
The next item on the agenda was the Legal Advisor Report.

ENGINEERS AND ARCHITECT REPORTS
The next item on the agenda was a presentation of planned, presently on going, recently completed or other projects by appropriate engineering firms engaged by the Parish.
Mr. John Plaisance, GIS Engineering, 16878 W. Main Street, Cut Off, Louisiana, gave a report on the following projects: Butch Hill Pump Station, Ludevine Pump Station, Valentine Pontoon Bridge Rehab, Grand Bayou Freshwater Reintroduction, Waste Collection Facility, Hurricane Ida Pump Station Rehabilitations, North Barrios Street Drainage Improvements, Eunice Allemand Pump Station Rehab, and the Lockport Elevated Boardwalk (Phase II & III).

PUBLIC WISHING TO ADDRESS THE COUNCIL (PUBLIC HEARINGS, AGENDA ITEMS, ETC.)
The next item on the agenda was Public Wishing to Address the Council (Public Hearings, Agenda Items, Etc.).
Mr. Ernest Boudreaux, 261 Catherine Street, Lockport, Louisiana, addressed the Council about a benefit that will be held on Saturday, July 15th, for Ricky Chiasson. A brief discussion then ensued.
Ms. Debbie Melvin, 322 Cedar Tree Drive, Thibodaux, Louisiana, addressed the Council about not immediately dissolving the Fifth Ward Drainage District No. 5 as the result of the passage of the last tax referendum.
PUBLIC HEARING AND ORDINANCES FOR RATIFICATION
A motion was offered by Mr. Jones, seconded by Mrs. Chiasson, to open the Public Hearing, and carried by a vote of (8) yeas, (0) nays, and (1) absent Mr. Gros.
The next item (5) on the agenda was an ordinance to install a Caution Autistic Child In Area sign to be placed on the edge of the lot at 212 Wintergreen Street where it is most visible in both directions of that area, Thibodaux, Louisiana, Ward (3), District (4), Parish of Lafourche, State of Louisiana; and providing for the placement of a Caution Autistic Child In Area sign as stated above.
A motion was offered by Mr. Melvin, seconded by Mr. Adams. Chairman Autin asked three times if anyone from the public wanted to speak on the proposed ordinance. Hearing none, Chairman Autin asked if there was any discussion from the Council.
Chairman Autin acknowledged for Parish President Chaisson to have the floor.
Parish President Chaisson said, Mr. Chairman, I just have a question. And we talked about this a little bit this morning in our staff meeting when we went through the agenda. But weve done a lot of these over the last three and a half years, and I know theres no penalty attached to these. So, if you guys would like to speed up the process, when you do this, if you guys want to call Public Works and just put in a work order and go install the sign. Theres really, I dont know if theres necessarily a need to do an actual law and put a law in the books to go put up a sign that doesnt have a penalty attached to it. It would speed up things from a constituent review perspective, if they are asking you to do it, and its much less work for us to have to go through all the paperwork, I know on your staff side as well. So, I just want to throw that out there.
Mr. Melvin said, Yeah, Id be happy to email. Do I email Dillon straight, or what? Because I know, Im not saying this, but in the past, first term maybe, I mean there were some challenges sometimes where we needed to have an ordinance because then it was going to get done. Where sometimes if you sent it, you didnt know if was getting done. Thank you.
Chairman Autin said, Yeah, Ive had some done in Archies old neighborhood through Dillon. He then acknowledged for Mr. Lorraine to have the floor.
Mr. Lorraine said, The reason why you do it by ordinance, Archie, is because its on file, its on record, and you have it by law. When you get a storm and you do this by just turning it in, three quarters of it you forget about it. But when you have it, written down, by ordinance, by law, how many times have I called you Ms. Carleen to research it because they didnt put back the signs, right.
Ms. Carleen Babin, Council Clerk, said, Oh many times.
Mr. Lorraine said, And after you send it them, what happened?
Ms. Carleen Babin, Council Clerk, said, It went up.
Mr. Lorraine said, The signs went up. Thats why you do it by ordinance. Its real easy to do it by sheet of paper, or whatever, but do it by ordinance and its law.

ORD. NO. 6796 TO INSTALL A CAUTION AUTISTIC CHILD IN AREA SIGN TO BE PLACED ON THE EDGE OF THE LOT AT 212 WINTERGREEN STREET WHERE IT IS MOST VISIBLE IN BOTH DIRECTIONS OF THAT AREA, THIBODAUX, LOUISIANA
The next item (6) on the agenda was an ordinance to install Fifteen (15) Miles Per Hour Speed Limit, Caution: Children At Play and Speed Checked By Radar signs at the beginning, middle and end of West 137th Street, Galliano, Louisiana, Ward (10), District (9), Parish of Lafourche, State of Louisiana; providing for the placement of Fifteen (15) Miles Per Hour Speed Limit, Caution: Children At Play and Speed Checked By Radar signs as stated above; and providing penalties for the violations thereof.

The next item (7) on the agenda was an ordinance to install No 18 Wheelers signs at the entrance of 3235 at Safari Heights and LA 1 at Safari Heights, Cut Off, Louisiana, Ward (10), District (9), Parish of Lafourche, State of Louisiana; requiring the placement of No 18 Wheelers signs; and providing penalties for the violations thereof.
A motion was offered by Mr. Lorraine, seconded by Mr. Arabie. Chairman Autin asked three times if anyone from the public wanted to speak on the proposed ordinance. Hearing none, Chairman Autin asked if there was any discussion from the Council.
Chairman Autin acknowledged for Mr. Lorraine to have the floor.
Mr. Lorraine said, Yeah, I just want to say that theres one resident that wasnt happy with this, but thats one resident. They have about 30 other residents that live there that complain about trucks passing. And if you go look in my district, I have just about every street from Golden Meadow north with a No 18 Wheelers except one, the hospital street, because that one can take it, and thats the reason why. So, this guy thats talking about it, hyping, emailing, well dont forget youre not the only one that lives there. Appreciate your support.

ORD. NO. 6798 TO INSTALL NO 18 WHEELERS SIGNS AT THE ENTRANCE OF 3235 AT SAFARI HEIGHTS AND LA 1 AT SAFARI HEIGHTS, CUT OFF, LOUISIANA
The next item (8) on the agenda was an ordinance providing for a 2023 Supplemental Appropriation (23-008) within the 2023 Operations and Maintenance Budget to cover the cost of E Sport Summer Camp and 3 Golf Camps for the summer of 2023; and authorizing the Parish President to sign, execute and administer said transactions as provided for by Article VI of the Lafourche Parish Home Rule Charter.
A motion was offered by Mr. Adams, seconded by Mr. Jones. Chairman Autin asked three times if anyone from the public wanted to speak on the proposed ordinance. ORD. NO. 6799 PROVIDING FOR A 2023 SUPPLEMENTAL APPROPRIATION (23-008) WITHIN THE 2023 OPERATIONS AND MAINTENANCE BUDGET TO COVER THE COST OF E SPORT SUMMER CAMP AND 3 GOLF CAMPS FOR THE SUMMER OF 2023

The next item (30) on the agenda was a proposed ordinance providing for a 2023 Supplemental Appropriation (23-006) within the 2023 Operations and Maintenance Budget correcting the Drainage Fund Budget, amending the Library Budget and establishing the Opioid Abatement Fund; and authorizing the Parish President to sign, execute and administer said transactions as provided for by Article VI of the Lafourche Parish Home Rule Charter.
A motion was offered by Mr. Jones to introduce the above stated proposed ordinance.
The next item (31) on the agenda was a proposed ordinance approving a lease agreement between JBon Properties, LLC and Lafourche Parish Government for a counseling service location to serve clients affected by the opioid epidemic; and authorizing the Parish President to sign, execute and administer said agreement and any and all relevant documents.
A motion was offered by Mr. Autin to introduce the above stated proposed ordinance.
The next item (32) on the agenda was a proposed ordinance abolishing the Drainage District No. 1 and the Fifth Ward Gravity Drainage District No. 5 Boards within Chapter 34 of the Lafourche Parish Code of Ordinances; and authorizing the Parish President to sign, execute and administer any and all relevant documents.
A motion was offered by Mr. Wendell to introduce the above stated proposed ordinance.
The next item (33) on the agenda was a proposed ordinance approving a non-warranty cash sale agreement for property adjudicated to Lafourche Parish Government located at 107 Myrtle Delaune St., Lockport, LA 70374, Assessment No. 0041449836, for a minimum starting bid of $5,620.00; and authorizing the Parish President to sign, execute and administer said cash sale and any and all relevant documents.
A motion was offered by Mr. Autin to introduce the above stated proposed ordinance.
The next item (34) on the agenda was a proposed ordinance approving a non-warranty cash sale agreement for property adjudicated to Lafourche Parish Government located at 2237 Hwy 308, Thibodaux, LA 70301, Assessment No. 0052833700, for a minimum starting bid of $5,620.00; and authorizing the Parish President to sign, execute and administer said cash sale and any and all relevant documents.
A motion was offered by Mr. Adams to introduce the above stated proposed ordinance.
The next item (35) on the agenda was a proposed ordinance amending and re-enacting Chapter 22 of the Lafourche Parish Code of Ordinances as it pertains to Land Development; and authorizing the Parish President to sign, execute and administer any and all relevant documents.
A motion was offered by Mr. Autin to introduce the above stated proposed ordinance.
The next item (36) on the agenda was a proposed ordinance providing for a 2023 Supplemental Appropriation (23-010) within the 2023 Operations and Maintenance Budget and Capital Outlay Budget increasing the budget to include the CWEF Funding and increase for the Valentine Pontoon Bridge; and authorizing the Parish President to sign, execute and administer said transactions as provided for by Article VI of the Lafourche Parish Home Rule Charter.
A motion was offered by Mr. Autin to introduce the above stated proposed ordinance.
The next item (37) on the agenda was a proposed ordinance providing for a 2023 Supplemental Appropriation (23-011) within the 2023 Operations and Maintenance Budget increasing the budget for the 2023 Courthouse Security; and authorizing the Parish President to sign, execute and administer said transactions as provided for by Article VI of the Lafourche Parish Home Rule Charter.
A motion was offered by Mr. Autin to introduce the above stated proposed ordinance.

RESOLUTIONS
The next item (38) on the agenda was a resolution reappointing one (1) commissioner to the Veterans Memorial District (Ward 10) of the Parish of Lafourche Board.
A motion was offered by Mr. Lorraine to reappoint Benjamin Conner, seconded by Mr. Arabie, and carried by a vote of (8) yeas, (0) nays, and (1) absent Mr. Gros.
RES. NO. 23-182 REAPPOINTING ONE (1) COMMISSIONER TO THE VETERANS MEMORIAL DISTRICT (WARD 10) OF THE PARISH OF LAFOURCHE BOARD
The next item (39) on the agenda was a resolution reappointing one (1) member on the Fire Protection District No. 2 Board.
A motion was offered by Mr. Arabie to reappoint John Arvello, seconded by Mr. Wendell, and carried by a vote of (8) yeas, (0) nays, and (1) absent Mr. Gros.
RES. NO. 23-183 REAPPOINTING ONE (1) MEMBER ON THE FIRE PROTECTION DISTRICT NO. 2 BOARD
The next item (40) on the agenda was a resolution rescinding Resolution No. 23-077 that accepted the low quote of Blouin Fence and Shutter, Inc. in the amount of $6,250.00 for contractor services related to nuisance abatement, concerning the demolition of condemned structure located at 137 West 154th St., Galliano, LA 70354, Assessment #0101911800; and authorizing the Parish President to sign, execute and administer any and all relevant documents.
A motion was offered by Mr. Lorraine, seconded by Mr. Arabie, and carried by a vote of (8) yeas, (0) nays, and (1) absent Mr. Gros.
RES. NO. 23-184 RESCINDING RESOLUTION NO. 23-077 THAT ACCEPTED THE LOW QUOTE OF BLOUIN FENCE AND SHUTTER, INC. RES. NO. 23-186 RESCINDING RESOLUTION NO. 23-073 THAT ACCEPTED THE LOW QUOTE OF BLOUIN FENCE AND SHUTTER, INC. Mr. Dillon Baronne, Director of Public Works, presented a report on the following projects: Leighton Pump Station Canal, Carol Street, Tregle Outfall, Belle Helene, California Street, Cement Lined Ditch in the Country Club, Green Acres Drive, Bayou Choupic Lane, Labutte Pump Station, Hwy 304, Hwy 307, Jennifer Street, Peanut Lane, Stacy Drive, Canal Lane, X Bypass Road, Hodson Lane, Greenville Street, Brocato Lane, Treasure Drive, Cyprien Pump Station, Pecan Street, Scenic Overlook, New Haven Street, Al Robichaux Pump Canal, Falgout Outfall, East 23rd Street, West 106th Street, Cote Blanche Bridge, West 185th Street, West 13th Street, Highland Oaks Ave, Johnny Dufrene Drive, Triple Oaks, and Ridgefield Road. Next, he went over the work that was done in the office of the Department of Public Works for the month of June: 0 Permanent Servitudes Acquired, 1 Major Subdivision Inspection & 3 Property Re-Division Reviews, 13 Culvert Permits & 3 Fence Permits Issued, 322 Work Requests Received, 83 Permits Reviewed for Compliance, 1 Right-of-Way De-dedicated, 28 Projects in Design Phase, 10 Projects Under Construction, 0 Projects Out for Bid, and 0 Projects Complete. He then answered questions from the Council Members.

QUESTIONS FOR THE ADMINISTRATION
The next item on the agenda was of any Questions for the Administration.
Chairman Autin acknowledged for Mr. Arabie to have the floor.
Mr. Arabie said, So, Mr. Chaisson.
Parish President Chaisson said, Yes sir.
Mr. Arabie said, Can you give me a little update on whats happening with the Elizabeth Square Apartments. I understand were going to be going out on bid pretty quick with this, if thats a true statement.
Parish President Chaisson said, So, they, I guess, the 2nd, so that would have been what, two weeks ago, I told Bob to start working, Solid Waste to start working on getting quotes for it. So, they are doing that. Im hopeful well have something on the next agenda to approve. If not, itll probably be that first meeting in August, and then theyll get started after that. Theyll have 60 days to take it down like all the other demo projects that we have.
Mr. Arabie said, Alright. Because I was kind of told that maybe, I just kind of heard through the grapevine that, you know, that well probably be going out on bid pretty short, you know, shortly on it.
Parish President Chaisson said, He should be doing it already.
Mr. Arabie said, Yeah. Well, just speed that up when we can. Thank you.
Chairman Autin said, The Blouin Fence Company, we are not going to accept any more bids, Im taking it.
Parish President Chaisson said, Public Bid Law says we kind of have to take them. There was a couple of them that he went over that 60-day timeline, a couple of them the homeowners completed on their own. So, we pulled them from him anyway. So, well just deal with that as we go forward.
Chairman Autin said, Gottcha. I know one of the other contractors said he went way under bid on some of that and thats why, so anyway. And the only thing I have is not really, I guess its kind of just if there is any discussion. I know Ive asked Dillon about maybe making a public post about lilies, I dont know if weve done that yet or not, and where we stand. I dont know if youre aware of it, if not I can make it. If you can mention something that would be great.
Parish President Chaisson said, Yeah. I had a conversation with Mr. Rabalais, the Freshwater District, trying to get a timeline for when their boat would be ready. If not, if there was a way to put their equipment on one of our boats, and use one, like our driver and their guys to spray it since they have the aquatic license, so we can start to hit that stuff. So, we are going to try to work that out in the next couple of days.
Chairman Autin said, Great, much appreciated. I know the residents started hitting me in May because we know that once we get overwhelmed its hard to catch up. And when they closed the water control structure, it really got bad, you could almost walk across in certain areas of the bayou. So, I just wanted the public to be aware that the boats down for the Bayou Lafourche Freshwater District and thats what were waiting on right now.
