The board of Terrebonne Parish Recreation District No. 1 met in public meeting at its regular meeting place, Oakshire Gym, 5457 Vicari Street, Houma, LA 70364 on Monday,July 31, 2023, evening, at 6:00 P.M.

The Board of Terrebonne Parish Recreation District No. 1 was duly convened as the governing authority of said District by Mr. Mark Amedee, Chairman, who then stated the Board was ready for the transaction of business.
Chairman Mark Amedee called for a motion to accept the minutes of the June 26, 2023L Public Meeting as written. On a motion by Teri Chatagnier seconded by Peter Verret Ill a motion carried with all others present in favor to adopt the minutes as presented.

Mr. Amedee called for public comment.
Mr Wayne Thibodeaux, 2603 West Main St, Gray La 70359, addressed the board as to why the handicap swing which was purchased has not yet been installed at the Randolph Park. The installation was put on hold under the direction of a previous district manager due to location and turf installation requirements. The new district manager will research this project further.
Financial Report
A financial status report was delivered to the Board by Debbie Bourg/ Accountant in printed format. The reports consisted of income statements, balance sheet, account balances, as well as check registers/deposit detail since the last Board meeting. Other items presented were:
1. Journal entries with backup for the entries, bank reconciliations, as well as deposits and transfers were available for review upon request.
2. Current cash availability in the checking/investment accounts.
3. Income and expenses were provided.
Chairman Mark Amedee called for a motion to accept the financial report as presented. On a motion by Christine Parr-Vitter seconded by Timothy Ward a motion carried with all others present in favor to accept the financial report as presented.

Old Business
Chairman Mark Amedee opened the floor for discussion of food sales at Coteau-Bayou Blue Park. The lease contract will be drawn up to reflect District #1 to receive a percentage of the gross profit generated from concession sales. We will advertise the concession space for bids.
Chairman Mark Amedee opened the floor for discussion on Hurricane Ida Disaster(FEMA). We have been having conference calls with FEMA, GOSHEP, State of Louisiana and The Sulzer Group (our consultants). All work is completed except for the lighting on the fields at the Randolph and Schriever Park. The Lighting repairs had been held up due to rain delays. Once the lights are finished our projects will be able to move through the completion process of FEMA for funding.
Chairman Mark Amedee will give additional updates on the Coteau-Bayou Blue Parkafter the architect, Mr. John Campo, gives his presentation at Item #6 on the agenda.
Chairman Mark Amedee opened the floor for discussion of signage for parks. We have been having unauthorized and unpermitted gatherings at various parks. The TPCG Risk Management Department will be addressing the Recreation Advisory Board regarding this issue. On a motion by Teri Chatagnier seconded by Christine Parr-Vitter carried by all others present the matter of signage will be tabled until the next meeting after TPCG Risk Management speaks to the Recreation Advisory Board.

New Business
Chairman Mark Amedee opened the floor for discussion on the Coteau-Bayou Blue Park by the Architect, Mr. John Campo. Mr. Campo spoke on the progress of the park. The putt-putt hut will have an interesting Cajun design, there will be a Cajun themed kiosk which will provide informational local culture, the waterlines have been installed and tested, the sewerage work is about to begin, the power has been ran to the site by SLECA, the inside and outsides of the buildings are almost complete and the cypress sign for the park's main entrance is in fabrication.
He also stated there were some issues the contractors encountered on the project which caused some delays. They are requesting Rec. Dist. #1 grant an extension of 66 more days which would put the project completion date at the end of August.
They would also like to change the scope of the work to re-assign back to Rec. Dist. #1 the installation of the playground equipment ($127,500) and the pond project ($7,500) for a total of $135,000.
On a motion by Peter Verret Ill seconded by Christine Parr-Vitter carried with all others present in favor to extend the contract completion date 66 more days to the end of August and to re-assign the installation of the playground equipment and the pond project to Rec. Dist. #1.

Chairman Mark Amedee stated Ms. Karen Moore resigned from Recreation District #1 Board. Her resignation date was 7/5/2023. Ms. Moore will no longer be a signee at the bank. Ms. Christine Parr-Vitter will be replacing her.
Chairman Mark Amedee opened the floor for discussion of the use of the company vehicle. The company vehicle can be taken home by the district manager. The vehicle is limited to company use only.
Chairman Mark Amedee stated due to Item #9 on the agenda currently being under investigation this item cannot be discussed at this time. On a motion by Teri Chatagnier seconded by Peter Verret Ill carried with all other present in favor to table this matter until the next meeting.

Manager's Report
District Manager Mike Mones gave the manager's report. Within the next two weeks he will begin working on installing a play tunnel out of culverts for the children at Oakshire, Schriever, and Randolph Parks. They have been watering sod and trees at the Coteau-Bayou Blue Park daily.
The next Board meeting is set for 6:00 P.M. on August 28,2023@ Oakshire Gym. The meeting adjourned at 6:45 PM . On a motion by Teri Chatagnier seconded by Christine Parr-Vitter.
