5784458 SUMMARY MINUTES SHREVEPORT CITY COUNCIL ADMINISTRATIVE CONFERENCE July 24, 2023 The Administrative Conference of the City Council of the City of Shreveport, State of Louisiana, was called to order by Chairman Green at 3:01 p.m., Monday, July 24, 2023, in the Government Chamber of Government Plaza, 505 Travis Street, Shreveport, Louisiana. Invocation was given by Councilwoman Taylor and the Pledge of Allegiance was led by Councilman Taliaferro. On roll call, the following members were present: Councilwoman Tabatha Taylor, Councilmen Gary Brooks (arrived at 3:07 p.m.), Jim Taliaferro, James Green and Ursula Bowman. 5. (F/Green)(Postponed until September 26, 2023) 95 Dedicating the 500 Block of Sassafras Avenue in honor of Habakkuk "BayBay" Terrell, and otherwise providing with respect thereto (B/Brooks) 98 Granting a variance from certain provisions of Chapter 34 of the Code of Ordinances relative to flood hazard prevention and otherwise providing with respect thereto. 99 Authorizing the mayor to execute a cooperative purchasing agreement between the City of Shreveport and the City of Bossier, and otherwise providing with respect thereto. 100 Authorizing submission of the 2023 Annual Action Plan to the United States Department of Housing and Urban Development (HUD) and to otherwise provide with respect thereto 101 Authorizing a request to be made to the Louisiana Department of Natural Resources, Louisiana State Mineral and Energy Board, to seek public bids for an oil, gas and mineral lease involving the property located in District A and described herein and to execute the lease for certain mineral interests owned by the City of Shreveport; and to authorize the mayor to execute any and all documents related to the intent of this Resolution, and to otherwise provide with respect thereto. (A/Taylor) 102 Authorizing the City of Shreveport, Louisiana, Purchasing Agent to reject all proposals received for Herbicide Applications to Cross Lake by Boat. Proposal RFP #23-815 and to otherwise provide with respect thereto 103 A Resolution providing for canvassing the returns and declaring the results of the Special Election held in the City of Shreveport, State of Louisiana, on Saturday, April 29, 2023 and to promulgate the results thereof. B. INTRODUCTION OF RESOLUTIONS (NOT TO BE ADOPTED PRIOR TO AUGUST 8, 2023) 104 Authorizing the acceptance of a donation from the North Shreveport Business Association Foundation, Inc., and to otherwise provide with respect thereto. 105 Granting a variance from certain provisions of Chapter 34 of the Code of Ordinances relative to flood hazard prevention and otherwise providing with respect thereto 106 Authorizing the Mayor of the City of Shreveport to sign an approval of the assignment by Cypress Energy Partners, LLC of an oil and gas lease to Paloma Natural Gas, LLC, and to otherwise provide with respect thereto. C. INTRODUCTION OF ORDINANCES (NOT TO BE ADOPTED PRIOR TO AUGUST 8, 2023) 72 Amending the City of Shreveport, Louisiana, 2023 Capital Projects Fund Budget, appropriating the funds authorized herein and to otherwise provide with respect thereto. 73 Amending the 2023 Community Development Special Revenue Fund Budget and to otherwise provide with respect thereto 74 Authorizing an encroachment into the City's public right-of-way located at 813 King Place, as more fully described herein, and to authorize the Mayor, or his designee, to execute an encroachment permit with JDRO Properties, LLC and to otherwise provide with respect thereto. 75 Levying and authorizing the collection of various taxes totaling 17.770 mills per dollar on all property subject to ad valorem taxation within the City of Shreveport, Louisiana, for the year 2023, in the amounts and for the purposes described herein, and to otherwise provide with respect thereto. 76 Levying and authorizing the collection of a tax of 11.3180 mills per dollar on all property subject to ad valorem taxation within the City of Shreveport, Louisiana for the year 2023, for the purpose of paying principal and interest on the outstanding general obligation bonds of the City of Shreveport, and to otherwise provide with respect thereto 77 Levying and authorizing the collection of a tax of 9.040 mills per dollar on all property subject to ad valorem taxation within the bounds of the Downtown Development District, of the City of Shreveport, Louisiana, as defined by LA. R.S. 33:2740.38, for the year 2023, in the amounts and for the purposes described herein, and to otherwise provide with respect thereto. 78 To amend portions of Article XIII Electronic Traffic Enforcement Section 90 of the City of Shreveport, Louisiana, Code of Ordinances, and to otherwise provide with respect thereto (A/Taylor, E/Jackson) 79 To amend Sections 90-520 and 90-521 of the City of Shreveport, Louisiana, Code of Ordinances, relative to the hearing officers for electronic traffic enforcement, and to otherwise provide with respect thereto. 80 Zoning Case No: 23-94-C: An ordinance to amend the official zoning map of the City of Shreveport Unified Development Code, by rezoning property located westside of Woolworth Drive, approximately eight hundred and seventy-five-feet south of Shirley Francis Road, Shreveport, Caddo Parish, LA., from R-A Rural-Agricultural Zoning District to I-1 Light Industrial Zoning District, and to otherwise provide with respect thereto (G/Bowman) 81 Zoning Case No: 23-98-C: An ordinance to amend the official zoning map of the City of Shreveport Unified Development Code, by rezoning property located northwest corner of Creswell Avenue and Herndon Street, Shreveport, Caddo Parish, La., R-HU Highland Urban Conservation Residential Zoning District to R-HU Highland Urban Conservation Residential Zoning District (PUD) Planned Unit Development District, and to otherwise provide with respect thereto (B/Brooks) D.
