Bids for Tulane University Hazard Mitigation Program Percival Stern Hall (Bldg U019) and Robert Sharp Hall (Bldg. #U042, will be received from bidders by the Owner on Thursday, 10 August, 2023, 2:00PM at the offices of Tulane University, c/o Karen M. Boudreaux, Facilities Services, 6823 St. Charles Avenue, Building #U085, New Orleans, Louisiana, 70118.

Proposals will be opened publicly after the time stated for receiving bids, and the results of the bidding will be announced at the direction of the Owner. Any bid received after the established time or electronically will be returned unopened. Any person requiring special accommodations shall notify the Architect, of the types of accommodations required not less than seven (7) days before the bid opening.

Bids shall be accepted from Contractors who are licensed under La. R.S. 37:2150-2163 for the classification of Building Construction. Bidder is required to comply with provisions and requirements of LA R.S.38:2212 (A)(1)(c). No bid may be withdrawn for a period of forty-five (45) days after receipt of bids, except under the provisions of La. R.S. 38:2214.

The Owner reserves the right to reject any and all bids for cause; such action will be in accordance with Title 38 of the Louisiana Revised Statutes. In accordance with La. R.S. 38:2212 (A) (1)(b), the provisions and requirements of this Section, those stated in the advertisement for bids, and those required on the bid form shall not be considered as informalities and shall not be waived.

Complete Bidding Documents for this project are being distributed in electronic form on behalf of the Designer by ARC Document Solutions. They may be obtained without charge and without deposit from the Public Plan Room at ARC Document Solutions: Email: metairie@e-arc.com. Printed copies are not available from the Designer but arrangements can be made to obtain them through most reprographic firms. Plan holders are responsible for their own reproduction costs. A MANDATORY Pre-Bid Conference and Walkthrough will be held on Monday, 24 July 2023. Bidding Documents contain additional information on time and location. Prospective bidders must attend the conference and walkthrough in order to submit a bid.

Builders Risk (All risk) insurance shall be purchased and maintained by the contractor as stated in the form of agreement between the owner and the contractor for the construction project in addition to contractors other required insurances.

All bids shall be accompanied by bid security in an amount of five percent (5.0%) of the sum of the base bid and all alternates.

Performance and payment bonds each in the amount of 100% of the total of the bid amount are required as stated in the bidding requirements.

The Invitation to Bid contained in the bidding documents and all requirements contained therein are incorporated into this advertisement for bids as if herein completely set forth.
