The New Orleans Aviation Board (NOAB) proposes to construct a shuttle-bus roadway (Proposed Project) providing connectivity bid of Louis Armstrong New Orleans International Airport (MSY). The Proposed Project is envisioned as a two-lane roadway approximately 14,500 feet in length largely paralleling the Air Operations Area (AOA) perimeter fence line along Runway 2/20, west of Jerome S. Glazer Airport Access Road, and extending between the North Terminal and the South Terminal. The 40-foot-wide bus corridor would be located inside the Runway Safety Area (RSA) and Runway Object Free Area (ROFA) provisional areas but inaccessible from the Vehicle Service Road (VSR) and located outside the AOA fence line. The City of New Orleans owns, and the New Orleans Aviation Board (NOAB) operates, the airport, which is located 11 miles west of downtown New Orleans and is bounded by Veterans Memorial Boulevard to the north, Jerome S. Glazer Airport Access Road to the east, Airline Drive to the south, and Crofton Road to the southwest/west.).
The environmental review, consultation, and other actions required by applicable federal environmental laws for this project are being, or have been, carried out by FAA Order 1050.1F. Per Executive Order 11988, Floodplain Management, NOAB and FAA have determined the proposed project components are located within the 100-year floodplain. NOAB and FAA are presently identifying and evaluating the potential impacts, if any, on the floodplain. The actions impact on the floodplain is anticipated to be negligible; therefore, will not result in an adverse impact on the floodplains natural and beneficial floodplain values. The encroachment will not impact existing infrastructure, will not have adverse impacts to the floodplains natural and beneficial values, will not have a high probability of loss of human life, safe airport operations will not be affected, and aircraft services will not be interrupted.
If requested, a Public Meeting to review the project and provide comments will be granted in conjunction with FAA policy and floodplain review.
