Minutes of a Coulee Baton Gravity Drainage District No.1 Board of Commissioner’s Regular meeting held on April 20,2023 at 6:00 P.M. in the Meaux/Nunez Volunteer Fire Department, 9124 Romules Rd. Abbeville, Louisiana 70510.
Mr. Jerome Meaux President.
The regular meeting was called to order.

Also present: Mrs. Pamela Ebanks (Clerk)
Guest: Mr. Kessel Ebanks Sr.
The Bills were passed around for the Board to review.
The Board was mailed the minutes of March 16,2023 with their meeting notice. Upon motion of Mr. Jimmie J. Meaux Sr. seconded by Mr. Jamie Stelly and unanimously carried the minutes of March 16,2023 were adopted as presented.
Treasurer’s Report:
The Clerk presented a report of deposits since our last meeting.
Exhibit I
Upon motion of Mr. Jamie Stelly seconded by Mr. Jimmie J. Meaux Sr. and unanimously carried the Treasurer’s report of $236,800.13 in the Maintenance Fund was accepted.
Supervisor’s Report:
Mr. Jerome Meaux advised the Board that the Drainage Project in the Area of 696 to Cheneau Road is complete which had not been done in several years. The excavator moved to the Meaux’s property because all was not completed last year.
The following completions from the Improvement List:
• 696 to Cheneau Rd Drainage Project
The following new projects were added to the Improvement List.
New Projects:
• Mr. Glynn Broussard’s Sister (Mrs. Beverly Monsure) on Nanson Rd area Drainage to clean.
• Chemical to Spray T-Moutte area drainage E. Broussard and Sagrera Property.
Upon motion of Mr. Jimmie J. Meaux Sr. seconded by Mr. Jamie Stelly and unanimously carried the Supervisor Report was adopted.
Secretary’s Report:
• Present and adopt 2023 millage 19.78 which is the same as last year. We are unable to roll forward. Read resolution and call for a vote.
RESOLUTION
BE IT RESOLVED, that the following millage(s) are hereby levied on the 2023 tax roll on all property subject to taxation by COULEE BATON GRAVITY DRAINAGE DISTRICT NO. 1:
MILLAGE
MAINTENANCE 19.78 mills
BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of VERMILION, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2023, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner provided by law.
The foregoing resolution was read in full, the roll was called on the adoption thereof, and the resolution was adopted by the following votes:

ABSTAINED: None
ABSENT: Mr. Joshua Andrus
Upon motion of Mr. Jimmie J. Meaux Sr. seconded by Mr. Jamie Stelly and unanimously carried the Board gave Mr. Jerome Meaux President the authority to sign the millage documents.
• Present letter to Health Department for 16824 Junuis Rd Abbeville, LA 70510 for Mrs. Kristi Broussard Roy and Mr. Justin Roy’s sewer system. The Letter was emailed to the Roy’s on April 4th, 2023, along with the right of way grant and request for assistance forms for that location.
Upon motion of Mr. Jimmie J. Meaux Sr. seconded by Mr. Jamie Stelly and unanimously carried the Letter to the Health department for 16824 Junius Rd Abbeville, LA 70510 was accepted.
• The last invoices, checks front and back have been emailed to Mr. Richard Minvielle for the Balance of the $50,000 grant. We have already received $24,398.00. The balance is 25,602.00.
Upon motion of Mr. Jamie Stelly seconded by Mr. Jimmie J. Meaux Sr. and unanimously carried the Secretary’s Report was adopted.
Old Business:
The Board also discussed Boat Repair, Mr. Brian Hollier advised he didn’t have time to bring the Boat to get prices to repair the Boat.
Upon motion of Mr. Jimmie J. Meaux Sr. seconded by Mr. Jamie Stelly and unanimously carried the Old Business was adopted.
Upon motion of Mr. Jimmie J. Meaux Sr. seconded by Mr. Jamie Stelly and unanimously carried the following bills were approved and or ratified for payment.
