SPECIAL BUSINESS 4.1 Appointment to Council Member, Division A, to fill the unexpired term of Kayla Menard-Reaux who resigned her position effective April 3, 2023. Motion made by Ken Stansbury, seconded by Matt Romero, that the appointment to Council Member, Division A, to fill the unexpired term of Kayla Menard-Reaux who resigned her position effective April 3, 2023, be tabled to a special meeting. OTHER BUSINESS 7.1 Nancy Maraist to request a variance to waive the required minimum depth of 200' for commercial development in order to allow for residential development at the 3900 Block of Verot School Road. Motion Approved. 7.2 Claire Morley to request a variance to waive the required greenbelt from 15' to 5' and to reduce the required driveway from 36' to 25' for a commercial business located at 2513 Bonin Road. Ms. Morley stated that she is interested in purchasing this property to house an 800 sq. ft. photography studio, inclusive of a parking lot and courtyard. Motion made by Simone B. Champagne, seconded by Lindy Bolgiano, granting a variance to waive the required greenbelt from 15' to 5' and to reduce the required driveway from 36' to 25' for a commercial business (photography studio) located at 2513 Bonin Road, and further that said variance is strictly granted for this business only. Should ownership of this property change, any new business that would require new and/or additional construction on this parcel shall come before the Council for all variances. Motion Approved. 7.3 Consider amending the 2022-2023 Budget in the amount of $500,000 for property acquisition and construction of Velassco Crossing Extension. Mr. Bolgiano requested that a cost estimate be obtained to curb and gutter this extension. He also questioned if a turning lane on Chemin Metairie would be considered. Mayor Ritter advised that it could be considered as part of the Chemin Metairie Widening Project, but cost dependent. Motion made by Matt Romero, seconded by Ken Stansbury amending the 2022-2023 Budget in the amount of $500,000 for property acquisition and construction of Velassco Crossing Extension. Motion Approved. 7.4 Consider amending the 2022-2023 Youngsville Police Department Budget in an amount up to $40,000 for the purchase of a vehicle and equipment within state contract. Deputy Chief Gabe Thompson advised that the unmarked unit has high mileage and requires monthly repairs due to engine & transmission failure, costing around $800-$1,200 a month. Motion made by Lindy Bolgiano to amend the 2022-2023 Youngsville Police Department Budget in an amount up to $40,000 for the purchase of a vehicle and equipment within state contract. Motion failed for the lack of a second - Mr. Stansbury advised that he had further questions regarding the vehicle request. Discussion continued. Motion made by Ken Stansbury, seconded by Lindy Bolgiano to amend the 2022-2023 Youngsville Police Department Budget in an amount up to $40,000 for the purchase of a vehicle and equipment within state contract. To break the tie Mayor Ken Ritter voted "YEA", in favor of the budget amendment for said purchase. Motion approved. 8. RESOLUTIONS 8.1 Resolution No. 2023-09 - A Resolution authorizing the City Attorney to obtain a law firm for an independent investigation of the Youngsville Chief of Police on behalf of the City of Youngsville. City Attorney Wade Trahan stated that he solicited 6 HR law firms and received 1 package but anticipates 2-3 additional submissions from other interested firms. He advised that additional time is needed and requested that this item be tabled to the next regularly scheduled Council meeting of May 11, 2023. Motion made by Matt Romero to table Resolution No. 2023-09. Mayor Ritter advised that there are members of the public that wish to address the Council regarding this matter. Sports Complex: FNA to begin April 24. Collegiate Tennis Tournament Sept 15-17. USA Powerlift April 22. Senior Olympic Pickleball Tournament May 6. MMA May 27. Pony Girls World Series to return in 2024-2025. Splash Pad - opening schedule coming soon. LUS running fiber to Foster Park. Working on new website for parks and recreation & redesigning Sports Complex website to be more mobile friendly. Road Projects: o 2022 Roadway Project: Almonaster finish paving next week. Marteau to be paved next. Crest Circle paving finished yesterday. 2-3 weeks getting into Field Crest. o Hwy. 89 and Fortune Rd Extension- contractor will start clearing and grubbing, removal of trees and shrubs. Finished design & permitting of water sewer. Goal is to have GMP for May. Detention Ponds - Installing intake and outfall structures at 1010 Fortune Rd. Finished excavating Pond 1 at Bailey Grove continuing work on remaining ponds. Coulee Lassalle working on finishing smaller pond in back. Anslem Coulee grant is providing funding for extra nature base solutions for an inviting space for the public. Wastewater Plant will need to apply for a new DEQ permit to add post aeration, etc. Streetscape - complete except for punch list items that are on back-order. Water Plant - waiting on Water Sector Rate Study and permitting. Acknowledged Youngsville Cheer Club through Next Level Athletics for competing at the National Championship. 10.2 Council Announcements Members of the Council thanked the Division A applicants, advising that they would be reaching out to discuss their interest.
