WEDNESDAY, SEPTEMBER 21, 2022

5:00 p.m.

The Vernon Parish Police Jury met in Special Session, Wednesday, September 21, 2022 at 5:00 p.m. in the Police Jury meeting room with the following members PRESENT: James B. Jim Tuck President, Marvin Hilton, Douglas Doug Roshong, Reginald Reggie Johnson, Scottie Benjamin, Charnel Bailey, Malcolm Dean Mitchell, David Brister, Curtis Clay Vice President, and Steven Quintin Thompson. The following members were ABSENT: Alton David Fox and Kenny Haymon.

The Vernon Parish Police Jury was convened as the governing authority of the Parish of Vernon, by Mr. James B. Tuck, President, and was then ready for the business on the agenda.

The invocation was given by Mr. Curtis Clay and the Pledge of Allegiance was led by Mr. Reginald Reggie Johnson.

The President asked if there was any public comment on any agenda items; there was none.

The President made the following Announcement of Public Meeting: Notice is hereby given that at its meeting to be held on Thursday, October 13, 2022 at 10:00 a.m. at its regular meeting place, the Parish Government Complex Building, 300 S. 3rd Street, 2nd Floor, Leesville, Louisiana, the Police Jury of the Parish of Vernon, State of Louisiana, plans to consider adopting a resolution ordering and calling an election to be held in Road District No. Three, Vernon Parish, Louisiana to authorize the continuation of ad valorem taxes therein.

A motion was made by Mr. Johnson, seconded by Mr. Benjamin to award the following bids to the lowest responsive and qualified bidder as follows:

2022 Road Overlay (excluding asphalt):

Apeck Construction: Chip Seal $138.32 square yard

Apeck Construction: Asphalt Road Leveling $259.93 ton

Apeck Construction: Lime Conditioning $2,386.75 ton

Apeck Construction: Soil Cement $1,396.74 ton

Apeck Construction: Asphalt Grinding $9.86 square yard

The jury awards the bid to Apeck Construction.

Gooseneck Trailer: Kaufman Trailers: 2022 $70,055.00

H&E Equipment: 2022 $132,613.66

The jury awards the bid to Kaufman Trailers.

Water Truck (used): H&E Equipment: 2018 Freight Liner $59,735.00

United Rentals: 2015 F-750 $68,000.00

The jury awards the bid to H&E Equipment, pending successful vehicle inspection.

Recycler and Stabilizer:

NEW 2022 Wirtgen America, Inc. WR200XLI $602,812.50

USED 2020 Bomag RS 460 RS 460 $425,000.00

The jury awards the bid to Wirtgen America, Inc. for the new stabilizer.

There being no further business to discuss, a motion was made by Mr. Bailey, seconded by Mr. Roshong and carried.
