Minutes of a regular meeting of the Vermilion Parish Waterworks District No. 1 held on October 31, 2022, with

Mr. Hubert Faulk presiding as Chairman.

Chairman Mr. Hubert Faulk called the meeting to order at 5:00 p.m. and immediately following, Mr. Kendrick Trahan led with the Pledge of Allegiance and then a moment of silence was observed.

TIME ON AGENDA

Upon a motion by Mr. Bradley Duhon, duly seconded by Mr. Glenn Duhon, and unanimously carried, approving a Resolution giving preliminary approval to the issuance of not exceeding Three Million Two Hundred Eighty-two Thousand Dollars (3,282,000) of Water Revenue Bonds of Waterworks District No. 1 of the Parish of Vermilion, State of Louisiana, and providing for other matters in connection therewith.

Chairman Mr. Hubert Faulk motioned for a roll call vote to adopt a resolution giving preliminary approval to the issuance of not exceeding Three Million Two Hundred Eighty-two Thousand Dollars (3,282,000) of Water Revenue Bonds of Waterworks District No. 1 of the Parish of Vermilion, State of Louisiana, and providing for other matters in connection therewith.

Upon a motion by Mr. Kendrick Trahan, duly seconded by Mr. Bradley Duhon, and unanimously carried, to give the Chairman Mr. Huber Faulk authority to sign an Application for a Parity Waiver from USDA Loans.

Upon a motion by Mr. Glenn Duhon, duly seconded by Mr. Kendrick, and unanimously carried, the minutes of September 26, 2022, were approved as presented.

ENGINEERING BUSINESS

Mr. Todd addressed the board regarding the Waterline Repair at La-82 and Theall Road. The waterline is 100% complete.

Upon a motion by Mr. Kendrick Trahan, duly seconded by Mr. Bradley Duhon, and unanimously carried, to approve Contract Change Order#1 to adjust contract quantities to as-built quantities for the Waterline Repair at La-82 and Theall Road. This change order will increase the contract by $3,839.00 for a final contract price of $131,843.80.

Upon a motion by Mr. Glenn Duhon, duly seconded by Mr. Kendrick Trahan, and unanimously carried, to approve PPE#1 to Bihm Construction in the amount of $131,843.80 for the Waterline Repair at La-82 and Theall Road.

Upon a motion by Mr. Bradley Duhon, duly seconded by Mr. Glenn Duhon, and unanimously carried, to approve invoice # 25335 in the amount of $3,780.00 to Sellers & Associates, Inc. for easement and USACE permit.

Mr. Todd Vincent addressed the board regarding Waterline Extension along Sellers, Aaron, Sumac and Russ Road. The contractor has completed 90% with Russ Road. The contractor needs to pressure test, chlorinate, and install services.

This work is expected to be complete on Monday.

Mr. Todd Vincent addressed the board regarding the USDA Phase VII Water System Improvements. Round 2 water sector application is under review. Scores are expected to be released in November.

Upon a motion by Mr. Kendrick Trahan, duly seconded by Mr. Glenn Duhon, and unanimously carried, to approve invoice # 25381 in the amount of $3,000.00 to Sellers & Associates, Inc. for the preparation and submittal of the Round 2 Water Sector Application.

Mr. Todd Vincent addressed the board regarding the Waterline Relocation along LA-82 (East of Columbus). Sellers & Associates, Inc have received approval from LDH & DOTD. Quotes for this project were received on October 31, 2022. The results were as follows:

Bihm Construction $131,657.70

EB Feucht $233,570.00

Upon a motion by Mr. Glenn Duhon, duly seconded by Mr. Bradley Duhon, and unanimously carried, to recommend award of the contract to the lowest bidder Bihm Construction.

Upon a motion by Mr. Glenn Duhon, duly seconded by Mr. Bradley Duhon, and unanimously carried, to request authorization for Fayetta Dupre to prepare the rate analysis as required by LDH.

ACCOUNTING BUSINESS

The September 2022 Accounting reports and Budget to actual statement were presented and reviewed and the 2023 Budget was also presented.

ADMINISTRATIVE BUSINESS

Upon a motion by Mr. Bradley Duhon, duly seconded by Mr. Kendrick Trahan, and unanimously carried, the invoices due for October in the amount of $255,111.16 were approved as presented.

Upon a motion by Mr. Glenn Duhon, duly seconded by Mr. Kendrick Trahan, and unanimously carried, to approve the New Kaptel agreement for the Upgraded Mitel 6867 Phone System.

SYSTEM MANAGER

The September 2022 Operations Summary Reports were presented and reviewed.

COMMISSIONER BUSINESS

Mr. Kendrick Trahan addressed the Board regarding the Discharge Pipe at the Kaplan Plant. Mr. Kendrick Trahan received approval from the state regarding amending the original permit and getting Sellers & Associates to mark up the permit changing the 10” effluent with a 16” effluent.

Mr. Hubert Faulk advised those in attendance that the next monthly meeting of the Waterworks District No. 1 Board would be on November 28, 2022, at 5:00 p.m. at the Water District conference room located in the Water District office building. In accordance with the Americans with Disabilities Act, if you are in the need of special assistance, please contact Marla Rose at 337-898-8345 and also describe the assistance that is necessary. Contact regarding this assistance should be made 2 weeks prior to the meeting.
