Underwriting Services for Airport Revenue Bond Sales

Request for Qualifications:

The City of New Orleans (City), acting by and through the New Orleans Aviation Board (NOAB), is requesting submittals from firms (Proposers) to provide underwriting services. Proposals are requested to be submitted from individual underwriting firms only and not from joint ventures, partnerships, or a firm proposing to engage other firm(s) to provide underwriting services on its behalf.

Pursuant to this Request for Proposals (RFP), NOAB expects 1) to form a pool of underwriters from which syndicates will be selected for bond issuances during the five-year term of the award and 2) to select a syndicate for the upcoming Series 2023 bond issuance. Underwriters selected to serve in the syndicates will work with management, the financial advisors, and counsel on the NOABs bond transactions. Underwriters will be selected for a particular bond issue based on the experience and expertise of the firm and the type of bond and financing structure under consideration. Such selection may be made with or without the issuance of a subsequent RFP with respect to the specific transaction or the need for interviews. The term shall be a period of five (5) years at the sole discretion of NOAB. The NOAB reserves the right, in its sole and absolute discretion, to add or remove firms from the pool during the term for any reason and no rights are created by a firms selection to participate in the pool of firms or as part of the Series 2023 bond transaction.

Copies of the solicitation and related information are available at the Citys purchasing website: www.purchasing.nola.gov.

Instructions:

PLEASE NOTE: Due to current COVID-19 restrictions, Proposers are strongly encouraged to submit the following electronically via email to seth.leger@nola.gov (cc: procurement@flymsy.com), not later than, Friday, October 28, 2022 at 4:00 PM C.T.

a. One (1) digitally signed response in PDF format, titled RFP #2537: UNDERWRITING SERVICES FOR AIRPORT REVENUE BOND SALES.

b. A signed cover letter including the companys name, address and primary contact for the request for qualifications. The primary contact information shall include submitter name, telephone, and email address.

c. Proposers must complete all required attachments and submit along with the electronic proposal submissions.

For proposals submitted via sealed envelope:

Proposers should submit the following to the Department of Finance/Bureau of Purchasing, Attention: Chief Procurement Officer, Assistant Purchasing Administrator, City Hall, 1300 Perdido St., Room 4W07, New Orleans, LA, not later than Friday, October 28, 2022 at 4:00 PM C.T.

a. Proposers should provide six (6) bound and tabbed copies of the proposal in a sealed envelope; envelope should be marked RFP #2537: UNDERWRITING SERVICES FOR AIRPORT REVENUE BOND SALES.

b. Proposers should also provide two (2) digitally signed proposals in searchable PDF format: one (1) on a CD or DVD, and one (1) on a flash drive.
