Public Meeting
September 15, 2022
Mayor Danny Moore and Council of The Village of Creola, Parish of Grant, State of Louisiana, met in their regular meeting place, the Creola Town Hall, at 6:00 p.m. on the 15th day of September 2022.
The meeting was brought to order by Mayor Danny Moore who led the pledge of allegiance followed by a moment of silence.
The following members were present: Mayor Danny Moore, Alderwoman Aimee White, Alderman Calvin Vogel, and Alderman Brandon Randall. Also present: Village Clerk Tiffany Reitzell. Village Attorney Brian Mosley was not in attendance.
Village Clerk Tiffany Reitzell did roll call.
A quorum was present, the agenda of meeting posted September 14, 2022.
Mayor Danny Moore opened the meeting for a period of public comments on any agenda items.
August 17, 2022 minutes were presented to council; Alderwoman Calvin Vogel made a motion to approve the minutes as written, seconded by Alderman Brandon Randall; Yeas 3; Nays 0; accepted.
Old Business:
Alderman Calvin Vogel made a motion to approve the monthly financial statement, seconded by Alderman Brandon Randall, Yeas 3; Nays 0; accepted.
New Business:
Thomas David from Pan American Engineers was in attendance and presented a resolution to the council for the village to apply for LGAP grant. Alderman Brandon Randall made a motion to adopt the resolution to apply for the LGAP grant, seconded by Alderman Calvin Vogel; Yeas;3; Nays; 0; ACCEPTED.
Mayor Moore advised the council that there had recently been a request sent to the Village from Cade Fletcher at GPSO about upcoming potential weather threats and displacement options. Mayor Moore advised council that the Village of Creola did sign up with GPSO and if any questions should arise to be in contact with Cade Fletcher at GPSO.
Russell Sarpy from Emergent Enforcement Solutions was in attendance and addressed the council on his technology services who have partnered with Quick PD. Mr. Sarpy has done a 3 day speed study for Creola. The council, police department, and Mr. Sarpy discussed the operations at length. The council decided to bring the information before Judge Jones and Attorney Mosley to get their input on the possible implementation.
Police Department Update:
Assistant Chief Mattox gave an update of violations, arrests, calls for service, fuel used, hours paid/worked, and fines collected. AC Mattox asked the council if the police department could participate in the Creole Festival and the Pecan Festival in November. The council advised that as long as Creola was covered first, then the officers could participate in other parades. AC Mattox updated the council on the detail work being done for Stantec.
Calvin Vogel left meeting at 7:09 pm.
Jay Molinary asked the council for a new police unit. Alderman Brandon Randall made a motion that the Village will cover $17,190. toward the unit, the police department will be responsible for the remainder of cost to come from the police department budget. Alderwoman Aimee White seconded; Yeas;2; Nays; 0. ACCEPTED.
Open Discussion:
Mayor Moore gave the update that the DOTD has not yet answered the annexation north project. The application has been turned over to the governor’s office.
Alderwoman Aimee White made the motion to adjourn, second by Brandon Randall; YEAS; 2; NAYS; 0; MEETING ADJOURNED @ 7:32.
