Solicitation Summary
Jefferson Parish Housing Services Development District (JPHSDD) is seeking proposals from qualified Developer Partner(s) to participate in our Repositioning of Public Housing Opportunities. The JPHSDD has identified 1 site totaling 200 units for repositioning. In addition, JPHSDD intends to submit additional Section 18 applications to HUD for approval.
This RFQ will address two initial sites totaling 200 units at the Acre Road Site. The JPHSDD is planning a new construction utilizing tax-credits and other funding. The selected developer(s) will assist JPHSDD in converting the site into Mixed Financed Multifamily developments. JPHSDD reserves the right to select one respondent or make multiple awards based upon its needs and priorities, but the strong preference is to utilize one developer.
We are seeking a developer who can provide financial resources to assist with the development of these projects. JPHSDD intends to undergo a conversion, converting its public Housing development to Mixed-use. The Developer Partner will assist JPHSDD through this process and advise JPHSDD staff on financing strategies, rules and regulations, and the application process.
Respondents must include corresponding resumes, and evidence of recent successful experience in financing, developing, rehabilitating, constructing, owning and/or operating similar properties. Respondents must demonstrate they have experience with at least three HUD mixed-finance or project-based voucher transactions.
Following the submission of proposals on September 9, 2022, JPHSDD will make a decision based on the requirements and evaluation criteria contained within RFQ JPHSDD-2022- DEV. The tentative contract award and official launch of the program is estimated to be no sooner than November 2022.

The JPHSDD will acknowledge proposals received on or before September 9, 2022 at 4:30 P.M. (CST). Proposals received after this date and time will not be accepted.
The Jefferson Parish Housing Services Development District reserves the right to reject any or all proposals, to advertise for new proposals to accomplish this solicitation by any means determined to be in the best interest of the JPHSDD. JPHSDD staff will evaluate proposals to determine the best proposal to satisfy the needs of JPHSDD.
