Jennings, Louisiana June 8, 2022 The Jefferson Davis Parish Police Jury met in a Regular Session on the above date, in the Police Jury Meeting Room of the Sidney Briscoe Building located at 304 North State Street, Jennings, LA., at 5:00 P.M. The following members were present: District 1: Donald Woods; District 2: John Marceaux; District 3: Marcus Peterson; District 4: Kori Myers; District 5: ; District 6: Melvin Adams; District 7: ; District 8: Wayne Fruge; District 9: Curt Guillory; District 10: Byron Buller; District 11: Butch Lafargue; District 12: Owen Cormier; District 13: Chad Talbot LANCE PERSON, Legal Counsel Absent: TIM MCNIGHT, District 5; STEVE EASTMAN, District 7 The meeting was called to order by Vice-President Curt Guillory. Mrs. Gary gave the Invocation and Mr. Woods led the Jury in the Pledge of Allegiance. It was moved by Mr. LaFargue, seconded by Mr. Peterson, and carried, to approve the minutes of the meeting held on May 18, 2022, as written and submitted. Mr. Marceaux reported the Finance Committee meeting was held on Monday, June 6, 2022, at 7:00 A.M. All bills were reviewed and declared in order with the Committee recommending approval. It was moved by Mr. Marceaux, seconded by Mr. Woods, and carried, to pay the following bills, to wit: •GENERAL FUND; $ 17,618.72 •COOPERATIVE EXTENSION SERVICE; 15,912.69 •E911 & 911 WIRELESS; 35.00 •CRIMINAL COURT; 9,538.18 •COURTHOUSE MAINTENANCE; 6,398.20 •SUB ROAD DISTRICT #1; 11,413.90 •SPECIAL WARD, ROAD & BRIDGE 66,813.01 •REGIONAL CONSOLIDATED JAIL ; 57,428.94 •FIRE DISTRICT #1; 744.25 •FIRE DISTRICT #2; 2,487.35 •FIRE DISTRICT #3; 6,209.09 •FIRE DISTRICT #4; 5,135.63 •FIRE DISTRICT #5; 1,563.17 •FIRE DISTRICT #6; 8,394.96 It is the recommendation of the Finance Committee to make the following payments: DRC - $130,037.88 and KDF - $130,037.88. Mr. Marceaux made the motion, seconded by Ms. Myers, and carried, to approve the Finance Committee’s recommendation as stated. Additionally, the Finance Committee recommends approving a Maintenance Service Agreement with Taylor Power Systems for the period of June 1, 2022 to June 1, 2023 for the 911 Tower Generator at a cost of $1,205.00. The motion was made by Mr. Marceaux, seconded by Mr. Woods, and carried, to accept the recommendation of the Finance Committee. The Finance Committee recommends obtaining the services of Eagle View for a 9-inch aerial imagery parishwide for the GIS Mapping system and to further request reimbursement from ARPA funds. It was moved by Mr. Marceaux, seconded by Mr. LaFargue, and carried, to approve the recommendations as stated. Finally, it is the recommendation of the Finance Committee to purchase twenty-five (25) heavy duty panels and one (1) fan for the Arena to be paid with Special Revenue funds. The motion was made by Mr. Marceaux, seconded by Mr. Fruge, and carried, to accept the Committee’s recommendation. The Police Jury resolved itself into the Zoning Commission Board of Review to receive public comments in connection with a request received from Lowell Hinchee and Linda Hallbauer for a change in zoning classification from A-1 to C-1 for a tractor sales location located on Hwy 26, Jennings, in Section 22, Township 9 South, Range 3 West. No public comments were received. Mr. Talbot made the motion, seconded by Mr. Cormier, and carried to approve the change in zoning classification. Mr. LaFargue abstained from voting on the matter. The motion was made by Mr. Talbot, seconded by Mr. Peterson, and carried, with Mr. LaFargue abstaining, to accept the Zoning Commission Board of Review’s recommendation as stated, to adopt the following Ordinance, to-wit: ORDINANCE NO. 2395 AN ORDINANCE amending the Jefferson Davis Parish Zoning Map to reflect the rezoning of certain property from A-1 Agricultural/Residential to C-1 Commercial said property belonging to LOWELL HINCHEE AND LINDA HALLBAUER, being located in Jefferson Davis Parish, Louisiana. BE IT ORDAINED BY THE POLICE JURY OF JEFFERSON DAVIS PARISH, LOUISIANA, IN REGULAR SESSION CONVENED ON JUNE 8, 2022 THAT: The Jefferson Davis Parish Zoning Map is hereby amended to reflect the rezoning from A-1 Agricultural/Residential to C-1 Commercial for a tractor sales facility, on the following property belonging to LOWELL HINCHEE AND LINDA HALLBAUER, to wit: Beginning 50’ West of the Southeast corner of NW 22-9-3, W725’ N300.4’ E725’ S300.4’ to Beginning. THUS, DONE AND PASSED BY THE POLICE JURY ON JEFFERSON DAVIS PARISH, LOUISIANA, on this 8th day of June, 2022. The Police Jury resolved itself into the Zoning Commission Board of Review to receive public comments in connection with a request received from Damian and Shonda Zaunbrecher for a change in zoning classification from A-1 to C-1 for a commercial kitchen for a catering facility with pickup, located at 5395 Bryan Road, Jennings. No public comments were received. Mr. Fruge made the motion, seconded by Mr. Buller, and carried to approve the change in zoning classification. The motion was made by Ms. Myers, seconded by Mr. Adams, and carried, to accept the Zoning Commission Board of Review’s recommendation as stated, to adopt the following Ordinance, to-wit: ORDINANCE NO. 2396 AN ORDINANCE amending the Jefferson Davis Parish Zoning Map to reflect the rezoning of certain property from A-1 Agricultural/Residential to C-1 Commercial said property belonging to DAMIAN AND SHONDA ZAUNBRECHER, being located in Jefferson Davis Parish, Louisiana. BE IT ORDAINED BY THE POLICE JURY OF JEFFERSON DAVIS PARISH, LOUISIANA, IN REGULAR SESSION CONVENED ON JUNE 8, 2022 THAT: The Jefferson Davis Parish Zoning Map is hereby amended to reflect the rezoning from A-1 Agricultural/Residential to C-1 Commercial for a commercial kitchen for a catering service with pickup, on the following property belonging to DAMIAN AND SHONDA ZAUNBRECHER, to wit: Lot 1 of Frey’s Catering Subdivision containing .89 acres, being a subdivision of a 9.26 acre tract of land as conveyed and made part of act of sale filed March 29, 2001 with file number 578432 in the record of the Jefferson Davis Parish Clerk of Court, said property located in Section 32, Township 8 South, Range 3 West, Southwestern District, Jefferson Davis Parish, Louisiana. THUS, DONE AND PASSED BY THE POLICE JURY ON JEFFERSON DAVIS PARISH, LOUISIANA, on this 8th day of June, 2022. It was moved by Mr. Woods, seconded by Mr. Cormier, and carried, to accept a bid received from Simon Auto Glass / B & G Glass in the amount of $195,984.00 in connection with the replacement of the Courthouse and Police Jury Annex doors. Mr. Buller made the motion, seconded by Mr. LaFargue, and carried, to reappoint Aaron Reeves, Herbert Pettifield and Andy Sanchez to the Marsh Bayou Gravity Drainage District board with terms expiring June 23, 2026. The motion was made by Mr. Adams, seconded by Mr. Peterson, and carried, to approve the budget for the Southwest Louisiana Criminalistics Laboratory for the Fiscal Year 2022-2023. Mr. Cormier made the motion, seconded by Mr. Adams, and carried, to adopt the Jennings Daily News as the Official Journal for the Jefferson Davis Parish Police Jury for the period of July 1, 2022 to June 30, 2023. The motion was made by Mr. LaFargue, seconded by Mr. Marceaux, and carried, to approve the Not to Exceed Proposal in the amount of $1,100.00 from CxA Services LLC to work with Calcasieu Mechanical on commissioning of air handling units at the Regional Jail facility. Mr. Talbot made the motion, seconded by Mr. Cormier, and carried, to approve a request from James Manuel to designate a private road located off Jeff Davis Road, 1440’ west of Hwy 101 as “Brenda Lane.” It was moved by Mr. Fruge, seconded by Mr. Cormier, and carried, to approve a request from Fortune Forest Products for reimbursement of a $5,000.00 Logging Deposit in connection with a permit on Theo Road. The motion was made by Mr. Fruge, seconded by Mr. LaFargue, and carried, to approve Pay Request No. 1 from L & R Construction in the amount of $83,234.77 in connection with the Manuel Road Bridge project. Mr. Fruge made the motion, seconded by Mr. Buller, and carried, to approve the following for Division One: 1) a 30” x 32’ Metal Pipe for Farm Supply Road at Bryan Road at a cost of $2,243.52 and 2) 100 Tons of #57 Limestone for Chaisson Road. It was moved by Mr. Buller, seconded by Mr. Fruge, and carried, to approve the following for Division Two-One: 1) 200 Tons of #57 Limestone for North Lane and 2) 500 Tons of #57 Limestone for various roads. The motion was made by Mr. Cormier, seconded by Mr. Talbot, and carried, to approve 120 Tons of #57 Limestone for Lee Road to be paid with Division Three funds. Mr. Buller made the motion, seconded by Mr. LaFargue, and carried, to accept the recommendation of Bluewing Civil in approving the Conceptual Plat of Silver Ridge Estates. The motion was made by Mr. Peterson, seconded by Mr. Adams, and carried, to accept the recommendation of the Road Supervisor as presented in connection with semi-annual supplies. It was moved by Mr. Cormier, seconded by Ms. Myers, and carried, to authorize Fire District No. 1 to be dispatched through 911 instead of the Welsh Fire Department and to further place the necessary equipment on 911 Tower on Hwy. 90. Committee Reports Mr. Marceaux reported a Jail Committee meeting held on Wednesday, May 18, 2022 at 5:15 p.m. It is the recommendation of the Jail Committee to accept a proposal from Calcasieu Mechanical Contractors in the amount of $2,153.27 to replace pulleys on motor and fan and adjust air flow across SCR and DDC system. The motion was made by Mr. Marceaux, seconded by Mr. Woods, and carried, to accept the proposal as recommended.
