VILLAGE OF CREOLA
AN ORDINANCE
TO PROVIDE FOR HOLIDAY PAY FOR HOURLY PAID EMPLOYEES FOR THE VILLAGE OF CREOLA
WHEREAS, after careful consideration, the Mayor and Board of Aldermen wish to establish an ordinance providing for the payment of holiday pay for hourly paid employees for the Village of Creola.
NOW THEREFORE, BE IT ORDAINED by the Mayor and Board of Aldermen of the Village of Creola:
SECTION I:
BE IT ORDAINED and established that the hourly paid employees of the Village of Creola shall henceforth be paid for the holidays of Thanksgiving Day, Christmas Day, Independence Day (July 4), Good Friday, and New Year’s Day each year.
SECTION II:
BE IT FURTHER ORDAINED, that the Village Clerk shall sign the Ordinance and submit it to the Mayor within three (3) days after its adoption; the Ordinance shall become effective immediately upon signature of the Mayor and his return of the Ordinance to the Village Clerk;
In the event that the Mayor fails or refuses to return the Ordinance to the Village Clerk within ten (10) days of the Mayor’s receipt of the Ordinance, the Ordinance shall become law at midnight on the tenth (10th) day after the receipt of the Ordinance by the Mayor.
SECTION III:
BE IT FURTHER ORDAINED that all Ordinances or parts of Ordinances that are or may be in conflict with this Ordinance are hereby repealed.
SECTION IV:
BE IT FURTHER ORDAINED that if any provision or item of this Ordinance or the application thereof is held to be invalid, such invalidity shall not affect other provisions, items, or applications of this Ordinance which can be given effect without the invalid provisions, items, or applications, and to this end the provisions of this Ordinance are hereby declared severable.
SECTION V:
This Ordinance having been introduced for publication at a properly scheduled and noticed public Village meeting of the Mayor and Board of Aldermen on the _____________ day of _______ 2022, the title of the Ordinance having been read and the Ordinance properly considered at a properly scheduled and noticed public Village meeting of the Mayor and Board of Aldermen on the ________ day of ______, 2022, and record vote taken and the following result had and entered by the Village Clerk as follows:

Whereupon, the motion receiving the affirmative vote of the majority of the Board of Aldermen quorum present, the presiding officer declared the above Ordinance to be adopted on the 21 day of April, 2022.

RESOLUTION 2022-01

WHEREAS, the Village of Creola has been informed that the State of Louisiana, Division of Administration, Office of Community Development will be accepting applications for FY 2021/2022 Local Government Assistance Program (LGAP);
NOW THEREFORE BE IT RESOLVED, that the Mayor is hereby authorized to submit an LGAP Application for New Office Equipment and to execute all assurances and certifications required for the application; and,
BE IT FURTHER RESOLVED, that the Mayor is hereby authorized to work with the Village Engineer, Pan American Engineers, LLC on the development of the LGAP Application; and,
Passed, approved and adopted by the Mayor and Board of Aldermen of the Village of Creola, State of Louisiana, on this 21st day of April, 2022.

RESOLUTION 2022-02 BYTHE
VILLAGE OF CREOLA, LOUISIANA
WHEREAS, the Village of Creola declares the following property is no longer needed by the Village of Creola and is declared surplus property to be assigned and sold online by LaMATS through the LPS Municipal Surplus Property Program, 700 North Tenth Street, Baton Rouge, LA 70802, Paul Holmes, Program Administrator:
1) Building 1 previously used as town clerk office minimum value $1000.
2) Building 2 previously used as meeting and court room minimum value $1000.
3) Building 3 previously used as Police Department minimum value $1000.
And assigns same to LaMATS, as-is/where-is, to sell online at https://lamats.net/surplus. All high bids are subject to review by the Village of Creola to determine the fair market value has been obtained. Where the minimum value of an item has been listed, but has not been reached, the Village of Creola reserves the right to reevaluate the minimum value considering the auction results, and to lower the minimum value if deemed fair and reasonable, or to relist the item.

Municipal Minutes
Public Meeting
April 21, 2022
Mayor Danny Moore and Council of The Village of Creola, Parish of Grant, State of Louisiana, met in their regular meeting place, the Creola Town Hall, at 6:00 p.m. on the 21th day of April 2022.
The meeting was brought to order by Mayor Danny Moore who led the pledge of allegiance followed by a moment of silence.
The following members were present: Mayor Danny Moore, Alderwoman Aimee White, Alderman Calvin Vogel, and Alderman Brandon Randall. Also present: Village Clerk Tiffany Reitzell. Village Attorney Brian Mosley was not in attendance.
Village Clerk Tiffany Reitzell did roll call.
A quorum was present, the agenda of meeting posted April 20, 2022.
Mayor Danny Moore opened the meeting for a period of public comments on any agenda items. March 2022 minutes were presented to council; Alderwoman Calvin Vogel made a motion to approve the minutes as written, seconded by Alderman Brandon Randall, Yeas 3; Nays 0; accepted.
Old Business:
Alderman Calvin Vogel made a motion to approve the monthly financial statement, seconded by Alderman Brandon Randall, Yeas 3; Nays 0; accepted.
Alderman Calvin Vogel made a motion to adopt ordinance 2022-05 holiday pay for full time employees, seconded by Alderman Brandon Randall, Yeas 3; Nays; 0; accepted.

Thomas David of Pan American Engineers was in attendance. He presented to the council the outside rendering of the proposed new municipal building. He advised the council that Pan American was working on layout details with the existing guide wires in place. Mr. David stated the projected timeline will be presented at the next month meeting.
New Business:
Robert Carey was in attendance and presented to the council ticket testing for defensive driving program. Mayor Moore stated he sent the information to Attorney Brian Mosley and Magistrate Greg Jones for their view and input on this matter.
Clay Cooper of Clay Cooper insurance was in attendance. He presented insurance proposals to the council for fulltime employees.
Police Department Update:
Assistant Chief Mattox gave an update of violations, arrests, calls for service, fuel used, hours paid/worked, and fines collected. AC Mattox requested the council to accept Officer Bill Hinton’s resignation. Alderwoman Aimee White made the motion, seconded by Alderman Brandon Randall, Yeas 3; Nays 0; accepted.
