Minutes of a Coulee Baton Gravity Drainage District No.1 Board of Commissioner’s special meeting held on February 17,2022 at 5:30 P.M. in the Meaux/Nunez Volunteer Fire Department, 9124 Romules Rd. Abbeville, Louisiana 70510.

Mr. Ravis Menard President.

The special meeting was called to order.

Roll call:

Present: Mr. Jerome Meaux

Mr. Ravis Menard

Mr. Jimmie J. Meaux Sr.

Absent: Mr. Samuel Noel, Mr. Jamie Stelly

Also present: Mrs. Pamela Ebanks (Clerk)

Guest: Mr. Kessel D. Ebanks Sr.

The Board was mailed the minutes of December 15,2021 with their meeting notice. Upon motion of Mr. Jerome Meaux seconded by Mr. Jimmie J. Meaux Sr. and unanimously carried the minutes of December 15,2021 were adopted as presented.

Treasurer’s Report:

The Clerk presented a report of deposits since our last meeting.

Upon motion of Mr. Jimmie J. Meaux Sr. seconded by Mr. Jerome Meaux and unanimously carried the Treasurer’s report of $212,040.50 in the Maintenance Fund was accepted.

Supervisor’s Report:

President Ravis Menard gave as a progress report:

The Board discussed the Judge Doucet Road area drainage. Mr. Menard advised the Board he and the Boards Attorney, Mr. Paul Moresi III had looked at the ditch on 2/15/2022. The Clerk advised the Board that Mr. Moresi III gave the same advice as he had previously given when he had gone look at the ditch on a previous occasion. Mr. Moresi III advised that he was informed the ditch is a Public Drainage and the Drainage Board has a 100-foot Right of way on each Bank of the Public Channel. This Law is found at LSA-RS 38:113. The Drainage District has two options. Ask each Landowner to remove the obstructions (fences, dog kennels, storage buildings, abandoned cars, etc. at the Landowners expense or approach the Landowner on the East Side where the fence and can be removed and access the Drainage from that side but may damage the bamboo. The Clerk also asked Mr. Moresi III if a Drainage Board can request to remove a Drainage from the Public system and put back as private. He said of course the Board can but should review the process before making this decision. Upon motion of Mr. Jerome Meaux seconded by Mr. Jimmie J. Meaux Sr. and unanimously carried the Board decided to table the discussion.

The following new projects were added to the Improvement List.

New Projects:

• Mr. Malen Harrington, Hwy 695 near Harold Hebert’s Station area drainage

The following projects were complete:

• David Hebert/Pat Hebert /Sheb Callahan Nanson Rd area drainage

Upon motion of Mr. Jimmie J. Meaux Sr. seconded by Mr. Jerome Meaux and unanimously carried the Supervisor Report was adopted.

Secretary’s Report:

• The Clerk presented to the Board the Louisiana Attestation Questionnaire, it was read and answered. Upon motion of Mr. Jerome Meaux seconded by Mr. Jimmie J. Meaux Sr. and unanimously carried the Louisiana Attestation Questionnaire was adopted and in the same action the President and Secretary was given the authorization to sign said document.

• Right of Way Grant forms and Request for Assistance forms were given to the Board Members for landowners and tenant farmers to request assistance or to add a drainage into the Public Drainage System. These forms were given to the Meaux Property owners on Goldie Road for their review. The Board Attorney and the Board have not heard back from the Property owners.

• Health Insurance Acknowledgement forms were given to the Board Members for completion.

Upon motion of Mr. Jimmie J. Meaux Sr seconded by Mr. Jerome Meaux and unanimously carried the Secretary’s Report was adopted.

Upon motion of Mr. Jerome Meaux seconded by Mr. Jimmie J. Meaux Sr. and unanimously carried the following bills were approved and or ratified for payment.
